MINUTES OF THE CITY COUNCIL

SPECIAL MEETING
MONDAY, APRIL 26, 2004 — 7:53 P.M.
The City Council of the City of Azusa met in Special session, at the above date and time at the
Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa, California.
Mayor Madrid called the meeting to order.

The City Council recessed at 7:54 p.m. and reconvened at 8:23 p.m. Recess/reconvene
Moved by Mayor Pro -Tem Stanford, seconded by Councilmember Chagnon and carried that Robert R. Person appoint
son be appointed Interim City Manager at Step 2, until June 30, 2004 and that Julie Gutierrez As Int City Mgr
n be appointed as City Manager effective July 1, 2004. Mayor Madrid dissenting. J. Gutierrez 7/1
Mayor Madrid announced that Leroy Harris Kelly III died in Iraq over the week end and asked that Memory of
the meeting be adjourned in memory of Mr. Kelly. She stated that the viewing will be on April 29, Leroy Harris Kelly
2004 and he will be buried at Forest Lawn on April 30, 2004. Councilmember Rocha announced III
that there will be a citywide observance at City Hall on May 15, 2004. Councllmember Stanford
advised that he would purchase a veteran's block for Mr. Kelly.
Interim City Manager Person presented his recommended operating Budget for Fiscal Year 2005,
with enhancements and budget cuts identified as Scenarios B. He pointed out the following
assumptions: 1) No tax measure would be placed on the ballot, 2) Remaining reserve will not be
regarded as a source of revenue to balance the budget, 3) Cuts should focus on Internal
administrative functions and not external delivery services to the community, 4) General Fund
subsidies of programs, events, organizations, and individuals be eliminated where possible, 5) Fee
and revenue enhancers be carefully and realistically evaluated in order to not out -price ourselves
out of what are currently saved in revenue sources, etc. (all funds pay for their fair share of
services), 6) that every effort be made to minimize job loss through assistance and i.e. job
placement/golden handshakes, etc. He then went through highlights of the proposed
program/activity reductions and answered questions posed by Councilmembers.
Mr. Kevin Murphy of Phase II Systems provided a detailed presentation on the proposed PARS
�Iden handshake. He noted that retirement packages would be custom designed. He answered
estions posed by Councllmembers.
Deputy City Manager Gutierrez presented an overview of the General Fund Balance and Reserve.
She also presented a Financial Plan for the next five years. Lengthy discussion was held between
Councilmembers and staff.

It was consensus of Councilmembers to adjourn to Thursday, April 29, 2004, at 6:30 p.m. at the Adjourn to
Azusa Light and Water Conference Room. 4/29/04
