HomeMy WebLinkAboutMinutes - January 22, 2002 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL REGULAR MEETING TUESDAY, JANUARY 22, 2002 - 6:30 P.M. The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL Ceremonial Ms. Gina Footdale, Administrative Services Manager in the Police Department, was introduced Intro - G. to Council and audience. Footdale Mayor Madrid administered Oath of Office to Police Lieutenant James Collins, Police Oath of Office Lieutenant Gene Street, Police Sergeant John Momot, Police Sergeant Stephan Hunt and Police Personnel Police Sergeant Tim Harrington. Chief of Police Davis administered the Code of Ethics to all of the above Officers. It was consensus of Council to recess to Closed Session in the Office of the City Manager, to Closed Session discuss the following: One Case - Enron Bankruptcy. City Attorney Martinez advised that there was no reportable action taken in Closed Session. City Attorney Comment Mayor Madrid called the meeting to order and led in the Salute to the Flag. INVOCATION was given by Murray Flagg of the Foothill Free Methodist Church. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: City Attorney Martinez, City Manager Cole, Assistant City Manager Person, Chief of Police Davis, Finance Director Medina, Director of Redevelopment Agency Andrews, Project Manager Paz, Planning Secretary Rocha, Associate Directors Recreation and Parks Jacobs and Noriega, City Treasurer Macias, Deputy City Clerk Toscano, City Clerk Mendoza. UBLIC PARTICIPATION Call to Order Invocation Roll Call Also Present Pub Part Mr. Roger Chandler, Councilmember of the City of Arcadia, addressed Council and audience R. Chandler requesting that Council support him by electing him to the Water Quality Authority as a Board Comments Member representing cities with water pumping rights. Mr. Robert Paz, Redevelopment Agency Project Manager, addressed Council announcing that R. Paz he has submitted his resignation effective January 31, 2002, and remarked upon what a Comments pleasure it has been working for the City and City Council. Mr. Roman Seano addressed Council expressing his opinion regarding the City's and/or Azusa R. Seano Pacific University's opinion towards Gay and Lesbian persons. Comments REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates City Manager Cole recognized Robert Paz for contributions he has made to the City while City Mgr employed as Project Manager for the Azusa Redevelopment Agency. Comments City Manager Cole provided highlights of the City's accomplishments over the last year, such City Mgr as: downtown plaza, new homes for sale, support for the new Library, Monrovia Nursery Comments planning, skate park, city links, new focus on river restoration projects, planting of trees and conservation efforts. Councilmember Hardison commented on the great celebration, Hands Across Azusa, in honor Hardison 'of the late Dr. Martin Luther King Jr. birthday on Sunday. Comments Mayor Pro -Tem Chagnon also praised the great celebration, Hands Across Azusa in honor of Chagnon the late Dr. Martin Luther King Jr. She announced that another ROP house will be up for sale Comments in the City of Azusa. Regional Occupational Program (ROP) is a joint Azusa Unified School District and City project, where high school students construct a house as a project. Redevelopment/Economic Development Director Andrews provided a report on the current CRA Dir ROP project and stated that it will be completed towards the end of summer. He noted Comments energy efficient aspects of the house that is to be built at 410 N. Alameda Avenue. He also stated that there is a website providing progress on the house as it is being built. For further information call (626) 812-5299. Councilmember Rocha thanked Robert Paz for all the help he has been during his time with Rocha the City. He also thanked all Involved in the Martin Luther King event, stating that Dr. King's Comments Dream was to treat all people equally, stating that people should take time to meet people. He then invited all to the tree planting on Saturday, February 2, 2002, on Gaillard Street, two blocks south of Magnolia Elementary school. He asked that the meeting be adjourned in memory of Maria Escobedo, who passed away. Councilmember Stanford responded to comments made by Mr. Seano regarding gay and Stanford lesbians. He expressed his regret for not being able to attend the Martin Luther King Jr. Comments ,celebration due to his attendance at his son's wedding in Austin, Texas. He apologized for the Mayor and the uninviting Azusa Pacific University's President to the State of City Address. Mayor Madrid thanked all involved in the success of the Martin Luther King Jr. celebration. She Madrid announced the upcoming Citizens Congress meetings on January 23rtl, 24th, 291h, 30"', and 31" Comments and encouraged all to attend. She then announced information regarding poll worker training. City Manager Cole encouraged all to attend the Citizens Congress meetings and stressed the City Mgr need for public input/reactions to decisions that have been made up to this point in the Comments process; these decisions will be incorporated in the new General Plan after these meetings. SCHEDULED ITEMS Scheduled Item CONTINUED PUBLIC HEARING - An appeal by Mr. Vincent Margolis, of the Planning Pub Hrg Praise Commission's denial of a Conditional Use Permit (C-2001-09) to allow a church (Praise Chapel CUP Chapel) at 521 North Azusa Avenue. Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Rocha and unanimously PH Continued carried to continue the Public Hearing to the Council meeting of Monday, February 4, 2002. to 2/4/02 mtg. PUBLIC HEARING - On Community Development Block Grant 28`"Year (Fiscal Year 2002/03) Pub Hrg CDBG Program. 2002/03 �he Mayor declared the Hearing open. City Cleric read the affidavit of proof of publication of Hrg open otice of said hearing published in the Azusa Herald on January 3, 2002. Director Redevelopment/Economic Development Andrews presented the Community Dir CRA Development Block Grant 28`h Year Program projects for Fiscal Year 2002/03 and Comments recommended allocations. He stated that the funds allocated this year are $717,025 plus an additional $38,223 carried over from prior year funds available for reprogramming for a total available of $755,248. He stated that $370,241 is required to be programmed for repayment of Section 108 loan which was used to fund the Downtown Azusa Streetscape Project, and $71,703 will be programmed for administration of the CDBG program and its projects. 