HomeMy WebLinkAboutMinutes - September 30, 2002 - CCCITY OF AZUSA ' MINUTES OF THE CITY COUNCIL REGULAR ADJOURNED MEETING JOINT MEETING WITH THE CITY OF GLENDORA CITY COUNCIL MONDAY, SEPTEMBER 30, 2002 - 7:00 P.M. The City Council of the City of Azusa met in Adjourned Regular session, at the above date and time in the Azusa Auditorium located at 213 East Foothill Boulevard, Azusa, California. Mayor Madrid called the meeting to order. Call to Order INVOCATION — was given by Azusa City Manager Cole. Roll Call ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, STANFORD,CHAGNON, ROCHA, MADRID 'ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present Glendora City Council: Mayor Marshall Mouw, Mayor Pro Tem Mike Conway, Councilmember Cliff Hamlow, .Councilmember Ken Herman, City Manager Eric Ziegier, and City Clerk Jo Ann Sharp. City Manager Cole, Assistant City Manager Person, Community Development Director Bruckner, Chief of Police Davis, Assistant Community Development Director Onaga, City Treasurer Macias, Director of Public Work Nakasone, Public Information Officer Quiroz, Economic/Redevelopment Director Andrews, City Clerk Mendoza, Deputy City Clerk Toscano. Azusa Mayor Cristina Madrid and Glendora Mayor Marshall Mouw welcomed all to the Joint City Welcome Council meeting and thanked all who was involved in coordinating the meeting. Councilmembers and City Managers of both cities then introduced themselves and provided opening statements. Public Participation: Pub Part Mr. Daniel Wong and Ming Feng Gao addressed Council expressing appreciation for their support D. Wong of the art of Falun Gong. They Invited City Officials to attend a ceremony in celebration of M. Gao declaring the month of October as Falun Data Month. The celebration will be held on October 16, Falun 2002, at•the South Lawn at Los Angeles City Hall. Data Month ' Mr. Doug Boyd addressed Council and thanked both City of Glendora and City of Azusa for their D. Boyd years of support and of the restoration of the Fairmont Cemetery. He advised that both cities Fairmont have been getting together each Memorial Day for over 100 years. Ceremony Mr. George Vangel addressed Council expressing his concern regarding the schools bordering G. Vangel Azusa and Glendora. He stated that the neighborhood in which he lives was annexed into the City Azusa/ of Glendora, but, the school remained in the Azusa school district. He asked that this be Glendora remedied. He would like to seethe students transferred one city to another so that the students Schools living in Glendora go to Glendora schools and the Azusa students go to Azusa schools. Discussion of matters relating to Gold Line transportation: Dis Gold Line Mr. Nick' Conway, Executive Director of the Council of Governments, addressed the issue N. Conway a short history of the growth in,the San Gabriel Valley. He stated that Phase I of the Exec COG providing blue line Is going as planned. He advised that soon invitations will be sent out for free rides on Comments the Blue, line; there will be no cost for the first thirty day and this line will run 13 miles from Pasadena to Downtown Los Angeles, although originally scheduled through Claremont, funding was not available. He stated that although there is additional funding needed, Phase II, preliminary design engineering will be able to begin soon, to complete the project there will be a need for a minimum of eight million dollars and it will be twenty-three miles of light rail line. He advised that there is a need for input from the eleven cities connected to the line via a joint Powers. Agreement. CalTrans Planning Grant for Citizen Planning. Plan Grant Ms. Katherine Perez, Executive Director of Southern California Transportation Land Use Coalition, K. Perez addressed. the issue stating the non-profit organization she runs focuses on land use and Exec Dir So. Cal. transportation connections, particularly the links between transportation Infrastructure development and land use development. They put together a proposal for placing a stop in Trans Azusa for the light rail system. They also looked at the opportunity to build a corridor coalition, a Land Use _ citizen advisory group that would outreach to Planning Commissioners, Transportation Coalition Commissions, etc, along the 1 1 cities in order to explain some of the development opportunities and other things the light rail system will bring to them and they were funded by CalTrans in the amount of $187,000. She detailed the proposed plan for a railway stop in Azusa and the land use in the surrounding area. She also detailed the importance of keeping the community involved in the process. Addition of shared station on Azusa/Glendora border Station Az/Gln Discussion was held between Councilmembers, staff of both cities and Mr. Nick Conway, Discussion regarding having a shared station on the Azusa/Glendora border. Each Councilmember expressed its view on the issue. Lengthy discussion was held regarding the following: the cost, the feasibility of one station, joint Powers Authority Issues, joint issues, construction and maintenance, MTA responsibilities, distances between other stations, and the needs of the entire corridor. 