HomeMy WebLinkAboutMinutes - November 18, 2002 - CC' CITY OF AZUSA MINUTES OF THE CITY COUNCIL REGULAR MEETING MONDAY, NOVEMBER 18, 2002 - 6:30 P.M. The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. Workshop on Monrovia Nursery Fiscal Impact Report Presentation and Discussion. Workshop Mayor Madrid and Councilmember Stanford explained their abstention from the subject Mon Nurs. workshop, both have possible conflict of interest due to their residing within 500 feet of the Fiscal Impact Monrovia Nursery property. Report City Manager Cole detailed the purpose of the workshop and introduced Mr. Ross Salvage of City Mgr Kosmont Partners, who conducted the Fiscal Impact Analysis which Identified sources of R. Salvage revenues, indirect revenues, expenses, net fiscal impact and possible mitigation. They then Kosmont answered questions posed by Councilmembers. Community Development Director Bruckner advised that staff is currently discussing with Com Dev Dir Monrovia Nursery Team the mechanism by which they implement the Fiscal Impact to bridge Comments ' the gap. During the project process they will be reanalyzing the Fiscal Impact in various stages of project completion to reassess the project impact and bridge the gap accordingly. With respect to long term cost, they would like to shift the ongoing replacement cost of capital facilities into a CFD or some kind of assessment maintenance district; they are still discussing with the applicant. Mr. Peter Carlson of Vandermost Consulting representing Monrovia Nursery addressed Council P. Carlson talking about park maintenance, public road maintenance and the potential CFD. He also Vanmost discussed the Fiscal Impact as being away to create economic opportunity for the whole City. Consulting The Closed Session portion was moved to the end of the agenda. Mayor Madrid called the meeting to order and led in the Salute to the Flag. INVOCATION was given by Community Development Director Bruckner. PUBLIC PARTICIPATION Call to Order Invocation Roll Call Also Present Pub Part Ms. Peggy Martinez Director of the Downtown Azusa Business Association announced that on Pā€¢ Martinez December 6`h school students will be painting windows in the downtown areas for the Holiday Comments Season. Further that on December I (Yh there will be Christmas Caroling throughout the City and anyone interested should meet at 5:30 p.m. at the public lot on Azusa Avenue. Ms. Karen Fortus of the U.S. Forestry Service addressed Council and audience and provided an K. Fortus update on the impacts of the Williams Fire. Comments REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates Chief of Police Davis provided an update on the Spanish Citizen's Academy. He stated that he Update on would like to have at least one Spanish Citizen's Academy per year. He then introduced Spanish Lieutenant Jim Collins of Azusa Police Department who provided additional statistics and Citizen's Information on the Citizen's Academy. Corporal Rick Sanchez detailed the Spanish Citizen's Academy Academy program to audience and viewing audience, in Spanish. ' City Manager Cole provided an update on the Business Image Awards where certificates were City Mgr awarded to twelve local businesses. He announced that on December 2, 2002, there will be a Comments Christmas Tree Lighting Ceremony, prior to the Council meeting at the front steps of City Hall. He announced that the State Commission will be allocating Library Funds on that same date and that Councilmember Chagnon will go with City Librarian Albert Tovar to Sacramento. Councilmember Stanford requested that Council consider supporting Burbank as a friend, in a lawsuit that seeks to ban prayer. He asked that it come back as an agenda Item. He provided statistics regarding crime in the City of Azusa and asked the public to come forward with information regarding the crimes. Councilmember Chagnon asked to be excused from December 2n° Council meeting as she will be traveling to Sacramento with City Librarian Tovar and Library Commissioner Bettina Duran, and Ruth Ann Griffin. She asked where Cable Television complaints could be sent and City Manager Cole responded that Assistant City Manager Robert Person can be reached at 812- 5224. She then asked who will be monitoring the Mountain Cove mitigation report and fiscal impact reports, what triggers new evaluation of these things, and how are they addressing these things? She also stated that since this is impacting Community Development shouldn't additional staff be added? Further, she asked the total money amount received from Mountain