HomeMy WebLinkAboutMinutes - November 5, 2001 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL REGULAR MEETING MONDAY, NOVEMBERS, 2001 - 6:30 P.M. The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL Ceremonial The entire Council presented a Certificate of Recognition to Megan Ahern for her many Cert of Rec. achievements as a member of the Senior Girls' Softball All-Star Team. M. Ahern The entire Council presented proclamations to outgoing members of City Boards and Procs to Brd & Commissions recognizing their services to the City of Azusa. They were as follows: Harry Comm Hoke, Rosemary Agabra, Lisa Sotela, Edith Russek. Other member honored, but not present were as follows: Jess Alva, Donna McCormick, and Robert J. Dunn. Councilmembers recessed at 6:50 p.m. and reconvened at 7:30 p.m. to conduct the regular Recess & portion of the City Council meeting. Reconvened t ayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order VOCATION was given by Joe Haydis of Christian Faith Center of the Valley. Invocation ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Attorney Carvalho, City Manager Cole, Assistant City Manager Person, Economic/Redevelopment Director Andrews, Planning Secretary Rocha, City Engineer Abbaszadeh, Associate Director Recreation and Parks Noriega, Downtown Project Manager Paz, Economic Development Specialist Marez, Senior Librarian Levy, Librarian Shahsavari, City Treasurer Macias, City Clerk Mendoza, Deputy City Clerk Toscano. PUBLIC PARTICIPATION Public Part. Mr. Sid Udashkin, President of the Chamber of Commerce, introduced Ms. Tina Lyn Firestone, S. Udashkin the new Executive Director of the Azusa Chamber of Commerce. comments k sFirestone addressed Council providing information regarding her background, T. Firestone alifications, goals and objectives in her role as Executive Director of the Azusa Chamber of comments Commerce. Jesse Butanda, Theresa Bonilla, and Lisa Harrington, Candidates for the Azusa Unified School Candidates District Board, addressed Council urging all to vote in the November 6'h election. AUSD Mr. Art Morales addressed Council urging all to vote in the November 6`" election. He A. Morales expressed his opinion regarding Measure L, Bond Measure to build a new city Library and comments offered comments regarding other Libraries as well as the need for additional police officers. REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/Rpts City Manager Cole responded to comments made by Mr. Morales. He then announced that City Mgr a successful meeting was held regarding the Monrovia Nursery projects. comments Mr. Noe Falcon, Mrs. Lisa Sotela, and Randy Sotela, addressed Council providing information regarding the Azusa High School Wrestling Program and its need for a safety matte that will cost approximately $7,500. Councilmember Rocha advised that Councilmembers have authorized $100 check to sponsor the Azusa High School Wrestling Boosters. Mr. Falcon also announced that the Azusa High School Drum Line will again be a part of the Veterans Day Celebration on Sunday, November 1 1, 2001, at 1 1 a.m. Downtown Project Manager Paz provided an update on Downtown Azusa activities. He presented a video and slides showing achievements/enhancements in the Downtown area. He introduced Eugene Bohatch, Director of Center for International Trade Development, Stephen Cain, Director California Environmental Protection Agency, Permit Assist Center, David Goth of the Renaissance Center, Kevin Kurimota sponsor of the Soap Box Center, and Paul Naccachian and Sharon Lewis of the Downtown Business Association, who have all been in partnership in connection with the Downtown Azusa activities. Mr. Naccachian displayed the Flower baskets which will be placed on lamp poles on Azusa Avenue. Sharon Lewis advised that the baskets will be kept up by business owners and that is will be a tool to keep the downtown business community together. Assistant City Manager Person addressed Council presenting information regarding the Pio Pico Family Festival, previously held in the City of San Gabriel, which celebrates the birthday of Pio Pico who was the last Mexican Governor of California, and also Cinco de Mayo, the celebration of the Mexican army over the French. He introduced members of C&C Production Company, Dena Cortez and Pauline Cazares, who conduct the event and who wish to have the event in the City of Azusa. They provided an overview with details for making it fun for the community. All Councilmembers noted support of the idea, staff will look into the feasibility. Mayor Pro—Tem Chagnon thanked all