MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, SEPTEMBER 10, 2001 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.

It was consensus of Council to recess to Closed Session at 6:43 p.m., to discuss the following:

COUNCIL CONVENED IN THE AZUSAAUDITORIUM TO CONDUCT ITS REGULAR MEETING. Convene Aud
City Attorney Carvalho advised that Council took action to proceed with Settlement Agreement
with Vulcan and Cemex,
Mayor Madrid called_ the meeting to order and led in the Salute to the Flag. Call to Order
INVOCATION was given by Father David Granadino of Saint Frances of Rome Church. Invocation

Mrs. Linda Bean, Chair of the Azusa Golden Days Committee, and Mrs. Gloria Calderon, Golden Days
Special Events, addressed Council and audience and, provided an update on Azusa Golden Events, Theme
Days events. Ms. Ida Garret and Sylvia Contreras introduced Golden Days Theme winner, Winner, &
"Golden Days are Happy Days", Mr. Charles Hartwick, and Ms. Ruth Ann Griffin and Mr. Tony Honored Cit.

Mr. Jerry Rocha representing Helping Hand Club, announced the Golden Days week Kick-off J. Rocha
dinner, at Azusa Woman's Club on Saturday, October 6th, and Bingo Night at the Azusa Senior Helping Hand
Center on October 11`h.. He then made a $500 donation to the City for. the New. City
Library.
Mr. Glenn, Salter, representing the Nguyen family, addressed Council detailing the events that G. Salter
surrounded the issue of building a fence around their house. He received a citation that the comments
fence exceed the 42 inches. He followed all the guidelines that were given to him except the
42 inches. He wants the Planning Commission to accept the wall as is. He requested that
Council help them with their problem. Mayor Madrid referred him to City Manager Cole to
look Into the issue.
Mr. Bob Donnelson, representing the Committee for Yes on L, invited all to attend the B. Donnelson
Campaign Headquarters Kick Off on Saturday, September 15, 2001, at the Edgewood comments
Shopping Center at 485 East Gladstone Street, at 10:00 a.m.
Mr. Jesse Carlos, representing the Canyon View HOA, stating that due to the developments J. Carlos
in the area, the road hasn't been prepare properly. Many vehicles are getting damaged due comments
to the problems on the old dairy road. He requested a response sometime in the future.
Mr. John Slayton addressed Council expressing his concerns regarding a safety issue where J. Slayton
the Vulcan Materials conveyor belt crosses the bike trail. He stated that there is a pile of comments
compacted sand that is there and could become a liability.
REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
' CityManager Cole advised that he will be providing a report on community meetings being hld
regarding the new City Library on September 17`h Council meeting. He advised that on
Tuesday, September 4h, APU students conducted In Service Day in Azusa in the City, which
included painting, repairing, cleaning, fixing, etc. He advised that in U.S. News Today,
report that Azusa Pacific University is one of the top 25 colleges in the Country.
He noted certain items on the agenda which Include Notice of Completion for Alley
Reconstruction, Plans and Specifications for Concrete Sidewalks, two major resurfacing of two
City Streets, and authorization to purchase equipment, and stressed the Importance of each
item. He spoke about Monrovia Nursery and that he will be bringing a contract next meeting
to hire four design teams which will have a design competition for the Monrovia Nursery.
Further, that on September 20`h at 7:pm at the Senior Center there will be a workshop entitled
Meet the Designers, an opportunity for the citizens to become involved.

Chief of Police Davis announced that a sold out on golfers for the Police Golf Tournament on

Councilmember Rocha congratulated everyone who participated in the concert in the park on

Moved by Councilmember Stanford, seconded by Mayor Pro -Tem Chagnon and unanimously
carried to waive further reading and introduce the ordinance.
.Mr. Sid Udashkin; and Mr. Cliff Hamlow, Representatives of the Azusa Chamber of Commerce, Agmt Chamber
addressed Council responding to questions on goals, workplan, expected date of the of Commerce
agreement, compensation schedule, Miss Azusa, and funding source - business licenses.
City Manager Cole advised that $50,000 will be coming from the Light and Water Funds, City Mgr
$25,000 from the Redevelopment Funds, and $25,000 from the General Fund. comments
Mr. Udashkin advised that Miss Azusa Scholarship Fund will be self sufficient from now on, but, S. Udashkin
will be an off -shoot of the Chamber. comments
City Manager Cole explained the business license tax, gross receipts issue, stating that 10% City Mgr
of the total would be a source of income for the Chamber of Commerce, which is $100,000, comments
this year. He responded to additional questions from Councilmembers and stated that as
business license fees go up, the Chamber revenue will also go up; if they go down, the revenue
to the Chamber goes down.
Moved by Councilmember Hardison, seconded by Mayor Madrid and carried to approve the Chamber of
Agreement with the Azusa Chamber of Commerce for Business Development and Community Commerce
,,promotion for the City of Azusa. Mayor Pro -Tem Chagnon dissenting. She advised that she Agmt approved
thinks that total funding should come out of the general fund.
The CONSENT CALENDAR consisting of Items V-A through V -K, was approved by motion of Consent Cal.
Mayor Pro -Tem Chagnon, seconded by Councilmember Rocha, and unanimously carried. V-A - V -K
Mayor Pro -Tem Chagnon addressed item V -E, stipulating that all employees be fully trained approved
and that there is proper maintenance on all new equipment.
A. Minutes of the regular meeting of August 20, 2001, and the regular adjourned/special Min appvd
meeting of July 11, 2001, were approved as written.
B. Plans and Specifications for City -Wide Concrete Improvements were approved and the Plan/Specs
City Clerk's Office were authorized to advertise for bids. City Wide Con.
C. Plans, Specifications and Funding Agreement between CalTrans and the City of Azusa, Plans/Specs
for Eleventh and First Street Rehabilitation were approved and the City Clerk's Office was Agmt CalTrans
authorized to advertise for bids. Street Rehab
D. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN Res. 01-C92
GRANT OF EASEMENT AND DIRECTING THE RECORDING THEREOF (236 N. Viceroy) Grant of Esmt
E. Formai bidding procedures were waived in accordance with the Azusa Municipal Code, Purchase
since Coastline Equipment vendor for John Deere Company is covered under the Heavy equip.
California Multiple Award Schedule (CMAS) agreement number 4-01-38-0012A.
Purchase of two backhoes, one front end loader, and a skid steer (bobcat) for a total
price of $231,175, was approved.

G. Central Stores requires additional Primary underground copper cable for the "Azusa Pump Purchase under -
Wells # 1 1 & # 12" in Azusa Canyon. There was also an urgent need to purchase copper ground copper
cable for use at the Spreading Grounds. In accordance with the Bidding and Contracting, cable
and other Purchases of Supplies and Equipment section of the Azusa Municipal Code,
approval was given to issue a purchase order in an amount not -to -exceed $42, 015 to
Hendrix Wire and Cable, and the urgent purchase of 5,000 ft of the same from King Wire
in the amount of $13,230.
H. Human Resources Action Items were approved as follows: Human Res
Merit Increase and/or regular appointments: li. Quintero, I. Bonsangue, and S. Action Items
Kenoyer.
I. Notice of Completion and Project Acceptance for Alley Reconstruction Project. In Notice of Comp
accordance with the plans and specifications, EC Construction completed pavement Alley
reconstruction project in the alleys that are bounded by Vernon, McKeever, Crescent and Reconstruction
1 1 `h Streets. The project was accepted as complete, the Notice of Completion and the
final contract price of $78,978.41 with an increase of $8,578.41 over the original
allocated budget, were also approved.
