The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL Ceremonial Coaches Cris Bautista, Javier Martinez and Joe Arizmendi called students names and Cert of Recog. Councilmembers presented Certificates of Recognition to the 5`h and 6th graders, 2001 All-Star 2001 All-Star Football B -Division Team for finishing 3rtl of 12 in the San Gabriel Valley Tournament and Football - B advancing to the Southern California Municipal Athletic Federation, SCMAF, Tournament where Division Team they finished 5". Coaches Adrian Martinez, and Jennifer Alvarado, called students names and Councilmembers Cert of Recog. presented Certificates of Recognition to the 2001 All-Star Volleyball B -Division Team for 2001 All-Star finishing 2nd out of I 1 in the San Gabriel Valley Tournament and advancing to the Southern Volleyball - B California Municipal Athletic Federation, SCMAF, Tournament where they finished 4`h overall Division Team out of 16 cities. Coach Steve Campbell presented of Certificates of Recognition to Slauson Middle School 81h Cert of Recog. Grade Football Team for finishing 1" out of 14 teams in the San Gabriel Tournament and Slauson School advancing to the Southern California Municipal Athletic Federation, SCMAF, Tournamentwhere Football Team they were crowned A Division Champions of all Southern California. (Champions) The City Council recessed to Closed Session at 6:51 p.m., to discuss the following: A. CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Gov. Code Sec. 54956.9 (b)1. One Case - "Selection of Legal Counsel Representation re: Enron Bankruptcy Proceedings". B. CONFERENCE WITH LABOR NEGOTIATORS (Gov. Code Sec. 54957.61. City designated representative: City Manager Rick Cole and Director of Human Resources, Victoria Cross Organization: Azusa Police Management Association (APMA). Convened in the Azusa Auditorium at 7:30 p.m. to conduct the regular portion of the City Council meeting. The City Attorney advised that there was no reportable action taken on item B, and item A would be discussed at the end of the meeting. Mayor Madrid called the meeting to order and led in the Salute to the Flag. INVOCATION was given by Pastor Jesse Aramburo of the First Baptist Church of Azusa. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID ABSENT: COUNCILMEMBERS: NONE Recessed to Closed Session Reconvened Call to Order Invocation Roll Call ALSO PRESENT: Also Present City Attorney Carvalho, City Manager Cole, Assistant City Manager Person, Library Director Tovar, Chief of Police Davis, Utilities Director Hsu, City Engineer Abbaszadeh, Public Information Officer Quiroz, Planning Secretary Rocha, City Treasurer Macias, City Clerk Mendoza, Deputy City Clerk Toscano. PUBLIC PARTICIPATION Public Part. The Azusa Raiderettes addressed Council advising that they have qualified for Nationals which Azusa is being held in Las Vegas on February 8th - 11 `h, 2002, in Las Vegas. They requested financial Raiderettes aid from the City. City Manager Cole advised that $100 could be donated from the City but request for that he would solicit funds from City staff and the community. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/Rpts Mayor Pro -Tem Chagnon displayed photographs of Brain Patrick Chagnon, her new baby boy. Chagnon Councilmember Rocha wished all a Happy New Year; a joyous and peaceful year. He stated Rocha that if any problems arise that we will face together. He stated that the City needed to look comments into the criteria for a way to expand the U.S. Post Office facility in Azusa. Mayor Madrid advised that there was a need to talk to Congresswoman Solis, since this is a Federal Building. He asked to adjourn the meeting in memory of Hope Pedroza. Councilmember Stanford wished all a Happy New Year, stating that each year is better than Stanford the last. He noted that the City will be celebrating Martin Luther King day this years and is comments excited about the events, but, would not be able to attend as his son is getting married that weekend. Councilmember Hardison wished all a Happy New Year. Mayor Madrid wished all a Happy New Year and thanked all who worked on the Rally and Candle Light Vigil for Peace. She also thanked all who applied for the Human Relations Commission. City Manager Cole thanked Council for the support they give to the community by providing the budget funds to donate to local teams when they need it. He advised that on Wednesday, January 9' there will be an open house for the members of the community to review the Monrovia Nursery designs and talk to the four designers regarding likes and dislikes. He advised that there will be five neighborhood