HomeMy WebLinkAboutMinutes - October 11, 2004 - CCCITY OF AZUSA MINUTES OF THE CITY COUNCIL I SPECIAL MEETING MONDAY, OCTOBER 11, 2004 - 6:30 P.M. The City Council of the City of Azusa met in Special Session jointly with the City of Irwindale City Council, at the above date and time at the Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa, California. Mayor Madrid called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, ROCHA, CHAGNON, MADRID ABSENT: COUNCILMEMBERS: STANFORD ALSO PRESENT: Also Present City Manager Gutierrez, Assistant City Manager Person, Public Information Officer Quiroz, Deputy City Clerk Toscano. Irwindale City Council: Mark Breceda, Julian A. Miranda, Joseph F. Tapia, Mayor Pro Tem Rosemary M. Ramirez, and Mayor Mark A. Breceda. Irwindale Staff Members: City Manager Steve Blancarte, and Fred Lalante City Attorney. Invocation was given by Irwindale City Council Member Joseph F. Tapia. Invocation PUBLIC PARTICIPATION Pub Part None. None Irwindale City Manger Blancarte addressed the issue of the Kincaid Pit Project as it relates to S. Blancarte the cities of Azusa and Irwindale. He stated that staff has been working on a Requests For Comments Proposal and that the ultimate goal is for the highest and best retail use. Discussion was held regarding the filling of the pit, the bill rights, compaction, fill materials/products, and the whole fill operation, noting that Vulcan is one company in the area that has fill material. Mayor Madrid suggested that members review a report sponsored by San Gabriel Mountains and Rivers conservancy called the 606 Study, entitled: "Reconnecting the San Gabriel Valley: A Planning Approach for the Creation of Interconnected Urban Wildlife Corridor Networks", a theory of using the pits as a series for more wild life, habitat restoration and/or open space linkage. Discussion was also held regarding a previously created a non-binding Memorandum of Understanding and proposal of requirements for the Kincaid Pit. Some of the issues listed that need to be addressed are as follows: fill dirt, drainage, access, traffic, existing bill boards, details of grading, filling below grade level, financial assistance, percolation, and silt. Irwindale City Manager Blancarte, detailed the financial parameter between the two cities, discuss issues, i.e. fill tax, Irwindale's utility user tax, Azusa's utility, split sales tax depending on the area that is each city, pro -rata, bill boards, north pit; he stated that Irwindale Redevelopment Agency would like to purchase before the property before the sign company does and that Vulcan owns the property at this time. They want to purchase and land bank it and they would like to have options to keep or get rid of the bill boards. He stated that they have the funding available to purchase and are reviewing the appraisal at this time. The land is 60°h in Azusa and 40 % in Irwindale. Discussion Pit fill operation Madrid Comments Discussion Kincaid Pit MOU & Proposal Requirements S. Blancarte Financial Parame Dr. Ann Croissant of the Los Angeles County Rivers and Mountains Conservancy addressed the A. Croissant issue stating that the 606 document was created by a graduate study from Cal Poly, and on the Comments spine of the river in Azusa down to Whittier Narrows recommends different kinds of before and after scenarios; it was a laboratory project master's degree project. Mr. Morey Gouchek, a developer, addressed the issue asking who the lead agency on the project is M. and the response was that both cities are lead agencies. City of Azusa and maintenance, and stated that he is open to enhancements. CommentsGouche Additional discussion was held regarding the existing billboard owners, possible water issues with Comments County Standards, i.e. percolation, and the south/north pits and options available to both Irwindale Discussion Azusa with regard to purchase of the pits; Irwindale City Attorney Lalante advised that they Billboards and ve a timeline that Vulcan has suggested as the end of the year. It was noted that the billboard in ad North and South e City of Azusa has a conditional use permit on it with conditions that if the land is sold the pits billboard would be removed. Discussion was held regarding the possible purchase of the land C. Madrid where the billboards are located and the fact that a developer would like to continue to lease out Comments the billboard until a project is created. it was also noted that the cost of the lease for both & Cncl billboards in the north is three (3) times the land value. Additional discussion was held regarding Comments options for billboards in general as an advertising medium with possible revenue generating options. Items of Int Councilmember Rocha advised that the development of the pit has not been a number one priority in the City of Azusa and he needs additional information regarding financial assistance from the City of Azusa and maintenance, and stated that he is open to enhancements. Rocha Irwindale City Manager Blancarte suggested that Irwindale staff be directed to work on an RFP, Comments Request For Proposal, analyze it and see if It's doable. Mayor Madrid suggested that staff look at Azusa's economic concerns, the income stream that is S. Blancarte created and lost with regard to the billboards, and perhaps obtain the Cal Poly 606 Report; she Comments also suggested that the recharge station be displayed as a water feature for water runoff. Other Council members advised that they are open to all options. C. Madrid Comments It was noted that information would be provided as it becomes available and that other items of & Cncl 10nutual interest to be discussed at future meetings may consist of concerns regarding Irwindale Comments venue, Gold Line Station location, and Kincaid Pit.