Cove and what is budgeted for that money. She then announced that the Chamber is having a luncheon and fashion show on December 5th at the Azusa Woman's Club. Councilmember Rocha thanked the Veteran's groups for the wonderful Veteran's Day Ceremony. He asked that traffic hazards in the area surrounding Longfellow school be looked into, specifically, 10' and Angeleno and 1 1 m and Angeleno. City Manager Cole responded stating that temporary stop signs will be good, but, a traffic study should be done. He stated that it would come back to Council for a decision at the next meeting. There was a suggestion that a crossing guard be placed at those intersections. City Manager will bring back a report on the issue. Councilmember Rocha asked that the meeting be adjourned in memory of Charles Cortez and Joe Davison. Mayor Madrid wished all a happy holiday season. Todd Offer of Ded Avenue. 1201 Todd City Attorney Carvalho provided the history of the entitlement documents for the above noted CityAttny property which began in 1998 to the present year. Discussion was held regarding potential liabilities from errant golf balls from Azusa Greens Golf Discussion Course, the tort claim process and other issues regarding the property. Councilmember Stanford offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ACCEPTING A Res. 02-C 132 GRANT DEED AND DIRECTING THE RECORDING THEREOF. Hrg Utility Ta The following persons from the public voiced there opposition to the placement of the Utility Persons in Tax issue on the March ballot and the Utility Tax increase for local businesses: A. Morales, Tom Opposition Newman, Mark Ades, Paul Nacach]an, Richard Wilson, Miki Carpenter, and Marcia] Jorge. City Manager Cole detailed the reasons why there is a need for a Utility Tax in the City of Azusa. City Mgr He provided a history of several tax issues that were voted upon during the past several years Comments _ as well as the loss of big businesses and the need for excellent City Services. He answered ' questions posed by Councilmembers regarding the Utility Tax, the proposed Tax Review Task Force and a proposed November 2003 ballot measure and exemptions. Lengthy discussion was held between Councilmembers and staff regarding Prop 218, Special Discussion Taxes, General Taxes, Fire Fees, possible measure on the November 2003 election, the proposed Utility Tax and exemptions. It was consensus of Councilmembers that staff setup a meeting between two Councilmembers and business owners to discuss the Utility Tax issue. Moved by Mayor Madrid, seconded by Councilmember Stanford and unanimously carried that Item to be the matter be continued to the Utility Board meeting to be held on November 25, 2002, for Considered a further consideration. Utility Brd M 1 Issuance of Special Tax Bonds of Community Facilities District No. 2002-1 (Mountain Cove). Ms. Suzanne Herald addressed the issue stating that the Community Facilities District was formed for the Mountain Cove Development to fund up to ten million dollars worth of infrastructure cost. The cost will be passed on to the home owners in the form of a special tax which will be used to repay the bonds that are being considered at this time. The term of the bonds will be for thirty years and the property is currently is valued at 92 million dollars. She stated that the impact on homeowners will be as follows: Homes that are about 2500 square feet will pay approximately $1900 per year, homes that are up to 3100 square feet will pay approximately $2100 per year and homes larger than that will pay a little over $2500 per year; it will generate a tax rate of 1.6% of the property value. Approval was given for the appointment of a third Police Captain for a limited time. This Appt third item was also moved into Closed Session for discussion. Police Capta H. Approval was given to amend the Professional Services Agreement with RJM Design Group, Inc. for Park and Facility Design and specification services. Svs Agmt RjM Design 1. SPECIAL CALL ITEMS Mayor Pro -Tem Hardison questions the status of Electric vehicles and requested that a report be Hardison made sometime in the future. Comments Director of Public Works Nakasone responded stating that these are trucks that are not made with electric power. Further, that the electric vehicles may be used as parking enforcement some time in the future. Mayor Pro -Tem Hardison offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ENDORSING APPLICATION UNDER THE MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW COMMITTEE FY 2002- 2003 AB 2766 SUBVENTION MATCH PROGRAM.
