MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, APRIL 2, 2001 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa
Auditorium, located at 213 East Foothill Boulevard, Azusa.

ke entire Council presented a Proclamation to Director of Community Services/City Librarian Proc Nat Lib
maneh Maghsoudi, proclaiming the week of April 1-7, 2001, as National Library Week. Senior Week
Librarian Stewart displayed an enlarged version of the new Library card and detailed the programs
that will be ongoing during National Library Week and invited all to attend the Library during the
month.
The entire Council presented a Proclamation to Associate Senior Tree Trimmer Montes, proclaiming Proc Arbor
Thursday, April 19, 2001, Arbor Day, in the City of Azusa. He provided information regarding the Day
planned tree planting ceremonies with the Azusa Unified School District, on Arbor Day, and one
especially, at Longfellow School, in memory of Timothy Scarsbrough.

THE CITY COUNCIL RECONVENED AT 7:30 P.M. IN ORDER TO CONDUCT THE REGULAR
IRTION OF THE CITY COUNCIL MEETING,
Attorney Carvalho announced that there was no reportable action taken in Closed Session with
regard to Vulcan Materials, but, that they will be entering into a tolling agreement with Southdown
California Aggregates, Inc.
Mayor Madrid called the meeting to order and led in the Salute to the Flag.
INVOCATION was given by Assistant Pastor Billy Cape of the Foursquare Gospel Church.

PUBLIC PARTICIPATION Public Part.
Ms. Marco Farley addressed Council regarding community gardening requesting that Council M. Farley
approve the assignment of some of its city owned vacant land for use as a community garden. She comments
expressed her view on community gardening. Diane Chagnon voiced her opposition to spending
staff time, water, issues, liabilities, cost, etc., with regard to a community garden. The matter was
referred to Mr. Bob Donnelson of the Neighborhood Improvement Zone in order to talk to Marco
Farley about the possibility of creating the garden at a neighborhood level.
Ms. Ria Benbow addressed the issue and expressed her opinion in favor of Community Gardening, R. Benbow
and advised that she will be approaching the Azusa Unified School District with a similar request. comments
Sarah Jacobson addressed Council requesting sponsorship of $100, to use towards her S. Jacobson
Irticipation, representing Azusa, in Miss Teen of the Nation Beauty Pageant, she is now Miss rqst sponsor
usa California Teen. It was consensus of Councilmembers that sponsorship of $100 be awarded approved
Ms. Jacobson for the pageant.
REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
Updates/Rpts
Utilities Director Hsu and City Manager Cole introduced Tom Powell of Cemex, expressing the City's Utilities Dir &
appreciation to him for shutting down production during peak hours when there was a call by CityMgr
Edison to reduce our power. S& 5 Foods and Azusa Pacific University also shut down, even comments
though there wasn't a need. Utilities Director Hsu advised of a program that would ask commercial
customers within the City to voluntarily shut down production during peak hours when needed.
Mr. Tom Powell of Southdown/Cemex California Aggregates, Inc., addressed the issue stating that T. Powell
he will be working with Utilities Director Hsu to work on a long term solution to the problem. He Cemex Cal.
invited all to attend the 1" Annual Neighborhood Open House on Saturday, April 14, 2001, from Aggregates,
10:00 a.m. to 2:00 p.m. at the gravel pit on Gladstone Street. Inc.
Chief of Police Icing Davis provided a Calendar Year 2000 Crime Statistics and Police Department COP Davis

City Manager Cole provided a power point presentation on the 2000 census count for the City of

creation Coordinator Gonzales provided an update on the 2001 Jr. Olympics held on Saturday,

Kiwanis Club. He stated that over 1,200 children from all of the eleven elementary schools in AUSD
and all three middle schools participated. He noted that V` place school was Hodge, 2"d place
Magnolia, and 3rd Murray. He then detailed the MVP Awards for each category.
Councilmember Stanford suggested to his colleagues that Mr. Chip Andersen be considered to
head leadership training Council workshops. He urged all not to smoke due to the fact that several
members in his family had died a horrible death from lung cancer. He advised that he was asked
to serve as SCAG representative from this area. He advised of a cluster breakfast of Foothill Transit.
He invited all to attend the inauguration of Mr. John Wallace, Sixteenth President of Azusa Pacific
University 9:30 a.m. at the Felix Event Center. Mayor Madrid asked that a Resolution/Proclamation
be prepared for the event.

