MINUTES OF THE CITY COUNCIL
AND THE AZUSA REDEVELOPMENT AGENCY
SPECIAL MEETING
MONDAY, MAY 12, 2003 - 6:30 P.M.
The City Council/Redevelopment Agency of the City of Azusa met in Adjourned Regular session, at
the above date and time in the Azusa Light and Water Department Conference Room located at
729 N. Azusa Avenue, Azusa, California.
Mayor Madrid called the meeting to order. Call to Order

Transportation Manager MacKay provided a presentation regarding the Transportation Division. P. MacKay
The following Is a summary of the report: The Transportation Division provides services for Dial -A- Update on
Ride, Fixed Route, Metrolink Shuttle and Pass Subsidy Programs for Foothill Transit, Metrolink, Transp.
resident and business. Dial -A -Ride Services has been in operation since 1978, eligibility: age 60 Program
years or over or certified disability, cost is $.50 up to bordering cities, and $1.50 beyond. Trends in
ridership were noted as well as program budget. Metro Link Services cost per ride is $6.90 -
$7.70, in operation since 1998; program budget was presented as well as the statistics for
ridership. The Bus Pass Subsidy service was presented and detailed. Discussion was held
regarding Prop A and Prop C Funds and what they pay for, as well as the AQMC Fund. Mr.
Mackay detailed the history of the Transportation Fleet and its status. In evaluating the Dial -A -Ride
Service and although it provides mobility to most restricted population and has lower equipment
replacement/maintenance cost, it is more expensive to ride. The Metrolink Shuttle earned the
AQMD Model Community Achievement Award in 1998, it is access link between the City and
Covina Metro Link Station, It decreases traffic congestion in the City, is moderate cost per ride, has
lower equipment replacement/maintenance cost and is eligible for other AQMD/Fransportatlon
Grants; it is perceived as a 'luxury" service. The Fixed Route Is the lowest cost per ride, most
tlhyation serviced, but has higher equipment replacement/maintenance cost, has liability issues.
discussion was held between Council and staff regarding the four transportation programs Discussion
and it was recommended to eliminate the Fixed Route program. It was consensus that a survey be
conducted and that as of June 30th the Fixed Route Program be eliminated pending survey results.
Discussion was held regarding the Kincaid Pit. Community Development Director Bruckner Discussion
addressed the issue providing details; he stated that a developer has been sharing ideas to create a Kincaid Pit
Kincaid Plaza north and south of the pit, due to the freeway. He stated that there are issues with
drainage, access, jurisdictional, fill material and billboards. Concerns were raised regarding the
billboards, as they were supposed to be gone by the time the property was developed.
Additional discussion was held regarding the Foothill Shopping Center as Mr. Radford is proposing
developing the Kincaid Pit.
It was suggested that staff go out into the surrounding community in the Foothill Shopping Center Suggestion
to see what they would like to see In the area.
Discussion was held regarding the Azusa Chamber of Commerce Contract. It was consensus that Discussion
Councllmembers Chagnon and Hardison and two staff members be a committee to oversee the C of C
contract. Contract
