The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. It was consensus of Councilmembers that agenda item V -F, be brought forward and be added V -F brought to the Closed Session portion of the agenda, as noted below. forward It was consensus of Council to recess to Closed Session in the Office of the City Manager, to Closed Session discuss the following: CONFERENCE WITH REAL PROPERTY NEGOTIATOR (Gov. Code Sec 54956,8 Property Address: Prop. generally located at SW corner of Alosta Ave. and N. Citrus Ave., Azusa. Negotiators: Director of Economic Development Andrews, Assistant Director of Economic Development Amador and City Manager Cole. Under Negotiation: Terms for Negotiation. Resources Scheduler, Customer Care Operations Supervisor, Senior Policy lssistant to the Director of Utilities, Public Information Officer, Director of Utilities, and t Director of Resources Management. City Attorney Carvalho advised that there was no reportable action taken in Closed Session, City Attorney but, that item V -F, relating to amendments to class/specs for certain positions in the Utilities comments Department, was referred to and placed on the Utility Board/Council meeting of Monday, No rpts/Psnl September 24, 2001, with the exception of the position of Utility Director, which was mtr ref 9/24 considered under the Consent Calendar of this meeting. Mayor Madrid called the meeting to order and led in the Salute to the Flag and Mr. Jeremy Cull Call to Order played God Bless American and Amazing Grace on the bagpipes. Ms. Julia Miele, of the American Cancer Society, announced that the City of Azusa and the J. Miele American Cancer Society have jointly created a Proclamation that she read It Into the record comments declaring September as Prostate Cancer Awareness Month. Ms. Peggy Martinez of the Downtown Azusa Business Association, invited all to the Ribbon P. Martinez Cutting Ceremony for the City Cafe, on September 25, 2001, at 607 N. Azusa Avenue, from comments 5:30 p.m. - 7:30 p.m. Mr. Joe Guarrera addressed Council reminded them that the Duarte Parade is Saturday, J. Guarrera September 22nd and he needed to know how many members were attending; further Inviting comments all to attend the parade. He stated that the parade will pay tribute to America. Or. Noe Falcon Jr. and Ms. Lisa Sotela, addressed Council on behalf of the Azusa High N. Falcon Jr. & Wrestling Boosters, to thank City and Police Department for support of the Car Show fund L. Sotela Miser held on September 9th. He publicly thanked all who supported them. REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/Rpts City Manager Cole invited all to the workshop on the proposed Monrovia Nursery Project, on City Mgr Thursday, September 20, 2001, at 7:00 p.m., at the Azusa Senior Center. Four design teams comments will meet with the citizens of Azusa to share Ideas of what they would like for Monrovia Nursery. New Head Start Coordinator Dorothy Garcia, and Head Start staff members, addressed D. Garcia Council and audience and provided the program philosophy and standards as well as an Info on Head update on back to school activities. Start Pgm Councilmember Stanford presented a proposed resolution expressing unity of our Country, in light of the horrific terrorist attack in New York City at the World Trade Center, the Pentagon, and Philadelphia. He read it Into the record and requested that the City adopt it. Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DESCRIBING THE MEASURE THE CITY IS TAKING IN ORDER TO FIGHT THE RECENT EVIL TERRORIST tved ACKS AGAINST THE UNITED STATES. by Councilmember Stanford, seconded by Mayor Pro -Tem Chagnon to waive further reading and adopt. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE Stanford comments Res. 01-C103 Terrorist Attacks Against U.S. Councilmember Stanford noted that a blood drive is set for November 12, 2001, at the Foothill Stanford Presbyterian Hospital for the City of Azusa. He also announced that September 201h is Azusa comments Day at the L.A. County Fair. Councilmember Rocha invited the public to visit campaign head quarters for the "Yes", for a Rocha new city Library, at 485 East Gladstone Street; factual information can be obtained there. He comments also asked to keep in prayer the family of Eunice Harrington who passed away and all the other Azusans who need prayer while in their current situations. Mayor Madrid expressed her condolences to the families and friends of the hundreds of people that were killed in Tuesdays, terrorists attacks. She advised that Stater Bros is accepting donations for the Red Cross and Irwindale Raceway is sponsoring a music events Friday, September 21" and all proceeds will go to the rescue cause. HEDULED ITEMS Messrs. Armando Gonzalez and David Goodale of Gonzalez/Goodale Architects presented the Guiding Principles for the Design of the New Library. Moved by Councilmember Rocha, seconded by Councilmember Hardison and unanimously carried to approve the Guiding Principles for the new Library, and take action to concur with the Principles as written to act as the foundation for the design of the new Library. City Manager Cole responded that the question ding would come from the General Fund. The following firms were selected: Lennertz & Coyle Charrette appvd Architects and Town Planners, EDAW, Torti, and FORMA. Mayor Pro -Tem Chagnon questioned funding mechanism for the position of Deputy Building Chagnon Official.
