MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, APRIL 1, 2002 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.

Proclamation was presented to Cathlyn Castillo, Roxanne Cornejo, and Richard Gomez,
accepting on behalf of UMAYPA, the United Mexican American Youth and Parents Association,
proclaiming April 1, 2002, as Cesar Chavez Day, in the City of Azusa.

Item of Subsequent need arose and it was moved by Mayor Pro -Tem Hardison, seconded by Item of subse
Councilmember Rocha and unanimously* carried to agendize it. The item was a Closed quent need
Session item regarding the City Attorney and City Manager Annual Evaluation process, to be added to
discussed in Closed Session. Closed Sess.

City Attorney Carvalho reported that there was reportable action taken in Closed Session; City Attorney
authorization was given to participate in the amicus brief regarding the Harvest Church v. City advised
of Concord. There was no other action.
Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order

City Manager Cole presented Council with a photograph of Cesar Chavez from the Human Photograph
Relations Commission and Cathlyn Castillo thanked for the recognition of Cesar Chavez as she of Cesar Cha
noted many of the citizens are from families of migrants workers. Mayor Madrid accepted presented to
the photograph on behalf of the City. City
Mayor Madrid announced that Dick Stanford is having heart surgery today and Is excused and Mayor
will be excused from this and any other meeting that he needs to take off as part of his comments
recovery.

Ms. Lana Grizzell announced Miss Azusa and her court, Naomi Ramos of Azusa Pacific L. Grizzell
University and jillian Pollard, of Azusa High school will be attending the Miss California Miss Azusa
Pageant in Fresno California in July.
Mr. Jim Turner addressed Council complaining about speeders not being cited in front of his J. Turner
home on North Dalton. He stated that the Police Department Policy doesn't cite speeders comments
unless they are going 15 miles over the speed limit. He was referred to speak to Chief Davis.
Chief of Police Davis advised that if any other citizen has problems or questions of a similar COP
'nature, they should call him and he will refer them to the traffic division and they will be glad comments
to explain procedures.
Mr. Angel Carrillo addressed Council stating that members/volunteers who work at the Azusa A. Carrillo
Historical Museum treated him with disrespect, by racial and prejudicial comments, when he comments
recently visited there to do some research. He also advised that he sent a letter of complaint
to the City reflecting the Incident, but, not much has been done to address it. He asked that
the letter be looked into by staff.

City Manager Cole made announcements regarding Spring clean Month in the City of Azusa. CityMgr
Community Development Director Bruckner provided an update on homeownership, housing Com Dev Dir
trends, and Monrovia Nursery future development. Hsg trends
Mayor Pro -Tem Hardison wished all a belated Happy Easter, thanked all who attended the Hardison
Skate Park Groundbreaking Ceremony, asked all to keep in prayer Dick Stanford, and asked all comments
to participate in spring clean up.
Councilmember Chagnon announced that the Skate Parking will be opening one hundred days
from April 18`, today was the grand opening of the castle playground at Memorial Park, there
is a boat theme at Veteran's Park. She thanked all who participated in Miss Azusa Pageant and
announced the Arbor Day Celebration at Pioneer Park on April 18`" in honor of Eunice
Harrington. She thanked city employees who have gone through computer training, she
stated that the City will be converted to WORD format by April 15' and off WordPerfect
format by July.
Councilmember Rocha asked all to keep in prayers Doris Hannaford, and Dick Stanford who
are hospitalized for illness. He invited all to attend the tree planting on Saturday at 8 a.m. on
the corners of Fairvale and Gaillard and to an event to celebrate the success of Homework
House, April 12t°, at 6:00 p.m. at Azusa Greens. It was consensus of Councilmembers to
approve the sponsorship of Crystal Clements of Azusa High School in the amount of $100
toward a trip to New York with the Academy of Arts Club.

Mayor Madrid announced that she has been invited to attend the Institute of Design for Cities Madrid
which is sponsored by National Endowment of the Arts, in Austin, Texas, and one project she comments
will be taking for consideration is the Oaktree Center.
The CONSENT CALENDAR consisting of Items IV -A through IV -O, was approved by motion Consent Cal.

'2002 OPERATING BUDGET,
I. Amendment to the General Plan Update Budget 2001-2002 to increase the General Plan General Plan
Budget in the CIP by the amount of $550,720 to reflect the expenditure of funds that Budget Amen
will be reimbursed by Monrovia Growers for the first and second phase Monrovia
Nursery planning effort, was approved.
J. Approval was given to renew insurances for (LTD) and (STD) through Unum Provident Ins Renewal
Corporation (UNUM), and (AD&D) through Canada Life; and authorization was given to LTD, STD
the City Manager and/or designee to execute the necessary renewal documents. & ADB,D
K. Human Resources Action Items were approved as follows: Merit Increase and/or Human Res

New Appointments: C. Plascencia, Police Officer, effective pending physical. T. Divens,
Police Dispatcher, effective pending physical.
L. Purchase of 20 PC'S from Compaq Computer Corporation Under California Multiple Pur 20 PC's
Awards Schedule (CMAS), was approved in the amount of $23,755.00 and formal Compaq
sealed bidding was waived in accordance with the Azusa Municipal Code Section 2-522
Section C due to the fact that Compaq is covered under the CMAS.
M. Purchase of 122 Microsoft Office Software Licenses from Computer Discount Pur 122
Warehouse/Microsoft Corporation Under the California Multiple Awards Schedule Microsoft
(CMAS) was approved in the amount of $33,941.00 and formal bidding was waived Office
in accordance with Azusa Municipal Code Section 2-522 Section C due to the fact that Computer

Councilmember Chagnon addressed Item regarding the specification for native plants contract Chagnon
requesting further Information regarding fiscal impact and she commented that she was glad comments
to see that training, care and maintenance of the native plants is included in the specifications.
City Manager Cole responded to questions advising that he will get back to her regarding the City Mgr
fiscal impact. He invited all to Rancho Santa Ana Botanical Gardens to see what is offered comments
in native plants.
Moved by Councilmember Chagnon, seconded by Councilmember Rocha and unanimously* Specs Native
carried that specifications for Native Plants Contract was approved and the City Clerk's Office Plants
was authorized to advertise for bids.

Councilmember Rocha addressed item regarding the budget amendments for Community Rocha
Development Department stating that with regard to public counter and office improvements, comments
he wanted to make sure that all staff Input had been considered and respected by those most
impacted. Community Development Director Bruckner responded stating that he has
received input from all staff members, but they are not close to a conclusion for the project.
Councilmember Chagnon commented on the new budget paperwork and on the $65,000 for Chagnon
West Wing Improvements. She also asked about the $56,000 that still needed to be signed comments
off by City Manager and Finance Director. Discussion was held.
