MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, SEPTEMBER 20, 2004 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.

PUBLIC PARTICIPATION Pub Part
Mr. Jeff Valenzuela of the Rotary Club of Azusa presented a check in the amount of $500 to the Rotary gift
Lee family to go toward the purchase of a DOC Band for their son, Steven. To the Lee
Family
Ms. Judy Hullinger, a volunteer of the Friends of the Library announced the Library Centennial J. Hullinger
Event to be held on Sunday, September 26, 2-4 p.m. in the Azusa Library. She stated that there Library
will be short speeches and stories about the history of the Azusa Library. Centennial
Ms. Ginny Dadaian, Director of Community Relations of Azusa Pacific University addressed G. Dadaian
Council introducing Kristin Gurrola, of Azusa Pacific University who introduced the tutors of the Azusa Reads
Azusa Reads Program and provided an update on the program.
Mr. Jim Rose, Past Commander of the Veteran's of Foreign Wars read into the record a poem J. Rose
regarding the American Flag. Comments
Ms. Lana Grizzell addressed Council expressing sorrow and sadness over the recent loss of L. Grizzell
several outstanding lifelong residents of the City of Azusa. Comments
Mr. Greg Ahern, Coach of the Azusa High School Football Team, addressed the issue of G. Ahern
fireworks in the City, expressing the need of the sale of safe and sane fireworks to non-profit Comments
organizations. He stated that fines for use of illegal fireworks do not work, but, that they need
to be stopped at the borders. He offered other suggestions to address the problem.
Mr. Gilbert Becerrill of the Pathfinder Ministries advised of a meeting that will be held in front of G. Becerrill
City Hall on October 30th, regarding the Viet Nam Moving Wall coming back to Azusa and other Comments
issues. He thanked the City Council for the $1,000 for the purchase of American flags. He
advised that there is a need for additional arches for the WWII Memorial. He announced a
'Thanksgiving Dinner on November 20`h, at the VFW Post, where veterans from all over will come
to dinner. He then responded to questions posed from Council regarding an addition to the
monument on City ground, stating that it was discussed when creating the existing monument
and Councilmember Rocha, as a member of the Veteran Committee, advised that all are aware
that the issue will have to come back to the Council for approval,

Dr. Alan M. Kurz, Areas Medical Director provided an update on the West Nile Virus. He A. Kurz
introduced his assistants, Ms. Jennifer Beldon and Albert Eugins. He then answered questions West Nile
posed by Councilmembers regarding the problem.

Hospitality, addressed Council introducing the Honored Citizens, who were as follows: Caroline

Cruz and Joe Rocha, the Honored Citizens. Parade Chairman Joe Guarrera provided an update

on the parade to be held October 9th and Ms. Peggy Martinez listed the event to be had during

Mr. Dan Simpson addressed Council presenting suggestions to address illegal fireworks in the

was a good idea as well as other Councilmembers. The item was referred to the Park and
Recreation Commission. Mayor comments. Suggested that this issue be addressed peacefully,
in order to have a peaceful 41h of July.

Mr. Ron Whalen of 310 N. Alameda addressed Council requesting a ten year business license.

He stated that he would like to sell the business which is zoned R-2, although they have used it

use. He detailed the history of the building and explained that he wished to sell the building.
Lengthy discussion was held between Mr. Whalen, Councilmembers, staff and City Attorney

Mr. Jerry Martinez, Commander of the Azusa American Legion, addressed Council regarding

regarding Bingo. He was also informed that the City will be paying $1,000 for the purchase of

Virus
Councilmember Chagnon announced the sale of tickets for the Golden Days Luau, sponsored by Chagnon
the Azusa Woman's Club. She also read into the record a letter from Honored Community Hero Comments
at the Los Angeles County Fair Jeffrey Cornejo thanking all who participated in the event and
making his day so special.
Councilmember Rocha requested that the meeting be adjourned adjourn in memory of Adolph A. Rocha
Solis. He noted that earlier in the meeting, several Azusa servicemen were honored for returning Comments
from Iraq, and others that are still in Iraq. He Invited all to join in the tree planning at Atlantis
Gardens on October 2, 2004 at 8 a.m. He stated that the Jr. All American Football League is
Inviting Council to a function honoring Fire and Police personnel also on October 2n°. He
mentioned the strong partnerships between APU, AUSD and City of Azusa, i.e. Citylinks and a
free tutoring program at Azusa High School on Tuesdays, Wednesday and Thursdays, from 6-
7:30 p.m.
Mayor Pro -Tem Stanford and his wife Beverly will be purchasing the headstone for Leroy Harris Stanford
and expressed his condolences to the family of Adolph A. Solis. Comments
Mayor Madrid expressed her sympathy with regard to Adolph A. Solis and shared how he was an Mayor Madr
encouragement to her. She announced that Jimmy Santiago Baca, a writer of Latino/Apache Comments
decent, who learned to read in prison, will be a guest of the City of Azusa Literacy Program, and
will be in having a program tomorrow in the Civic Auditorium. She asked that the meeting also
be adjourned in memory of Lillian Alvarez, who also passed away.

PUBLIC HEARING —to consider an amendment to the existing Conditional Use Permit C-89-20 Pub Hrg
& P-89-181 for Vulcan Materials/Azusa Rock, 3901 Fish Canyon, Azusa, California.
The Mayor declared the Hearing open. The City Clerk read the affidavit of proof of publication Hrg open
of notice of said hearing published in the Azusa Herald on September 9, 2004.
Moved by Councilmember Hardison, seconded by Mayor Pro -Tem Stanford and unanimously Hrg continu
carried that the Public Hearing be continued to the meeting of October 4, 2004. To 10/4/04
Director of Public Works Nakasone provided an update on the Woman's Club Improvement Dir of Pub W
Project stating that there have been many problems with the project which included exposed Update on
gaslines underneath the building, wires that were damaged, unexpected sewer line, etc. and that Woman's CI
this has caused the need for additional funding in the amount of $165,000, for the project. He Improvemen
also talked about the structural Improvements.
Moved by Mayor Pro -Tem Stanford, seconded by Councilmember Rocha and unanimously Woman's CI
carried to approve additional funding for the Woman's Club Improvement Project from its improvemen
current level of $604,029 to $764,029 by authorizing a Budget Amendment Request Project
transferring $160,000 from the Endowment Fund Balance Account (49-00-000-000-3601) to Add'I fundin
the Woman's Club Improvement Project Account #22-80-000-662-7130-6603B. Approved
Moved by Councilmember Rocha, seconded by Councilmember Chagnon and unanimously $1,000 to
carried to authorize $1,000 to be paid to the American Legion Post 180 for the flags in the City American
of Azusa from the Scholarship Fund (Account # 10101 100007050). Legion Flags
The CONSENT CALENDAR consisting of Items V-A through V-1 was approved by motion of

Councilmember Rocha, seconded by Mayor Pro -Tem Stanford and unanimously carried, with the

F. The Azusa Reads, Off -Campus Federal Work -Study Program Agreement with Azusa Pacific Azusa Reads
University was approved and the City Manager was authorized to sign the Agreement. APU Agmt
G. Approval was given for the addition of a non -classified part time City Engineer position with PT City Engr
a salary range of $51.00 per hour to $63.00 per hours.
H. The Professional Services Agreement with Boghossian and Associates for Sewer Upgrades A,gmt w/
Project Design Work/Year #2 of the Sewer Master Plan was approved in the amount of Boghossian
$83,800.
