HomeMy WebLinkAboutMinutes - January 28, 2003 - CCCITY OF AZUSA ' MINUTES OF THE CITY COUNCIL REGULAR ADJOURNED MEETING TUESDAY, JANUARY 28, 2003 - 6:30 P.M. The City Council of the City of Azusa met in Adjourned Regular session, at the above date and time in the Azusa Auditorium located at 213 East Foothill Boulevard, Azusa, California. Mayor Madrid called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID ABSENT: COUNCILMEMBERS: NONE Also Present ALSO PRESENT: City Attorney Martinez, City Manager Cole, Community Development Director Bruckner, Project Manager jenny Suvari, Deputy City Clerk Toscano, City Clerk Mendoza. BLIC PARTICIPATION Pub Part Mr. Gil Trujillo addressed Council expressing his view on the Monrovia Nursery Project stating G. Trujillo that the main problem is density. He stated that the fiscal Impact will be a deficit to the City Comments budget and that there will be a $600,000 a year in ongoing costs to operate the project. Mr. Seamus McKeever addressed Council expressing his opposition to the Monrovia Nursery S. McKeever Project, mainly due to the density of the project. He stated that there will be 12 detached homes Comments to the acre and wondered how many square foot are going to be on those lots. He then compared Azusa portion to Glendora. Ms. Lana Grizzell addressed Council expressing her opposition to the density to the Monrovia L. Grizzell Nursery Project and that it would be 17 times more than there is in Azusa now. Comments Ms. Dianne Walters, City of Glendora Planner, addressed Council stating that the City of Glendora D. Waiters still has concerns about the Monrovia Nursery Project, and that they are working with them and Comments City of Azusa staff to resolve those concerns. She stated that the issues are traffic impacts, drainage issues, railroad crossing and soil contamination; further that there is a need for more time to resolve the issues. Mr. Michael Tyner addressed Council stating that the Specific Plan for the Monrovia Nursery M. Tyner Project Is very vague. He stated that he is a member of Citizens for the Responsible Growth in Comments Lrusa and that they will begin a referendum if the Council passed the project as it is today. . Mark Davis addressed Council stating that he is against the project density and cited M. Davis densities in the surrounding cities. He would like a scale model of the project. Comments Mr. Sarmad Shammas addressed Council asking what is the vision of the City and that the lots S. Shammas sizes proposed for the Monrovia Nursery Project are too small and it Is too dense. Comments CONTINUED PUBLIC HEARING - to consider a General Plan Amendment from Conservation (C) Workshop and Rural ( R) to Specific Plan (SP), Zone Change from Single-family Residential, 10,000 sf lot Monrovia minimum (R-1-10,000) and Residential Agriculture (RA) to Specific Plan 6 (SP -6), adoption of the Nursery Monrovia Nursery Specific Plan, Vesting Tentative Tract Map 54057, and pre -zone for property project proposed for annexation located In the City's sphere of influence. Comments were made by Councilmember Stanford and Mayor Pro -Tem Hardison as to the Council attitude of the people that are addressing Council as well as their absence during the workshops Comments that were held regarding the project. City Manager Cole commented that he supports the project because he worked for three years City Mgr involving the community on how to get the project they wanted and on how to get the word out Comments on it. He provided additional comments. Community Development Director Bruckner addressed Council stating that the staff report Com Dev Dir contains responses to issues raised by comments from public and Council. He stated that much Comments of the information has already been addressed in the Final EIR. Discussion was held among the City Manager, City Attorney and Mayor Madrid regarding the Discussion Iarameters of the MOU/Agreement with the City of Glendora. They also spoke about the staff eport charts and the maximum number of homes proposed at this time, which is 1350. Community Development Director Bruckner addressed several concerns regarding the project Com Dev Dir and lengthy discussion was held regarding Tenth Street extension, school site, Fairmont Comments cemetery, park, street widths, noise and air quality during construction and conditions of approval to addressed those concerns. Lengthy discussion was held. Community Development Director Bruckner and City Attorney Martinez provided a detailed explanation regarding conditions of approval versus mitigation measures. City Manager Cole responded to questions regarding attached and detached homes in the Park City Mgr and Village Core Neighborhoods. Discussion was held between Councilmembers, staff and Homes, Consultants regarding the number of homes, attached and detached, acreage for homes and Parks space ranges involved. Discussion was held regarding how the park space requirements. Councilmembers questioned whether there were computer generated visuals of the project. Mr. Peter Carlson responded to the issue stating that they could present some renderings and computer images of the project, but, without houses, etc. and that there was a concern that some people would come back and compare