The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL Ceremonial The entire Council presented a Proclamation to City Engineer Abbaszadeh, proclaiming the week Proc Pub Wk of May 14th 2001, as "Public Works Week" in the City of Azusa. Week The entire Council presented a Proclamation to Mr. Ben Heck on behalf of the Fraternal Order of Proc Veteran Eagles, No. 2810, the American Legion and the Veterans of Foreign Wars (VFW), proclaiming the Appreciation month of May as Veteran Appreciation Month. Month The entire Council presented a proclamation to Dr. Ilene Smith-Bezjian of APU, expressing gratitude Proc Canyon and commendation to all who worked on the success of the first Annual Canyon City Run Soap Box CityRun Soa Derby Box Derby The entire Council presented a proclamation to Ms. Peggy Martinez, President of the ADBA, Proc Mariach congratulating all who contributed to the success of the First Annual Mariachi Festival. Festival It was consensus of Council to recess to Closed Session at 6:52 p.m., in the City Manager's Office, Closed on the following: Session PUBLIC EMPLOYMENT - PERSONNEL MATTER (Gov. PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Gov. Code Sec. 54957) Title: City Manager. COUNCIL CONVENED IN THE AZUSA AUDITORIUM TO CONDUCT ITS REGULAR MEETING. City Attorney Carvalho advised that there was no reportable action taken in Closed Session but, said CtyAtty that there is a need to develop a format for evaluation of the City Manager. comments Mayor Madrid called the meeting to order and led in the Salute to the Flag. Mr. & Mrs. Falcon Pub Part Ms. Alice Rubio addressed Council announcing the Skate Board Park Car Wash on Saturday, May A. Rubio 12, 2001, at the VFW on Baseline and Second Avenue, from 8 a.m. to 12 p.m. She invited all skate comments boarders and the community to attend. Mrs. Rosemary Ramirez, Event Director of Saint Frances of Rome Parish School, addressed Council R. Ramirez itquesting waiver of fees and "in kind services", for the 3rd Annual Family Festival "Paradise rqst waive eekend", to be held on June 8, 9, and 10, 2001. Lengthy discussion was held between fees & in kin Councilmembers, staff and Mrs. Ramirez. It was moved by Councilmember Stanford, seconded sys for 3" by Mayor Madrid and unanimously carried to approve all that was requested with the exception of Annual Fami the waiver of city's requirement to utilize Azusa Police Department; she was directed to cooperate Festival St. with the Azusa Police Department regarding police matters. Further, a contingency plan was to be Frances of In place if a city staff member did not volunteer to help with the delivery and return of booths. Rome Mr. Dennis Cruz, student of Mt. San Antonio College, addressed Council requesting to waive the D. Cruz requirement of an Outdoor Festival Permit to hold a function at the Azusa Drive-in Theater. Lengthy Mt. San discussion was held between Mr. Cruz, staff and Council, regarding the definition of an Outdoor Antonio Festival Permit vs a Temporary Use Permit, hours of operation of the function, number of College participants, etc. City Attorney Carvalho conducted a meeting with Mr. Cruz and staff to gather request for more information regarding the Issue. They returned from the meeting and City Attorney advised waiver of that Mr. Cruz, cannot meet the requirements of an Outdoor Festival Permit and that there was a permit need for a detailed request from Mr. Cruz, and also a need to meet with the Chief of Police, control of decibel levels, limit the number of participants and cut the hours back. Moved by Mayor Madrid to waive the requirement of an Outdoor Festival Permit to hold said Madrid function. Motion died for the lack of a second. motion/died Moved by Councilmember Stanford, seconded by Mayor Pro -Tem Chagnon and carried by Council Request Isdeny the request of waiver of an Outdoor Festival Permit. Mayor Madrid dissenting. denied . Barbara Burrola, a Head Start employee, addressed Council providing a brief history of the B. Burrola Azusa Head Start program and invited all to attend Open House on May 16`" from 2 p.m, to 4 p.m. comments Mrs. Carol Montano, Director of the San Gabriel Valley Municipal Water District addressed Council C. Montano and audience announcing a free program on the new high efficiency ultra low flush toilets. Home comments owners from Azusa with ID, water and/or light bill, can receive a new toilet on May 19, 2001, from 1 p.m. to 4 p.m. at Gladstone High in Covina and students will