MINUTES OF THE CITY COUNCIL/
REDEVELOPMENT AGENCY
SPECIAL MEETING
MONDAY, JANUARY 14, 2002 - 6:30 P.M.
The City Council of the City of Azusa met in Special Session, at the above date and time in the
Azusa Light and Water Department located at 729 N. Azusa Avenue, Azusa, California.
Mayor Madrid called the meeting to order.

ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT:
City Manager Cole, Community Development Director Bruckner, Assistant City Manager Cole,
Director of Economic Development/Redevelopment Andrews, Assistant Redevelopment Director
Amador, Downtown Project Manager Paz, City Clerk Mendoza, Deputy City Clerk Toscano.

Also Present
City Manager Cole addressed Council introducing the purpose of the meeting which was the City Mgr/Cncl
subject of Retail Strategy for the City of Azusa. Councilmembers held a discussion regarding comments
various aspects of workshops in general, their purpose and how they are initiated.
Director of Economic Development/Redevelopment Andrews addressed the issue and spoke Dir CRA
about Retail Challenges Identified in the Economic Development Strategic Plan of March, 1994. comments
He also spoke about Retail Strengths/Potential Niches, Retail Strategies of Other Communities
in the Southern California Region and Azusa Commercial Center which consist of: Foothill
Center, Azusa Promenade Center, College Center, Downtown, Edgewood Center, Costco Center
and Oak Tree Center. He summarized the REIS (an economic research and information
database service) East SGV Submarket Report for 3rd Quarter of 2001. Lastly, he provided a
summary of the Current Work Program Priorities/Opportunity Sites as follows: "Kincaid Pit",
Downtown Revitalization, University District/Foothill Center, Identifying Candidate Sites/Attract
"Full Service" Grocery Market to Azusa, Azusa Ave./Arrow Hwy. Site/Southern Gateway
Improvement.
Mr. Bruce Erlick of Kosmont Partners addressed the issue providing statistics regarding the retail B. Erlick
trends in Southern California. Kosmont
Discussion was held between Council members and staff regarding the Foothill Shopping Center, Discussion
current market trends, what types of retail the City should/could have, and the Kincaid Pit.
Additional discussion was held as Councilmembers provided feedback to the City Manager
regarding various issues.
City Manager Cole provided a brief explanation regarding the of the Miss Azusa Scholarship City Mgr
Program. He stated that Council wishes to keep the Miss Azusa Scholarship Program that has re: Miss
historically been sponsored by the Chamber of Commerce. Although it is the Chamber's Azusa
responsibility, they do not think of it as a long term congruent focus with their mission. Further, Program
that the current model does not work because there is not a lot of money or volunteers to
conduct the Program.
Mark Ramirez, Connie Ramirez, Miki Carpenter and Wayne Kalama addressed the issue providing Chamber of
additional information regarding the Scholarship Program, specifically, stating that the money Commerce
going into the application for the Miss California Pageant, could be saved and given to the members
Scholarship winners. Connie Ramirez detailed her experience as the Director of the Program last re: Miss
year. Ms. Carpenter detailed what she thought the Program should entail. Azusa
After additional comments regarding the program, it was consensus of Council that the Miss Cncl motion
Azusa Scholarship Program remain as it has been in the past and that the Chamber continue to
seek volunteer to run it.
It was consensus of Councilmembers/Boardmembers to adjourn.
