' MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, APRIL 12, 2004 - 6:30 P.M.
The City Council of the City of Azusa met in Special session, at the above date and time at the
Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa, California.
Mayor Madrid called the meeting to order

City Attorney Martinez, City Manager Cole, Assistant City Manager Person, Community
Development Director Bruckner, Assistant Community Development Director Onaga, City Clerk
Mendoza, Deputy City Clerk Toscano.

City Council recessed to Closed Session to discuss the following: Closed Sess
SONNEL EMPLOYMENT EVALUTiON (Gov. Code Sec. 54957). Employee Appointment Interim Psnl Emp
C11T Manager/Evaluation. The City Council recessed at 6:33 p.m. and reconvened at 7:02 p.m. No Rpts
City Attorney Martinez advised that there was no reportable action taken in Closed Session.
Mr. Kevin MacDonald, Attorney for Vulcan Materials addressed Council stating that staff should IC MacDonald
place in the Draft General Plan language that allow the Planning Commission and Council tools to Vulcan Materials
address future applications of the quarries. He stated that he would offer the language in a letter Comments
that he will submit at a later date. City Manager Cole responded stating the Importance of
addressing the community's concern regarding mining. Additional discussion was held.
Mr. Nick Rosales, of Regent Property Management, addressed Council submitting a request for N. Rosales
proposed zone changes in the general plan for the property located at 1501 N. San Gabriel Comments
Boulevard. He stated that the property owner is proposing to have a mixed use at that location
and plans to have senior housing, convenience stores, coffee shop, dry cleaner, delicatessen, and
professional office space. Discussion was held among Councilmembers, staff and Mr. Rosales
regarding the feasibility of his proposal and zoning In that area.
Director Community Development Bruckner Introduced the Environmental Impact Report for the Dir Com Dev
General Plan and Mr. Terry Hays presented the specifics of the EiR and answered questions posed. &T. Hays