earn $15 for each toilet, and old toilets must be returned to the same location on Saturday, June 2nd, between 1 p.m. - 4 p.m. REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF City Manager Cole provided an update on the stage three power alert that was experienced today. He stated that Edison requested the City reduce electrical load and it was accomplished via voluntary reduction of electrical use by large business customers and the City of Azusa employees. He stated that conservation by everyone In the City helps the entire power crisis. He also announced that on Saturday, May 19`", the following events will take place: 9 a.m. Step Out with Seniors - a Walk-a-Thon, at 1 1 a. m. there will be a dedication of the Azusa Light and Water Fountain Plaza at Azusa Avenue and Foothill Boulevard, and at 1 p. m. a workshop will be held on creating livable healthy communities/general plan. anager of Information Services Ann Graf -Gaynor and Jaime Prado, Geographic Information ecialist provided a presentation on the Geographic Information Systems for the City of Azusa. sociate Director of Recreation and Parks provided an update on the Shade Tree Program at Gladstone Park, announced that free trees will be given out to the NIZ I neighborhood and the Tree Planting Program at various school sites where 200 trees will be given away to school. He also announced the Play For Kids Golf Tournament on June I51h, and the AYP Bar-b-que steak dinner/dance on June 2nd. 05/07/01 PAGE TWO Updates/Rpt City Mgr comments Presentation GIS R. Noriega comments Councilmember Stanford announced that Foothill Transit has a new President, Ben Wong. He Stanford provided information on San Gabriel Valley Council of Governments, and Southern California comments Association of Governments, and informed all that the City of EI Segundo will be asking us to be friends of the court - regarding EIR for Regional Air Transportation Plan. Councilmember Hardison congratulated all who participated in the Mariachl Festival and the Soap Hardison Box Derby. comments Councilmember Rocha invited all to attend the Memorial Day Ceremony on Monday, May 28, 2001, Rocha at 2 p.m. He announced that applications for Fourth of July Parade are available at the Chamber comments of Commerce and the City Clerk's Office. He asked to keep in prayer the family of Josephine (Jay) Mendoza who passed away this morning. ICHEDULED ITEMS Sched Items PUBLIC HEARING -Zoning Code Amendment (ZCA-216) -on a request to amend Section 88-645 Pub Hrg (c) of the Azusa Municipal code to eliminate the prohibition against wood perimeter fences. Wood Fence The Mayor declared the Hearing open. The City Clerk read the proof of publication of notice of said Hrg open hearing published In the Azusa Herald on April 26, 2001. Community Development Director Bruckner addressed the issue stating that this is a Com Dev Di recommendation from the Planning Commission to consider amending the code that currently comments prohibits wood fencing for residential developments. The matter was addressed by the Commission some time ago in response to concerns that local builders had with City staff requiring block walls. Planning Commission came up with a set of policies to address this as follows: 1) All new residential tracts must be developed with 6' high block walls along the side and rear property lines of each lot with the exception of view lots which may substitute wrought iron fencing along those sides with a scenic view. 2) Infill development must be developed with 6' high block walls on all side and rear property lines only if a minimum of two sides of the lot have an existing block wall. If a block wall is not required, any proposed wood fencing must be reinforced with steel posts to the satisfaction of the building. He stated that they found that the code prohibited wood fencing and directed staff to proceed with a code amendment to eliminate the conflict between the fde and the discrepancy. scussion was held among Councilmembers regarding the proposed wood fencing with steel Council posts, which type of fencing is durable, attractive, the quality of materials, etc. Further that there discussion is a need for consistency and objectiveness. Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Rocha and unanimously carried Hrg Closed to close the Hearing. Moved by Councilmember Stanford, seconded by Councilmember Hardison and carried to remand the item back to the Planning Commission to require that there be decorative block walls on all infill housing. Mayor Madrid and Mayor Pro -Tem Chagnon dissenting. Assistant City Manager Person provided an update on the Proposed Take -Home Vehicle Policy. He advised that there is no policy at this time but detailed categories for use of vehicles: Council authorized, emergency, and no recorded authorization. He detailed the report and recommendations. Discussion was held between Councilmembers and staff regarding the Issue: policy parameters for take home vehicle policy and suggested the following be considered: emergency standby, and radius limits for standby persons . Mayor Pro -Tem Chagnon suggested to eliminate the following from take home vehicles: City Engineer, Police Lieutenants, Police Detectives, Police information Systems Manager, and Associate Directors of Recreation and Parks; she stated that they should have vehicles available to use at work and be reimbursed for mileage. was moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Rocha and unanimously rried that option three of the recommendation be approved, (3) Limit the practice of take-home vehicles to those designated as emergency response vehicles and begin replacing take-home vehicles, where warranted, with auto allowances and/or mileage reimbursement", and that staff come back with a Policy Incorporating the above mentioned issues as well as other factors. It was consensus to delete two sentences of Sec. 2-213, beginning with "Alternatively". Ord 05/07/01 PAGE THREE Councilmember Stanford offered an Ordinance, as amended, entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ESTABLISHING A 1" Rdg Ord UTILITY BOARD BY AMENDING CHAPTER 2, ARTICLE V AND ADDING DIVISION 5 TO THE AZUSA UtilityBoard MUNICIPAL CODE. Moved by Councilmember Stanford, seconded by Mayor Pro -Tem Chagnon and unanimously carried Ord by roll call to waive further reading and introduce the ordinance. Introduced Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Stanford and unanimously carried 3rd Amend to approve the Third Amendment to the Long Range Capital Improvement Projects (GIP) Budget CIP 2001-2005 as follows: 1) $4,124,243 for the drilling of two new water wells, pipelines and Approved appurtenances in the Azusa Spreading Grounds, 2) $90,000 for activities associated with the new brary, 3) $36,400 for the completion of the city hall door security hardware. The CONSENT CALENDAR consisting of Items V-A through V -N, was approved by motion of Consent Ca Counclimember Stanford, seconded by Mayor Pro -Tem Chagnon, and unanimously carried with the V-A through exception of items V -L, which was considered under the Special Call portion of the Agenda. Mayor V -N Pro -Tem Chagnon thanked staff for items B & E coming in under budget. A. Minutes of the regular meeting of April 16, 2001, were approved as written. Min appvd B. The Notice of completion for Wheelchair Ramp construction by Cj Construction was approved Not of Com and its' recordation was authorized. Further, the final contract price of $29,070 was Wheelchair approved. ramps C. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA TO APPOINT SPECIFIC Res. 01-C42 REPRESENTATIVES TO THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY AND AN ICRMA AMENDMENT TO RESOLUTION 98-C 197. Alternate D. Formal bidding procedures were waived and approval was given for the purchase of a Power Pur Power Analyzer In the Electric Division. A Power Analyzer is utilized to accurately test meters in 3- Analyzer phases. Malibu -Pacific Tennis courts has completed the Basketball Court and Block Wall at Gladstone Not of Com Park in accordance with the plans and specifications. Bid opening was held in the Office of the City Cleric for Furnish and Installation of Underground Undergroun Electric System along Azusa & Old San Gabriel Canyon Road Project LD 2001-4. Two bids Electric Sys were received. The contract was awarded to HCI Incorporated, low bidder, in the amount HCI Inc. of $268,919.28. I. Approval was given to amend the blanket purchase order to the San Gabriel River Water Blanket P.O Committee In the amount of $7,500.00. SGR Comm 'Bid opening was held in the Office of the City Clerk on May 1, 2001, for Alley Reconstruction. Alley Rcstr. Five bids were received. The contract was awarded to E.C. Construction, low bidder, in the E.C. Constr. amount of $71,040.00. K. Approval was given to amend the blanket purchase order for Proforma Quality Printing, Blanket P.O increasing the amount from $30,000 to $44,700. Proforma L.
