' MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, DECEMBER 2, 2002 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.
Members of the City Council presented certificates of recognition to members of the Azusa Cert of Rec.
Golden Days Committee (2002) in honor of another successful year of Golden Days events. GD Comm.
Member of the City Council presented certificates of recognition were presented to members of Cert of Rec.
the Azusa Boys Cross Country Team. Coach Patricia Dorsey introduced the members of the Azusa Cross
Azusa Boys Cfoss Country Team as well as Coach Ed Chaney. Country Team

The City Council recessed to Closed Session to discuss the following:

JII City Attorney Carvalho reported that there was no reportable action taken in Closed Session. No Reports
Mayor Madrid called the meeting to order and led in the Salute to the Flag. Call to Order
INVOCATION was given by Pastor Jesse Aramburo of the First Baptist Church of Azusa. Invocation

Mr. Mike Esquivel of La Flor de Mexico addressed Council thanking them for the Stop Sign @ M. Esquivel
Gladstone Street and Pasadena Avenue. He then endearingly expressed his relationship with Comments
Mayor Madrid and talked about the political climate.
REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates
City Manager Cole announced that the California Public Library Construction and Renovation City Mgr
Board met in Sacramento today to award the first round of funding allocations for matching Update on Li
funds for Libraries and they did not fund the City of Azusa's; this was the first round of funding. Funding
He detailed the grant funding process and how Azusa residents have voted to build a new
Library with the help of grant funds. He advised that the remainder 19 million will be allocated
in a second meeting prior to the holiday season. He advised that the City will apply for the
second round of funding which is due in March, 2003. He announced the annual Winter
Family Fiesta and Holiday Boutique to be held Saturday, December 7, 2002, a Holiday
Reception on December 9, 2002 between Elected Officials and City Board and Commissions,
and on December 17, 2002 a Joint Meeting with the AUSD will be held.
1 Councilmember Rocha announced that the tree planting will be held on Saturday, December 14, Rocha
2002. Further, that the Food Bank collection will be held again this year and there will be food Comments
bins in various areas of the City.
Mayor Pro -Tem Hardison urged all to donate to the Food Bank. He stated that the tree lights Hardison
and lighting on Azusa Avenue look great. He advised not to give up on the new Library. Comments
Councilmember Stanford requested that the City join in an amicus brief in support of the City of Stanford
Glendale regarding prayer. He relayed his experience on a ride -a -long with the Los Angeles Comments
County Sheriff's Department. He requested that the meeting be adjourned in memory of Mr.
Ward Munson who passed away recently at the aged of 92, following his wish to climb the
Great Wall of China.
Mayor Madrid expressed thanks to Congresswoman Hilda Solis for donating 10 turkeys' this Madrid
Thanksgiving to families of Azusa and invited all to Winter Family Fiesta to be held on December Comments

Assistant City Manager Robert Person provided an update on the Azusa Health Center. Health Cente

Notice of Completion: City Auditorium Interior Renovations. Moved by Councilmember Notice of Co
Stanford, seconded by Councilmember Rocha, and carried to accept the project as complete, City Auditoriu
approve the notice of completion and approve the extras in the amount of $26,626.50. Mayor Interior

PUBLIC HEARING - on Community Development Block Grant (CDBG) 291h Year (Fiscal Year Pub Hrg
2003/04) Program. CDBG
The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication Hrg open
of notice of said hearing published in the Azusa Herald on November 21, 2002.
Economic Development/Redevelopment Director Andrews addressed the issue stating that the
allocation for 2002/03 is $717,025 and when added to prior year funds the total is $726,415
and the total requests from public service proposals from City staff and nonprofit organizations
is $222,094. He stated that of the total funds allocated, $355,526 are required to be
programmed for repayment of a Section 108 loan. He advised that this public hearing is to
receive testimony from the public and staff. He then answered questions posed by Council.
Testimony was received from the following persons requesting funding for their programs:
Ralph Beatty, Asset Manager of Arrow Pines Mobile Home Rehabilitation, Jacic Kennedy of Santa
Anita Family Services, Rhonda Slattery of Services Center for Independent Living, Jose Iniguez
of Homeless Outreach/Peregrinos, Ron Sachs of Homeless Assistance -East San Gabriel Valley
Coalition for the Homeless, Carry Freeman of Homework House, Kathy Ford of Project Sister,
Yulanda Davis Quarrie and Clarence R. Pullman of West Covina Community Services/Citrus
Valley Health Foundation, and Helen Crisp of YWCA -WINGS.

Testimony
Additional testimony was received from John Andrews for the Single Family Housing Add'I
Rehabilitation Program, Carolyn Crawford for the Senior Nutrition Site Manager, Joe Jacobs and Testimony
representative of Ellington School for the After School Program and King Davis for the School
Resource Officer at Azusa High School.
After additional comments, it was moved by Stanford, seconded by Mayor Pro -Tem Hardison Pub Hrg
and carried to continue to the Public Hearing to the meeting of December 16, 2002. Continued

Mr. Ron Joseph and Mrs. Vivian Moss, consultants with Francisco R. Joseph and Associates R. Joseph
addressed Council providing a presentation regarding the CDBG Grant and HOME Single Family & V. Moss
Housing Rehabilitation Programs. Mr. Joseph provided statistics regarding loans. They then Comments
answered questions posed by Councilmembers.
Moved by Councilmember Stanford, seconded by Councilmember Rocha and unanimously* Guidelines
carried to approve the updated CDBG Grant and HOME Single Family Housing Rehabilitation Approved
Program Policy Manual guidelines and to authorize immediate use.
The CONSENT CALENDAR consisting of Items VII -A through VII -F was approved by motion of Consent Cal.

Councilmember Stanford asked that the minutes of the regular meeting of November 18, 2002 Minute
be corrected to read "500" feet instead of "300" feet with regard to possible conflict of Correction
interests with Monrovia Nursery. The minutes were then approved as written.
Councilmember Stanford commented on the HRC expressing his delight with Donna Parker, Stanford
Coordinator of the Human Relations Commission and the commission itself. Comments H
Councilmember Rocha offered a Resolution entitled:

Councilmember Rocha thanked the City Engineer Nasser Abbaszadeh and staff for expediting Rocha

It was consensus of Council to adjourn to Saturday, December 7, 2002, 9:00 a.m. in the Azusa
Light and Water Conference Room, in order to conduct a Joint Planning Commission -City
Council Workshop regarding Monrovia Nursery.
