MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, NOVEMBERS, 2004 - 6:30 P.M.
The City Council of the City of Azusa met in Special Session at the above date and time at the
Azusa Light and Water Conference Room located at 729 North Azusa Avenue, Azusa,
California.
Mayor Madrid called the meeting to order.

CLOSED SESSION
The City Council recessed to Closed Session at 6:31 p.m. to discuss the following:

Title: Human Relations Coordinator
The City Council reconvened at 7:18 p.m. Mayor Madrid announced that there was no
reportable action taken in Closed Session.
Mr. Dean Engelhardt addressed Council expressing his opinion in favor of the San Gabriel
Valley Gun Club.
Mr. Ron Whalen and Mr. Russel of Russel Remodeling Contractor addressed Council
requesting that the non conforming use located at 310 N. Alameda, Azusa, be provided with a
10 year amortization period extension, as he is trying to sell the property. Assistant
Community Development Director Onaga responded stating that this is an agenda item that
will be discussed later in the meeting.
Mr. John Makowski addressed Council expressing his opinion in favor of the Gun Club.
Mr. James Glass addressed Council expressing his opinion In favor of the Gun Club.

Assistant Community Development Director Onaga detailed the City's policy for amortizing

nonconforming uses and advised that there are provisions extensions. He stated that there

nonconforming uses, 2) No amortization, and 3) Targeted amortization. He stated that he Is

nonconforming uses located within the geographic areas (i.e. neighborhood, districts, or
corridors) where transformation is most likely and desirable; and 2) the nonconforming uses
that are the most incompatible regardless of location, he detailed and discussion was held
' between Councilmembers and Staff regarding nonconforming uses.
Moved by Councilmember Stanford, seconded by Councilmember Hardison and
unanimously* carried to direct staff to include in the new Development Code abatement of

only the most incompatible nonconforming uses Citywide and all nonconforming uses In the
Downtown District and the Foothill Corridor with the Incorporation of Citywide

enforcement/amortization of all nonconforming uses (alternative 1) and targeted amortization

Development Code Project Manager Brownfield addressed the issue with the topic of the
Open Space, specifically, the Gun Club. She stated that the Gun Club is a nonconforming
use; the draft Development Code changed the Zone from Industrial to Open Space with a five Project Mgr Brown
year amortization period. She stated that the Planning Commission agreed with the Zone Comments
Change but recommended that the outdoor shooting range use be listed as a permitted use
under Open Space, a conforming use. Discussion was held between Councilmembers and
Staff regarding the issue. It was consensus of the Councilmembers to leave the zone change
for the Gun Club as Open Space; the Gun Club will remain a nonconforming use, with the
amortization period to be discussed at a later date.
Ms. Brownfield then displayed the proposed maps noting Open Space, (footnote is that a
hotel conference center is a permitted us in that area only), and Neighborhood Issues.
Lengthy discussion was held.
