MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, APRIL 1G, 2001 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa
Auditorium.
City Manager Cole recognized businesses who volunteered to shut down operations during a recent City Mgr
electric blackout, in order for the rest of the community to keep lights on. Business Retention Cert of
Development Coordinator Marez presented Certificate of Appreciation to the following: Trek and Apprec
Industries S&S Foods.
Mr. Tony Vose of Cardinal Laboratories addressed Council expressing his intention to build and T. Vose
conduct business In the City of Azusa in the future. comments

CITY COUNCIL CONVENED IN THE AZUSAAUDITORIUM IN ORDER TO CONDUCT ITS REGULAR
MEETING.
City Attorney Carvalho announced that there was no action with regard to the Public Employee item, CityAtty
but, with regard to Existing Litigation, staff was directed to initiate settlement of the matter through comments
a mediation strategy.
Mayor Madrid called the meeting to order and led in the Salute to the Flag.

Public Part.
Ms. Peggy Martinez of the DABA, Downtown Azusa Business Association, announced the upcoming P. Martinez
Mariachi Festival on Saturday, April 21, 2001, at the Azusa Pacific University Event Center. Mrs. comments
Sharon Lewis also addressed the issue praising the event and introducing the committee. Jorge
Barragan Santana played a musical selection for council and audience.
Ms. Johana Nunez, Captain of La Juve Girls Soccer Team of Azusa, addressed Council requesting . J. Nunez
sponsorship from the community, in order to purchase uniforms, equipment, and pay for comments
registration for the team.
'It was consensus of Council to donate $100 from the City's sponsorship fund; the Mayor donated Sponsorship
$50, and Councilmember Stanford offered money from left over campaign funds. to La Juve
Ms. Regan Tucker of Azusa Pacific University addressed Council announcing that she would be R. Tucker
leaving participation in city activities as she will be graduating. She introducedAnna Lisa Ebbs, APU
who will be replacing her as liaison from Azusa Pacific University. comments
Redevelopment Project Manager Paz introduced Jeremy Huffman of Azusa Pacific University who R. Paz
invited all to attend the Soap Box Derby on Saturday, April 21, 2001, on Azusa Avenue in the comments
Downtown area.
Mr. Ken Northrop of Onyx Environmental Services, addressed Council and audience, rebutting a K. Northrop
statement in the paper that their company was one of the top polluters in the San Gabriel Valley. comments
He detailed statistics surrounding the report as well as his company.
SCHEDULED ITEMS
Utilities Director Hsu addressed Council detailing California's energy crisis, reported on energy
conservation and load shedding activities. He urged all to conserve energy.
Business Retention/Development Coordinator Marez presented a Certificate of Appreciation to Mr.
Chet Kassotis of Cemex company, for the load shedding the company has been doing, helping the
'city to meet electricity needs. Discussion was held.
Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Rocha and unanimously carried
to approve program to reduce electric load and authorize the City Manager to suspend enforcement
of the hours of operation requirements included in Owner Participation Agreements (OPAs) and
Conditional Use Permits (CUPS) for electric load reduction purposes.

Director of Library/Community Services Maghsoudi presented an update on the proposed new P. Maghsoudi
library. She invited all to attend a Community Forum with Dr. Thomas A. Horan, Associate Professor New Library
of Information Science and Executive Director of the Claremont Information and Technology
Institute at Claremont Graduate University, on Thursday, April 26, 2001, 7 p.m. at the Azusa City
Library.
Councilmember Rocha offered congratulations to Ruth Luera, Volunteer of the Year at the Senior
Rocha
Center. He stated that the family of Mary Ortiz wished to thank everyone for the cards and,

prayers that were offered for her during her recent illness. He asked to keep in prayer the family
of Johnny Gomez, a Viet Nam Veteran, who passed away.
Mayor Pro -Tem Chagnon invited all to attend the Play For Kids Golf Tournament on June 15th.

