MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, JULY 2, 2001 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.
It was consensus of Council to recess to Closed Session at 6:32 p.m., in the City Manager's Closed Session
Office, on the following:

COUNCIL CONVENED IN THE AZUSAAUDITORIUM TO CONDUCT ITS REGULAR MEETING. Convened Aud
City Attorney Carvalho advised that with regard to both Liability Claims with Southdown City Atty
California Aggregates, Inc., and Vulcan Materials Co., CalMat Division, both tolling agreements
were extended.
Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order
INVOCATION was given by Reverend Leroy of the First Assembly of God Church. Invocation

Azusa Golden Days Chairperson Linda Bean announced that applications for honored citizens L. Bean
have gone out in the Light and Water bills, Invited all to Golden Days Committee meeting, and Golden Days
announced that the coverlets will be on sale again this year.
Mr. Ron Legault expressed concern regarding traffic at the intersection of 2n° and San Gabriel R. Legault
Boulevard and provided suggestions on how to slow down traffic. comments
Mr. Stephen Hughes addressed Council invited all to attend a car wash at the VFW on S. Hughes
Saturday, July 14, 2001, from 8 a.m. to 12 noon, to benefit the Azusa skate park. comments
REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/staff
City Manager Cole presented an Item of subsequent need regarding an Assembly.Bill that City Mgr
would impose a 100% tax on all revenues received by publicly owned electric utilities for comments
'electricity sold above $80 per megawatt hours. The tax would be retroactive to July 1, 2000,
and would have a significant adverse financial impact on our utility and Its ratepayers.
He then announced that the design for the new Skate Park at Memorial Park, are on display City Mgr
in the City Library. comments
He advised that on July 16, 2001, staff would be brining a recommendation to Council that the CityMgr
City fund a portion of the cost for a new Library and detailed the Issue. comments
Councilmember Stanford advised that SCAG recently voted to support the position urging Los Stanford
Angeles not expand LAX but to look at a Regional System to include Ontario airport. He then comments
introduced Stacia Stanford, his daughter, who was in'town for the holiday.
Councilmember Hardison announced that fireworks are being sold by many local Hardison
organizations. comments
Mayor Pro -Tem Chagnon urged all to be careful with fireworks and wished all a safe holiday. Chagnon
Councilmember Rocha announced that a benefit breakfast will be held for Wilda Delgado Rocha
Aurajio, who is in the final five weeks of her life; she has pancreatic cancer. The benefit will comments
be held on Saturday, July 14, 2001, at the Apostolic Church on San Gabriel. He announced
the 4`h Annual Azusa 4`h of July parade will be held at 10 a.m., with 34 confirmed entries; the
,theme is Freedom is not Free, and will focus on youth and families. He announced that
Kathleen Ann Ayon will be honored with a block on the Walk of Freedom. He too announced
that the car wash on July 14`h, will be for the Skate Park. Lastly, he announced that a tree
planting session will be held on Saturday, July 7, 2001, on 51h Street between Orange and
Vernon, at 8 a.m.
Councilmember Hardison announced that fireworks are legal in Azusa, but, illegal fireworks are Hardison
not allowed. Chief of Police Davis requested that everyone should use the Safe and Sane comments
fireworks, but, if anyone chooses to use illegal fireworks, and gets caught by the Police
Department, they will acquire a misdemeanor on their record.

The Mayor declared the Hearing open. City Clerk read the affidavit of proof of publication of Hrg opened
notice of said hearing published in the San Gabriel Valley Tribune on June 22, and 29, 2001. and continued
Moved by Councilmember Stanford, seconded by Mayor Pro -Tem Chagnon and unanimously to 7/16
carried to continue the Public Hearing to the July 16, 2001.
Discussion was held between Councilmembers and staff regarding the proposed Take Home Discussion re:
Vehicle Policy. It was consensus of Council and staff that there was a need for Guidelines on Take Home
the appropriate use of Take Home Vehicles. City Manager Cole explained that of the 27 Vehicle Policy
vehicle being reviewed, there are thirteen that are of a job related need to use them as take
home vehicles, but the remaining fourteen vehicles are to be used on a case by case basis by
City Manager, and the rationale will be reported to Council, to be reviewed in six months.
Moved by Councilmember Rocha that Motorcycle Officer not have take home vehicles and Motion (died)
Utility Supervisors should have take home vehicles. Motion died for the lack of a second.
Moved by Councilmember Hardison, seconded by Councilmember Chagnon and unanimously Take Home
carried to approve the Take Home Vehicle Policy with an explicit Policy, within thirty days. Vehicle Policy

