HomeMy WebLinkAboutMinutes - February 11, 2002 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL ADJOURNED/SPECIAL MEETING MONDAY, FEBRUARY 11, 2002 - 6:30 P.M. The City' Council of the City of Azusa met in Adjourned/Special Session, at the above date and time in the Azusa Light and Water Department located at 729 N. Azusa Avenue, Azusa, California. Mayor Madrid called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS ALSO PRESENT: Call to Order Roll Call STANFORD, HARDISON, CHAGNON, ROCHA, MADRID NONE Also Present City Manager Cole, Assistant City Manager Person, Community Development Director Bruckner, Associate Director of Recreation and Parks Noriega and Jacobs, Director of Human Resources Cross, Finance Director Medina, Library Director Tovar, Information Services Manager Graf - Gaynor, Economic/Redevelopment Director Andrews, City Clerk Mendoza, Deputy City Clerk Toscano. Associate Directors of Recreation and Parks Noriega and Jacobs addressed Council providing an Update on update on the Skate Park Project and detailed the process since it's inception. They then Skate Park answered questions posed by Councilmembers. Moved by Mayor Pro -Tem Chagnon, seconded by Councilmember Stanford and unanimously Contract w/ carried to award the contract to 4 -Con Engineering, low bidder, in the amount of $379,752.00, 4 -Con Engr for the construction of a skate park in Memorial Park and amend the 2002 Capital Improvements construct Project budget by allocating $100,000 of Mountain Cove Community Facilities District funds to skate park the project. Associate Directors of Recreation and Parks Noriega and Jacob provided a detailed report on Rec & Pks their Workplan consisting of Memorial Park and Northside Park resurfacing basketball courts and Workplan restroom and storage room rehabilitation. Mr. Noriega detailed the parks revitalization plan for several of the parks. He provided the conceptional plan for the river bike path site, which was provided by the Mountain Cove developers through their landscape architect firm. He stated that the parking lots for the area are contingent upon CalTrans. Funding is through a grant with Prop A funds. He detailed the Park Master Plan, and advised that by August 2002, Murray, Powell and Mountain View Schools will have recreation playground sites. City Manager Cole added to the discussion with details of the several grant fund resources for park improvements. City Manager Cole provided an update on the new City Library and the Human Relations Work plan Commission candidates for Coordinator; it will be a Consultant with paid benefits. He provided Admin - an update on the Azusa Head Start Program and the dilemma regarding problems with Parent Update Policy Committee and City not agreeing on proposed changes and budget for next year. Other Lib, Hum Rel projects in the City Manager's office are City auditorium, cable programing and river issues. He Head start advised that the Information Services department is doing a lot more, some things are with the Info Svs telephone system, in-house web management, GIS system, expanded training and use of Bi - Tech. Director of Human Resources Cross provided the Human Resources work plan, noting some of Human the projects which are as follows: creating a safety newsletter, a procedures manual, Resources establishing a safety committee, creating an injury and illness program and additional training Workplan on evaluations. She then answered questions posed by Councilmembers regarding ICRMA and specific issues. Finance Director Medina presented the workplan for finance, stating that there is new legislation Dir of Fin for accounting procedures which will require presentation of infrastructure on finances to give workplan the public better information. She stated that all financial statements are prepared in accordance & Financial with General Accepted Accounting Standards Board (GASB). She presented the Financial Report Report prepared by Lance Soil & Lunghard LLP and detailed the Comprehensive Annual Financial Report '(CAFR) as of June 30, 2001; this report details the Revenues by Source and the Expenditures by function, among other detailed financial data, such as the mid -year review. Lengthy discussion was held between Councilmembers and staff regarding City finances. She advised that the report recommends that a policy be adopted which will define the parameters of the purchase and sales of electricity; it was referred to the Utility Board agenda for February 25.