Mayor Madrid announced that there are three unexpired seats available on three commissions; the Madrid
Planning Commission, Cultural and Historical Landmark Commission and the Architectural Barriers comments
Commission. She also reminded all that Michael Kouri will beat the Azusa City Library on Sunday,
April 22, 2001, at 2:00 p.m. to talk about "Haunted Azusa".
Councilmember Rocha also reminded all that Saturday, April 21" is also Pony League opening day. Rocha

Assistant Community Development Director Onaga addressed Council detailing the background on Asst Com Dev
the proposed Public Art Ordinance that would have added a requirement for developers to either Dir Onaga
provide artworks as a part of their project or to pay an in -lieu fee that would be used to provide comments
artwork within the City. He stated that the ordinance would have applied to both private and public Proposed
development project and would set minimum thresholds as follows: a building valuation of Public Art
$200,000 for commercial or industrial projects, and $300,000 for multi -family residential projects, Ordinance
or single-family residential projects consisting of 10 or more units. The criteria for reviewing and
approving artwork are established in the ordinance and the Planning Commission would serve as
the reviewing body for the artwork. The Planning Commission recommended denial of the
proposed Public Art ordinance due to higher priority needs in the City at this time. He presented
the options as follows: 1) Accept the Planning Commission's decision to deny the proposed Public
Art Ordinance; 2) Refer the item back to the Planning Commission to consider revisions to the draft
ordinance or 3) Direct staff to place the item on a subsequent City council agenda for a public
hearing on the adoption of the proposed ordinance.
Discussion was held between Council and staff regarding the issue; all Council expressed support Council
for the concept. Other issues that were discussed were exemptions, Impact fees, infrastructure discussion
studies, and fees relative to projects. It was suggested that the idea of a Public Art Ordinance be
exposed to a wider business audience.
The CONSENT CALENDAR consisting of Items VI -A through VI -R, was approved by motion of Consent Cal
Councilmember Stanford, seconded by Mayor Madrid, and unanimously carried with the exception VI -A through
of items VI -F, G, J, M, N, and O, which were considered under the Special Call portion of the VI -R
Agenda.

Staff responded to questions posed by Councilmember Hardison regarding the estimated scrap Hardison
value of surplus vehicles to be sold at public auction. Moved by Councilmember Stanford, comments
seconded by Councilmember Hardison and unanimously carried that eight vehicles declared surplus
by the purchasing department be sold at public auction.
Mayor Pro -Tem Chagnon requested an information item regarding Police Dispatcher staffing. Chagnon

to approve Human Resource Action Item.
Human Resource Action Items were apRroved as follows:
New Appointments: P. Alger, Adult Education/Literacy Coordinator and C. Gomez, Literacy
Coordinator.
Separations: S. Smith, Police Dispatcher, effective April 9, 2001.
Councilmember Rocha asked if the Dial -A -Ride transit service provides service on Saturday. City
Manager Cole responded stating that the contract. is for County areas and provides service as
requested by the County of Los Angeles; additional services would cause changes to the contract;
he advised that further research will be done on the issue .
Moved by Councilmember Stanford, seconded by Councilmember Hardison and carried by Council
that Agreement No. 722490 which continues Dial -A -Ride transit service to eligible elderly and
persons with disabilities who reside in the unincorporated county areas of Azusa and Glendora, be
approved, under the same terms and conditions through June 30, 2003. Councilmember Rocha
abstained.

Councilmember Stanford expressed his view in favor of the Senate Bill 691, and it was then moved Support of
by Councilmember Stanford, seconded by Councilmember Hardison and unanimously carried to Bill 691
support Senate Bill 69 1, (McPherson), which will help recover attorney's fees when defending a approved
mobilehome ordinance within cities and counties. The Mayor was authorized to send letter of
support to appropriate organizations and legislators.
Mayor Pro -Tem Chagnon requested that future reference to account numbers be identified by name,
rather then number. Moved by Councilmember Stanford, seconded by Councilmember Hardison
and unanimously carried to approve increase in purchase order for j&j Sports and Trophies, from
$23,500 to $30,000, which will provide additional uniforms, awards, and equipment in various
recreation programs.
Mayor Pro -Tem Chagnon addressed item regarding Roof Replacement Project, questioningwhy the
City Yard and Boy Scout House are only receiving a built up with a cap. Community Development
Director responded stating that staff and an outside contractor assessed the site and recommended
it as the best solution. Moved by Councilmember Stanford, seconded by Councilmember Hardison
nd unanimously carried to approve the Specifications for Roof Replacement Project at Various
ocations and authorize the City Clerk to advertise for bids.

Light and Water Department Conference Room in order to conduct a Joint Meeting between the 4/30/01
Azusa School Board Members and City Council; and to consider applications for unexpired vacancies Azusa Unifie