meetings before the final draft of the general plan is completed. On Tuesday, January 8`h, at 2 p.m. there will be a groundbreaking for the newest ROP (Regional Occupational Program) house. He announced that the Mountain Cove Models are now open and invited all to visit them. On Sunday, January 13`h, there will be a welcoming reception for the new Librarian, Albert Tovar; the community is invited to meet him as well as to sign up to volunteer for upcoming activities to be held in relation to the construction of the Library. Hardison Madrid comments City Mgr comments City Librarian Albert Tovar provided an update on New Library Project, he detailed information City Librarian on the Library Bond Act, Needs Assessment Program, the Conceptual Design, the New Library Comments Budget, etc. He then answered questions posed by Councilmembers regarding the Joint Use Agreement. Assistant City Manager Person and Mr. Ron jobson provided an update on Azusa Avenue and Asst City Mgr Arrow Highway Monument Sign. They then responded to questions posed regarding materials & R. jobson height, maintenance, and design. comments ' City Manager Cole requested that item VI -B, be removed from the Consent Calendar. City Mgr SCHEDULED ITEMS Sched Items CONTINUED PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Cont. Pub Hrg Commission's denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Praise Chapel Chapel) at 52North Azusa Avenue. Moved by Councilmember Rocha, seconded by Councilmember Hardison and unanimously Pub Hrg carried to continue to the Public Hearing to the next Council meeting on Tuesday, January 22, continued to 2002. 1/22/02 01/07/02 PAGE TWO Human Relations Commission - Interviews for candidates for the Human Relations Human Commission were conducted on December 17 and 18. The following resolution reflect the Relations appointments to the Commission and staff was directed to stagger the terms of the Commission commissioners by a random process and approval was given to hire a contract employee as appointments the Human Relations Commission Coordinator. The Mayor declared the Hearing open. City Clerk read the affidavit of proof of publication of notice of said hearing published in the Azusa Herald -Highlander on December 27, 2001. City Engineer Abbaszadeh addressed the Hearing stated that this is a request for an increase in the City's Sewer Rates. He stated that in 1998 there was an increase of 1 1 % to pay for the City's National Pollutant Discharge Elimination Program (NPDES), which amounted to $100,000. He noted the current rates Azusa Residential, Commercial and Industrial customers pay and compared them to the cities of Covina and West Covina which were higher than Azusa. He stated that costs for street sweeping has been shifted to the sewer fund, the Regional Water Quality Control Board recently adopted a new, more stringent permit which is in future years will substantially increase the City's cost, estimated at $50,000, the City updated it's sewer master plan and there are existing deficiencies that will cost about 2.3 million dollars; there is a need for the City to create a Sewer Replacement Fund in order to build up a fund to replace the increases. He recommended a 10% increase in sewer rates now and a 4% increase effective July 1, for the next 10 years. If approved, the rate increase for this year will generate $41,250 and for FY02-03, it will generate $258,400. He then answered questions posed by Councilmembers. Pub Hrg Sewer Fund Rate Inc. Hrg Open N.Abbaszadeh City Engineer comments Mayor Pro -Tem Chagnon asked why the funds from the general fund that were originally used Chagnon 'for street sweeping cannot be transferred to the Sewer Fund along with the title. City comments Manager Cole responded explaining/detailing the sound policy decision of why they are not going to do that. Councilmember Rocha asked that the proposed 4% increase in July 1, 2002, be deferred to July Rocha 1, 2003 instead, due to financial hardship on some of the residents in the community. comments Testimony from the audience was solicited, but none was received. Monrovia Nursery Site Charrette Process, Phase Ill - it was consensus of Councilmembers Monrovia that Mayor Pro -Tem Chagnon and Councilmember Stanford be appointed as liaisons to the Nursery Site process that will take place within the next two and one half months. Install Stop In accordance with the nationally accepted procedures adopted by the State of Signs @ Eighth California, a "warrant" study is required for the placement of stop signs; staff conducted and Coney such a study and determined that they are warranted.