the images to the plan and they do not know the exact plan for certain areas, i.e. Promenade District, at this time. He explained the tools they do have to work with at this time. After discussion, the majority of the Council did not want to have a computer simulation of the project. tl engthy discussion regarding Conditions of Approval, specifically, the Maintenance Responsibility an process, annual process, Cerritos Avenue going through Azusa Pacific University the evelopment and infrastructure phasing plan, the new fiscal impact report, public park dedication, 8fh street opening, Stein Lane traffic improvements. Moved by Councilmember Chagnon, seconded by Councilmember Stanford and unanimously carried that staff was directed to look into the option of opening up 8`h Street at Stein Lane. Discussion was held regarding the Garden Court and Village Core, and ,the density. Councilmembers directed staff to make several minor changes to these conditions. Community Development Director Bruckner addressed street widths; discussion was held regarding item number 12 and it was deleted along with item # 21 regarding bedrooms. With regard to Public Area Landscaping, Preliminary Plan, it was suggested that it be changed to be reviewed by the Director of Public Works and the Community Development Director. Mayor Madrid noted that with regard to the Palm Tree Preservation she would like to change the number of years that they will live before they are transplanted to 5 instead of 10. Councilmember Rocha voiced concerns regarding Sierra Madre under crossing lighting, security gates, length of tunnel and entrance shrubbery. Councilmember Chagnon addressed the Parking Demand Study stating that in the Park neighborhoods, there is a need to have no overnight parking and that there is a need to have a permitted parking process instituted and that In the parking demand study the possibility should be looked at in the Village Core and sections In the Promenade; this will be addressed in the On -Street Parking Management Plan. City Manager Cole responded to the questions posed by Mayor Madrid and Councilmember Chagnon regarding the Vosburg house and design tandar Is After discussion, it was noted that the following language be included, "Before it is isturbed, the entire site must be video taped", to go with item #50, Cultural Resources. ouncilmember Chagnon suggested that prior to final approval that there will be a MOU, Development Agreement or Condition of Approval regarding the Fairmont Cemetery. She also addressed Air Quality/Dust Reduction #5, Water active sites twice daily, suggesting that they add "or more if needed". Councilmember Hardison added that there are other items there that address street sweeping, etc and that they all need to add "or more if needed". With regard to #G, suspend all excavating and grading operations when wind speeds exceed 25 mph, it was suggested to add "and water to minimize dust, and then stop". 01/28/03 PAGE TWO Carlson Response Discussion Several items Staff to look Into opening 8th @ Stein Discussion Comments Clarifications & Explanation Council Comments Councilmember Chagnon addressed Construction Noise, adding the following: 1) All residential Additional units "All addresses", 2) "1,000 feet of within sensitive receptors", 4) "from dwellings or sensitive Council receptors", 5) "add Monday -Friday, B. Notations on the front sheet of grading plans, etc., Comments Suggestion, "have a letter in the file" further, that a list of sensitive receptors be placed on the front of the file, she wanted to make sure what's happening in the field matches the grading plans in the file. Community Development Director Bruckner explained the process. Councilmember Chagnon addressed Electrical Facilities Installation, with regard to transformer Disc. Elect pad, etc., she would like this as well as Private Lighting Facilities to go through the City's Utility Fac Install department for review. Discussion was held regarding the Cerritos Avenue extension, pop outs at the intersections and Discussion what type of language should be had to encourage use of the pop outs, proposed recreation cility in the Village Core and its' membership, dealing with common area landscaping, landscaping plan, standards, etc. Staff and Consultants responded to questions. It was consensus of Councilmembers to recess: Time of Recess: 9:53 p.m. Recess The City Council reconvened at: 10:04 p.m. Reconvened Moved by Councilmember Stanford, seconded by Councilmember Stanford and carried to delete Delete all reference to the Cerritos connection through to the Monrovia Nursery project, to the General Cerritos Plan. Mayor Madrid dissenting. Connection City Manager Cole advised that the cap of homes is 1350 and condition one should be amended City Mgr to 1350. Comment Councilmember Chagnon suggested to him to pencil in that number. She also re -iterated that Chagnon there are no apartments in this project. She also noted all the projects that she has supported Comments since she has been in office. Moved by Councilmember Chagnon, seconded by Councilmember Stanford and unanimously Adjourn carried to continue the issue to Monday, February 3, 2003, regular Council meeting. 2/3/03 It was consensus of Councilmembers to adjourn.