'Moved by Councilmember Stanford, seconded by Mayor Pro -Tem Hardison and unanimously carried that both cities endorse the concept of a joint powers authority, that they actively participate In the Corridor Advisory Group funded by the CalTrans grant and that they actively explore the feasibility of having a shared station between City of Azusa and City of Glendora. Moved by Mayor Mouw, seconded by Mayor Pro -Tem Mike Conway and unanimously carried that both cities endorse the concept of a joint powers authority, that they actively participate in the Corridor Advisory Group funded by the CalTrans grant and that they actively explore the feasibility of having a shared station between City of Azusa and City of Glendora. Discussion of matters relating to future development of Monrovia Nursery Property: Azusa Feasibility Shared Sta. Glendora Feasibility Shared Sta. Mon Nurs Mayor Madrid and Councilmember Stanford abstained from participation in the following Madrid discussion 'due to a possible conflict of interest as they both live with 500 feet of the subject Stanford property. it was noted by Councilmember Hamlow of Glendora may also have a conflict due to Abstain where he resides. City Manager Cole addressed the Issue providing a brief history of the Monrovia Nursery property, CityMgr the Citizens Congress created to address issues of the new General Plan and the design team Comments EDAW, who have worked toward the planning of the Monrovia Nursery Specific Plan proposal, and the EIR Mr. Steve Kalbur of EDAW provided a presentation on the Monrovia Nursery Draft Specific Plan S. Kalbur Excerpts. He stated that the four guiding principals for the project were natural & community EDAW environment, quality neighborhoods & homes, mobility and mix of uses, and green spaces and Presentation public uses. He provided details of the proposed development noting specific housing varieties, school, space and parks, surrounding uses, neighborhood scale and character, people gathering places, streets, styles and patterns and landscape reflecting Azusa, etc. Councilmembers expressed concerns with traffic impacts and especially to surrounding residents, Discussion the feasibility of a Community Facilities District, density, and the proposed community park or community facility. 09/30/02. PAGE TWO Community Development Director Bruckner addressed the issue detailing the notice of Com Dev Dir preparation as part of the EIR process stating that all concerns and comments received will be Comments included in the EIR and that it will be ready for public review at the end of the week along with the specific plan document. He addressed specific issues brought up by Councilmembers regarding density, Sierra Madre design, and Citrus Avenue. He then answered questions posed by Councilmembers regarding the traffic study, and the use of Barranca, density, property values, Flow of traffic, Fairmont Cemetery improvements, water source timeline for the project, acreage (500 in Azusa, 100 in Glendora). Moved by Mayor Mouw, seconded by Mayor Pro -Tem Conway and unanimously carried to Glendora institute ,more regular contacts between the City of Azusa and Glendora by establishing staff Wkg Group groups between both cities. Discussion was held regarding historic preservation, the exploration of sharing equipment for Discussion Capital Improvement Projects, and other joint efforts between the two cities. Comments were Items of made regarding the de -funded Los Angeles County Health Clinic in Azusa, and the Los Angeles Mutual County Fire contract. It was noted that the two Police departments have worked close together Interest in the past and it was suggested that City Managers of both cities work together consider any other items of mutual concern i.e. Library, schools, consultants, etc. it was consensus of Councilmembers to adjourn in memory of Edward "JR" Barrios and best Adjourn wishes to Congressman Lloyd in celebration of his 80' birthday, to Saturday, October 5, 2002, 10/5/02 9:00 a.m. at the Azusa Light and Water Conference Room, in order to conduct interviews for the various City Boards and Commissions.