Councilmember Hardison advised that the issue of Highway 39 has been pushed back to something Hardison
that is not a priority on the City's list, but asked that it remain on the list. comments
Mayor Pro -Tem Chagnon announced the Play for Kids Golf Tournament, on Friday, June 15, 2001, Chagnon
and that the money goes to a good cause. She also reminded all about the Soap Box Derby to be comments
held on Saturday, April 21, 2001.

Mayor Madrid acknowledged the events to be held on National Library Week, the Chamber of
Commerce mixer at the Library on Tuesday, the book signing on Friday, and on Sunday, April 220d,
Mr. Michael Kouri, a Psychic will beat the Library. She recognized April 18th as national Arbor day,
and the month of April as Sexual Assault Awareness month. She then introduced the feasibility of
developing a joint Powers Agreement between the Cities of Azusa, Irwindale and Duarte for for the
purpose of funding San Gabriel River preservation projects. It was consensus that she gather more
information on the subject.

The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication of Hrg open
notice of said hearing published in the Azusa Herald on March 22, 2001.
Community Development Director Bruckner addressed the Hearing stating that the public hearing Com Dev Dir
is to confirm the Engineer's Report, Diagram and Assessment for the City of Azusa Landscape and comments
Lighting District No. 1, for the upcoming fiscal year. He stated that there is no increase this year
in the assessments and answered questions posed by Councilmembers.
Istimony was solicited, but, none was received.

Councilmember Stanford offered a Resolution entitled:

Councilmember Hardison addressed item regarding rejecting bids for the Alley Reconstruction Hardison
project questioning what the project entailed. City Manager Cole responded stating that the project comments
consists of re -paving badly deteriorating alleys. Mayor Pro -Tem Chagnon also addressed the item Chagnon
questioning why the project is being re -bid. City Manager Cole responded stating that the project comments
will be re -bid hoping to receive lower bids or they will have to re -think the budget for the project.

Councilmember Hardison addressed item regarding the purchase of CNG Ford 250 Van with the Hardison
following concerns: P.O.'s don't reflect savings of $4,000, CNG usage is twice the cost of fuel, CNG comments
refueling station is not in a convenient place, using more fuel, does it offset the clean air or
environment? City Manager Cole responded to a concern regarding the purchase stating that the
vehicle is being purchased via piggy backing with the City of Henderson a bid opening that took
place last year, but advised that there is an option tore -bid, but, the price is good. He also stated
that the natural gas vs gas are comparable, and advised that they are hoping that the Gas Company
will locate a fueling facility on Todd Avenue, lastly, the CNG in the past have been purchased with
grants and this is the first that is being purchased without a grant. Superintendent of Public Works
Pedroza responded to question regarding mileage providing statistics regarding the six CNG vehicles
the City now owns. He then responded to questions posed by Councilmembers.
Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Rocha and unanimously carried Purchase
to approve the purchase of one CNG 2001 Ford F250 from Wondries Ford in the amount of CNG Van
$28,633, using the alternative purchasing procedures allowed under the Azusa Municipal Code Wondries
Section 22-514.
Mayor Pro -Tem Chagnon thanked staff for the time line attached to the Azusa Auditorium Window Chagnon
Rehabilitation Project and asked what the time line would be for the interior. City Manager comments
Isponded stating that it may be as soon as the next Council meeting depending on funding.

Council member Rocha questioned the maintenance issue relative to the Zone Change and Flag Lots Rocha
on Amendment No. 215. City Attorney responded that the maintenance issue would be addressed comments
when the parcel maps for the project are presented for approval. She advised staff to make sure City Attorney
that this is executed and legally binding when final map comes back for approval, she said she comments
would make suggestions to staff to insure the easements are recorded.