The CONSENT CALENDAR consisting of Items V-A through V -P, was approved by motion of Consent Cal.
Councilmember Hardison, seconded by Mayor Madrid, and unanimously carried with the V-A, G, J 8.K
exception of items V-A, G, J and K, which were considered under the Special Call portion of Special Call
the Agenda.

B. The Renewal Agreement with LA Works for FY 2001-02, which will provide the City with Agmt/LA Works
four JTPA trainees and one supervisor for 190 working days, was approved in the
amount of $33,885.00 and the Mayor was authorized to execute same.
C. The selection of Consultant to Update the Azusa Master -Plan of Sanitary Sewers was Agmt w/RCE
awarded to RCE Consultants in an amount not to exceed $75,700, and the Mayor was Consultants

D. Human Resources Action Items was approved as follows: Human Res

E. Contract for Head Start Trailer Roof Replacement was awarded to Stone Roofing HS Roof Stone
Company, Inc., sole bidder, in the amount of $13,860.00. Roofing Co.
F. The Maintenance Agreement with CalTrans for the maintenance of new landscaping at Maint Agmt w/
the Route 210 Vernon Ave. Off -ramp was approve and its execution was authorized. CalTrans 210

Councilman Rocha requested that the minutes of the June 18`" meeting be amended to reflect Minutes of
the following "Councilmember Rocha dissented on Merit Increase for the position. of Assistant 6/18&6/11
City Manager. It was then consensus of Councilmembers to approve the minutes of the regular approved
meeting of June 18, 2001, as amended and the regular adjourned meeting of June 11, 2001.
Councilmember Hardison and Mayor Pro -Tem Chagnon addressed item regarding the
installation of four way stop signs at the intersection of Ninth and Pasadena, expressing concern
on whether placing stop signs at the intersection may cause more of a hazard and make things
worse. Moved by Mayor Madrid, seconded by Councilmember Rocha and carried to approve

Mayor Pro -Tem Chagnon addressed item regarding establishing the position and compensation
for the Director of Public Works, specifically, educational requirements, and requested that the
Director position be a degree position; discussion was held between Councilmembers and staff.
It was consensus of Councilmembers that the position have minimum of a pertinent BA
degree requirement.
Councilmember Stanford offered a Resolution, as amended, entitled:

CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE CLASSIFICATION OF
DIRECTOR OF PUBLIC WORKS.
Moved by Councilmember Stanford, seconded by Councilmember Hardison to waive further
reading and adopt. Resolution passed and adopted by the following vote of the Council:

Councilmember Rocha addressed item regarding the Final Parcel Map Number 26303, which
covers the subdivision of a property located on the south side of Tenth Street, west of Vernon
Avenue and creates 3 industrial lots for the purpose of resale. He voiced concern regarding the
responsibility of maintenance of the streets, and landscaping. City Attorney Carvalho
responded that maintenance is through the HOA's and CCB.R's. After discussion between staff
and Councilmembers, It was moved by Mayor Pro -Tem Chagnon, seconded by Councilmember
Hardison and carried to approve Final Parcel Map and authorize its recordation.

onduct workshop on Library/Civic Center, then adjourn to Wednesday, July 1 1, 2001, Azusa
ibrary Conference Room, to hold a joint workshop with the Planning Commission on the
Housing Element. The meeting was adjourned in memory of Alisha Lohr and all are to keep
in prayers Wilda Delgado Aurajio.
