MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, MAY 21, 2001 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa
Auditorium.
It was consensus of Council to recess to Closed Session In the City Manager's Office, on the Closed

City Attorney Carvalho advised that there was no reportable action taken in Closed Session.

Mr. Joe Guarrera and Ms. Mary Barrow addressed Council and audience announcing the Route 66 Route 66
Blast to the Past Party on June 2"', 2001, and to invited all to attend. Blast
Mr. Jesse Martinez Carlos addressed Council thanking all for supporting him during the last election J.M. Carlos
when he vied for a seat on the City Council. He also thanked the City Manager, Utilities Director comments
and Water Department crew for restoring water within two hours, after an incident at the Canyon
View condominiums where he lives and is a member of the Homeowners Association.
Mr. Adolfo Chaidez, Field Representative for Congresswoman Hilda Solis, addressed Council A. Chaidez

REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
Mr. Bob Levinson of the Human Relations Commission (formerly Hate Crime Task Force) provided
a report and recommendation to Council. He detailed the history of the formation Task
Force/Commission. He noted five areas of, recommendations as follows: (1) the formation of a
Human Relations Commission (2) City Tone setting (3) youth activities and organizations (4) Azusa
Unified School District plan of action and (5) Azusa Police Department plan of action. He stated
that the commission will consist of 9-11 members, and requested that section of the Azusa
Municipal Code dealing with residency requirements be waived In order to allow the Inclusion of
lrepresentative of the businesses, faith community and others to be able to be on the commission
and recommended start up budget of $5,000, and that future budgets will be obtained from grants,
etc. He listed the recommended programs and stressed the importance of the commission, and
listed statistics on hate crimes in the community. He asked Council for their support and
endorsement of a candlelight vigil in remembrance the Azusa hate crime victims who have lost their
lives as well as those still living in the community and implored Council to accept the report and
establish a permanent Human Relations Commission at this time. He answered question posed
by Councilmembers on the report and discussion was held.
City Clerk Mendoza read a letter into the record from Attorney General Bill Lockyer, in favor of the
establishment of a Commission. Mayor Madrid read the following into the record - "Let us aim
at creating a society where calm and peace prevail over conquest and defeat; where the
persecution of the innocent is vigorously denounced, where one who conquers himself is more
respected that one who conquers millions by military might, where hatred is conquered by Love,
let compassion be the driving force of our action, that all living beings be treated with fairness, but
peace in harmony rein in our hearts and also in our community".

Moved by Councilmember Stanford, seconded by Mayor Madrid and unanimously carried to direct Staff to
staff to prepare an ordinance. Councilmember Rocha asked that a copy of the report be left in the prepare Ord
Library for public review.
Utilities Director Hsu presented each Councilmember with a memento of the dedication of the

untain at Sav-on held on Saturday, May 19, 2001.
Manager Cole announced that Citizens Congress 111 is to be held in two weeks on Saturday,
June 2nd 2001. He also, with great sadness, advised that Tony Garcia, the City's Buyer, lost his 27
year old son, Casey, in an auto accident this past week. Tony Garcia and his family will be kept
in prayer.
City Manager Cole presented the Management Agreement for the Reorganization of Public Works.
Discussion was held between Council and staff regarding an amendment in the terms of the
agreement #5 which will read "with the goal of no layoffs", and the status of employment for new
employees, i.e. consultant or full time. It was noted that those details are not yet completed.
Moved by Councilmember Stanford, seconded by Councilmember Hardison and unanimously
carried to (1) Approve the Management Agreement establishing general operating principles for the
management services provided by the Azusa Light and Water Department to manage certain
General Fund operations commonly referred to as Public Works; and (2) establish the position of
Director of Public Works and begin its recruitment, subject to the establishment of a proper salary
range.
Councilmember Rocha thanked all who worked on the success of the Light and Water Fountain
Dedication on Saturday. He invited all to attend the Memorial Day Ceremony on Monday, May 28,
2001, at 2:00 p.m. at the Azusa City Hall Flag pole; they will be honoring Julius Becker. Flag Ship
theaters will allow veterans to get into watch the movie Pearl Harbor, free with a veteran

entification card. He asked that the meeting be adjourned in memory of Bacilio Montes, Ross
ontes father, in addition to Casey Garcia, Tony Garcia's son.
Mayor Pro -Tem Chagnon announced the Azusa Youth Program (AYP) Annual Bar-B-Que'on June 2,
2001, the Play for Kids Golf Tournament on June 15, 2001, and invited all to attend. She
acknowledged Councilmember Hardison for work on bringing the Fountain at Sav-on and
congratulated all the winners of Utility drawings and thanked all who participated in the event. She
expressed frustration over the City's telephone system, citing numerous times when was unable to
get through the system and questioned why the system doesn't work; who is covering calls when
no operator is available, requested that the problems to be fixed with a report from the City
Manager in two weeks on the issue.

Councilmember Hardison echoed Mayor Pro -Tem Chagnon's concern regarding the telephone Hardison
system. He complimented all who participated in the Fountain dedication on Saturday. He comments
expressed is happiness about the repair of the RR tracks on Azusa Avenue.
Councilmember Stanford also complimented all who worked on the Fountain dedication. He Stanford
expressed that staff look into the possibility of responding to the letter from the Sanitation District comments
regarding letter from the sanitation district regarding NPDES and asked staff to respond to the
letter.
Mayor Madrid expressed condolences to the family of Carl Elkins former Police Chief. She Mayor Madr
announced the following events that will take place on June 2, 2001: Citizen's Congress @ Azusa comments
Senior Center, Azusa Youth Program fundraiser @ Azusa Woman's Club, Blast to the Past @ Azusa
Foothill Drive-in Theater, and American Cancer Relay For Life @ the APU campus. She
cknowledged the following person in attendance at the meeting: Ilene Ochoa of the Azusa
School Board, Carol Montano from the Water District, and Uriel Macias, City Treasurer.