01/22/02 PAGE TWO He recommended that the Single Family Housing Rehabilitation Project be funded at the Dir CRA - cont. recommended amount of $166,320 and that later in the year there will be a recommendation Comments of additional funds to bring the full amount to $246,100. Mayor Madrid read the suggested projects to be funded along with their recommended Madrid amount to be funded as follows: presented Administration $71,703 CDBG Section 108 Loan Repmt. $370,241 Projects Sgl. Rehab. $166,320 Sr. Referral & Case Mgmt. $17,960 Referral for the Disabled $10,000 Outreach/Peregrinos $20,000 'Homeless After School Program $30,000 SRO/Azusa High $13,800 Adult Literacy Services $15,544 Homeless Assistance/ESGVCH $6,000 Homework House $15,000 Project Sister $6,000 YWCA -WINGS (Revised Req) $12,680 TOTAL: 1755 248 Mr. Ronald Sachs of the East San Gabriel Valley Coalition for the Homeless, addressed Council R. Sachs detailing the program and what it provides to Azusa residents. ESGVCH Ms. Yolanda Davis-Quarrie and Rosie Guzman of Project Sister, addressed Council providing Y. Quarrie several facts about their program which is also requesting CDBG funds. Project Sister Ms. Ferial Moloo, Program Director of YWCA WINGS Program detailed facts about their F. Moloo program and the services they have provided to residents of the City. WINGS Mr. Jack Kennedy of Santa Anita Senior Referral & Case Management, who work out of the J. Kennedy Azusa Senior Center thanked Council for continued support of their program and provided Santa Anita additional information about other programs that exist through grant funds. Senior Referral Ms. Kerry Freeman of Homework House thanked Council for the generous contribution K. Freeman towards their program. They have served 6000 over the year, sixty kids four days a week. She Homework detailed the program. House Ms. Victoria Cortez of the Senior Referral & Case Management, Referral for the Disabled V. Cortez detailed their program and the new mobile unit. SCIL Mr. Joe Enegas Pedegrinos de Emaus Homeless Shelter -Transitional Home for men, addressed J. Enegas Council thanking them for their many years of support to their program. Pedegrinos Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Stanford and unanimously Hrg closed carried to Close the Public Hearing. Councilmember Rocha advised that he is abstaining from action on the Neighborhood Rocha abstained Homework House Program as he is a Board Member. Homework Hse Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE STATEMENT Res. No. 02-C9, OF COMMUNITY DEVELOPMENT OBJECTIVES AND SELECTING PROJECTS FOR FUNDING FOR approvingthe THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL YEAR 2002-03. 28th Year Projects. reoved by Councilmember Stanford, seconded by Councilmember Hardison to waive further ading and adopt. Resolution passed and adopted by the following vote of the Council: AYES: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: NONE City Manager Cole recognized Senior Accountant Roseanna Jara for the enormous amounts of CityMgr high quality work she does all through the year, and is also responsible for monitoring of the recognized CDBG program which includes Federal Guidelines, making sure all the money is accounted for, Roseanna Jara future program year planning and dealing with the County to administer the program. (The for her work audience and staff applauded Ms. jars). 01/22/02 PAGE THREE Assistant City Manager Person addressed Council regarding Bid Specifications for the Bid Specs Azusa Restoration of the Azusa Civic Auditorium - Phase II, interior work. He responded to Aud Phase II questions posed by Councilmembers regarding the partition, an option in the interior improvements, which were concerns whether it would interfere with the usage of the stage for non -Council activities. Mr. Person advised that he would look into the matter. Moved by Councilmember Hardison, seconded by Councilmember Stanford and unanimously Specifications carried to approve the specifications for Restoration of Azusa Auditorium - Phase II and to Approved authorize the City Clerk to advertise for bids. 'The CONSENT CALENDAR consisting of Items V-A through V-1, was approved by motion of Consent Cal. Councilmember Hardison, seconded by Mayor Pro -Tem Chagnon and unanimously carried. V-A - VI -1 A. The Minutes of the regular meeting of January 7, 2002, were approved as written. Min approved B. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, IN Res. 02-C10. SUPPORT OF PROPOSITION 42, THE TRANSPORTATION CONGESTION IMPROVEMENT Support Prop ACT, ON THE MARCH 5, 2002, STATEWIDE BALLOT, 42 C. The City Treasurer's Report as of November and December, 2001, were received and Treas Rpt filed. D. The Landscape License Agreement between the City and property owner Leo C. Nasser Landscape Lic for the vacant property at 1375 N. Azusa Avenue, was approved and the City Manager Agmt Leo C. was authorized to execute same. Nasser E. Approval was given to amend the City's Position Classification Plan, and Update the Amend Class Class Specifications of Network Administrator, Police Officer -Lateral and Police Plan & Update Dispatcher - Lateral. F. A RESOLUTION OF THE CITYCOUNCIL OF THE CITY OF AZUSAAMENDING THE CITY'S Res. 02 -CI I CLASSIFICATION PLAN AND ESTABLISHING COMPENSATION FOR THE Info Tech CLASSIFICATION OF INFORMATION TECHNOLOGY (IT) ANALYST. Analyst G. The Contract Amendment with General Plan Manager Lisa Brownfield was approved and Contract w/L. the City Manager was authorized to execute Amendment No. 1 to the contract. Brownfield H. Human Resources Action Items were approved as follows: Human Res New Appointments: T. Harrington, Police Sergeant, effective January 23, 2002. Action Items The following Resolution was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Res. 02-C 12 CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE Warrants TO BE PAID. Fees Moved by Councilmember Stanford, seconded by Mayor Madrid to waive further reading and adopt.
