MINUTES OF THE CITY COUNCIL
ADJOURNED REGULAR MEETING
MONDAY, MARCH 22, 2004 - 6:30 P.M.
The City Council of the City of Azusa met in Adjourned Regular session, at the above date and
time at the Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa,
California.
Call to Order
Mayor Madrid called the meeting to order.

City Manager Cole, Assistant City Manager Person, Deputy City Manager Gutierrez, Captain
Garcia, Chief of Police Davis, Assistant Director of Resource Management Tang, Assistant Utilities
Director Kalscheuer, Director of Public Works Nakasone, Utilities Director Hsu, Director of Human
Resources Hanson, Community Development Director Bruckner, ACEA Representative Vasquez,
mecreation Superintendent Yugar, Director of Park Planning and Development Noriega,
formation Services Manager Graf, Deputy City Clerk Toscano.

City Manager Cole addressed the issue of Results Based Budgeting detailing the history of it as well City Mgr
as the current budget status. He asked that he be allowed to prepare budgets based on Scenarios Comments
A and B, which he pointed out doesn't mean approval or denial. Workshop was held with Joan
Singleton of the Tax Review Task Force providing and update on their findings. She recommended Tax Review
Scenario B and added that a business license restructure could be looked Into. Tax Force
Director of Public Works presented a plan stating that Parks staff could save money by freezing a Dir Pub Wks
position, maybe transition one position to Light and Water Department, defer vehicle amortization, Comments
but that there Is still a need for additional funding. Discussion was held regarding the Parks Alternatives
Division, the need for park maintenance, West coast Arborists, and other alternatives, i.e. furloughs.
Discussion was held regarding Scenarios A & B, and the possibility of a tax measure.
Moved by Mayor Pro -Tem Stanford, seconded by Councilmember Hardison and unanimously Bring back
carried to direct the City Manager and Assistant City Manager to prepare a budget based on A Budget
measure b and then prepare a budget of what be funded/bought back If need be, and to look into
the possible of furloughs. It was consensus to come back in the first meeting of April 26'.

City Council recessed at 8:55 p.m., and reconvened at 9:20 p.m. No action was taken.
It was consensus of Councilmembers to adjourn. Adjourn
