MINUTES OF THE CITY COUNCIL

SPECIAL MEETING
MONDAY, APRIL 29, 2004 — 6:30 P.M.
The City Council of the City of Azusa met in Special session, at the above date and time at the
Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa, California.
Mayor Madrid called the meeting to order.

PRESENT: COUNCILMEMBERS: HARDISON, STANFORD, ROCHA, CHAGNON, MADRID
ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT:
Assistant City Manager Person, Deputy City Manager Gutierrez, Community Development Director
Bruckner, Chief of Police Davis, Captain Gonzalez, Information Systems Manager Graf -Gaynor,
Administrative Assistant Cravens, Project Manager Ruiz, Captain Garcia, Assistant Director of
Resource Management Tang, Director of Public Work Nakasone, City Librarian Tovar, Director of
Human Resources Hanson, Director of Recreation and Family Services Jacobs, Human Relations
Commission Coordinator Parker, City Clerk Mendoza, Deputy City Clerk Toscano.
BLIC PARTICIPATION
None.
Interim City Manager Person introduced his recommended operating budget for 2005 and
provided an overview of the assumptions he had listed at the last meeting. Deputy City Manager
Gutierrez referred to the Program/Activity Reduction Amounts and Revenue Enhancements,
detailing each Item listed.
It was consensus of Council to recess at 8:10 p.m. The City Council reconvened at 8:20 p.m.
Testimony was received from t4—following persons: Mercedes Cortez, President of the Chamber
of Commerce noting that even though the Chamber budget is being reduced by $25,000, they will
still received $75,000. Ria Benbow of the Senior Center Advisory council spoke in favor of
subsidizing Senior meals stressing the importance of the meals for Seniors. Irene Bonsangue
offered alternative to laying off of eliminating any Records Clerks in the Police Department. Tony
Alvarez of Azusa Youth Program spoke in favor the program stating that the money generated puts
money back into the Azusa Youth. Richard Gomez stressed the Importance of the Pony League to
the children of Azusa. Peggy Martinez questioned why the Chamber funds are being used for
salaries. Rick MacDonald spoke in favor of the HRC staff and the issue of hate crimes. He asked
that they reconsider eliminating the HRC Coordinator. No Action was taken on this item at this
time, It was continued to a Special Meeting of May 5, 2004.

The City Council recessed at 9:08 p.m. The City Council reconvened at 9:45 p.m.
There was no reportable action taken In Closed Session.
It was consensus of Councilmembers to adjourn.