responsible for the following: repair of the monument sign at Barranca and Alosta, new bus benches and shelters; trash receptacles, and the wood work in the Azusa auditorium. She also reminded all to vote,November 6`h.,beautiful Councilmember Rocha announced the food drive kick off, stating that baskets have been placed all over town and that some schools are having contests. He encouraged all to vote for School Board members of your choice and Measure L. He invited all to the Veterans' Day Celebration on Sunday, November 1 1, 2001. He asked all to keep in prayers Eddie Alvarez who was activated to service. He announced the Winnie the Pooh play at Azusa High school on November 14, 15, 16, & 17, at 7pm. Cazares Chagnon comments Rocha comments Councilmember Hardison also announced the food drive is on and reminded all to vote and Hardison vote yes on L, and school board member of choice. comments Councilmember Stanford announced the City blood drive on Monday, November 12`h at the Stanford Azusa Senior Center, from I 1 am - 5 pm. He cleared up inaccuracies regarding the property comments taxes for the passage Library bonds, Measure L, based on the average appraisal. He noted how they processed the taxes and showed the mere cents per day that the library would cost. He urged all to vote yes on L, tomorrow. Mayor Madrid announced that she will be going to Cuba, as part of a delegation of attorneys Madrid and apologized for not attending the Veterans' Day and blood drive events. comments The CONSENT CALENDAR consisting of Items IV -A through IV -G, was approved by motion of Consent Cal. Councilmember Hardison, seconded by Mayor Pro -Tem Chagnon, and unanimously carried IV -A -IV-G ith the exception of items IV -C and IV -D, which were considered under the Special Call portion of the Agenda. A. Minutes of the regular meeting of October 15, 2001, regular meeting, were approved Min appvd as written. B. Notice of Completion for the construction of the picnic shelter and accompanying Notice of Comp amenities at Memorial Park by Megaway Enterprises, was approved and its execution Picnic shelter and recordation were authorized. Approval was given to install stop signs at the intersections of Angeleno and Grandview Stop signs Ang. and Public Works was authorize to install the signs. & Grandview F. Human Resources Action Items were approved as follows: Human Res Merit Increase and/or regular appointments: F. Cawte. Action Items New Appointments: S. Giambruno, Accountant, effective 11/6/01. A. Tovar, Director of Library, effective 1 1/6/01. G. Resolution Authorizing Payment of Warrants by the City was adopted and entitled: ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Res. No. 01 - CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE C122 TO BE PAID. SPECIAL CALL ITEMS Mayor Pro -Tem Chagnon addressed item regarding the renaming of City Park to "Veteran's Freedom Park" stating that since this was not in the original budget, that next time the budgeting source be identified in the staff report. Mayor Madrid asked if the signage would be consistent with parks or the Civic Center style; it will be looked into by staff. Moved by Councilmember Hardison, seconded by Mayor Pro -Tem Chagnon and unanimously carried to approve the renaming of City Park to "Veteran's Freedom Park", in honor of the City's heroic men and women who have served our country in the armed forces. City Engineer Abbaszadeh responded to questions posed by Councilmember Hardison, regarding Public Works Department Equipment Purchase, stating that the equipment being purchased is not replacement, but first time purchase, and that outsourcing has been explored with regard to asphalt patch work, but, staff will be performing it. Moved by Councilmember Hardison, seconded by Mayor Pro -Tem Chagnon and unanimously carried to: Award a purchase order for mechanic shop tools to Dick's Auto Supply in the amount of $22,284.07. 2) Award a purchase order to: a. Haaker Equipment Company, as an add-on to the P.O. from mothe City of San Bernardino, to acquire an HD Pro -Patch Truck in the amount of $113,500.00; and b. Municipal Maintenance Equipment, as an add-on to the P.O. from the City of Fortuna, o acquire Vac -Con Combination Sewer and Storm Drain cleaner in the amount of $178,690.00. 3) Award a purchase order to Coastline Equipment for a front loader bucket and utility forks in the amount of $19,639.80. It was consensus to keep in prayer the families of Jesse Duran and Angie Pardo who passed away and also Eddie Alvarez who has been activated to serve our country in the armed forces.
