MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, SEPTEMBER 13, 2004 — 6:30 P.M.
The City Council of the City of Azusa met in Special session, at the above date and time at
the Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa,
California.
Call to Order
Mayor Madrid called the meeting to order.

of the Foothill Shopping Center into a mixed-use project with an appropriate amount of

quality housing. He talked about the shopping center as it currently exists and the

proposed changes which consisted of pocket park & landscaping, commercial elevations,
and residential elevations. He noted that an Albertson's market is being proposed;
discussion was held regarding the proposed market as well as the proposed townhouses.

aspect of the development and responded to questions posed.
Residential
Assistant City Manager Person provided a historical background of Block 36. He talked Assist City Mgr
about the CBD zoning, amortization period of twenty, the Request for Proposals in 2003 Block 36
that have since expired. He summarized the process that is needed in that area, i.e. deal
with Wimpys which is a non -conforming use, determine the difference between tenancy
and ownership, appraisal process, issuance of official copy of owner participation rights to
occupants, parking issues, etc. He and Mr. Mike Hennessey then presented a product
sampling power point regarding The Hennessey Group, proposed developer for the
development of Block 36, which would be a mixed use with retail space and housing units.
City Attorney Carvalho responded to concerns of Mayor Madrid regarding possible conflict S. Carvalho
of Interest with Mr. Hennessey, due to the fact that he was the former Director of Responded to cc
Redevelopment for the City of Azusa. She stated that two issues were analyzed; under the Re: possible Con
Political Reform Act and Government Code Section 1090, and found that Mike Hennessey Of Interest
has not conflict under these provisions. She stated that during that time, Mr. Hennessey
was advised to seek his own Counsel, if needed.
Economic and Community Development Director Hightower addressed Council providing S. Hightower
an update regarding the Kincaid Pit stating that she has gathered proposal requirements, Comments re:
project description and selection process/panel and the issue of the billboard. Discussion Kincaid Pit
was held regarding the billboard Issue as well as the City of Irwindale as It relates to the
Kincaid Pit. It was consensus of Council to set up a joint meeting with the City of Irwindale
to talk about the Kincaid Pit proposed development.
It was consensus of Councllmembers/Boardmembers to adjourn. Adjourn
