MINUTES OF THE CITY COUNCIL
AND THE REDEVELOPMENT AGENCY
SPECIAL MEETING
MONDAY, NOVEMBER 29, 2004 - 6:30 P.M.
The City Council and the Redevelopment Agency of the City of Azusa met in Special
Session at the above date and time at the Azusa Light and Water Conference Room
located at 729 North Azusa Avenue, Azusa, California.
Mayor Pro -Tem Stanford called the meeting to order.

CLOSED SESSION
The City Council recessed to Closed Session at 6:35 p.m. to discuss the following:
EMPLOYEE EVALUATION (Gov. Code Sec. 54957)

The City Council reconvened at 7:33 p.m.
PUBLIC PARTICIPATION
None.
Development Code Project Manager Lisa Brownfield addressed Council and audience
stating that the following would be discussed during the meeting with regard to the
proposed Development Code: Neighborhood Issues: Neighborhood General, Corridor
Issue: Arrow Highway, District Issues: Phased Mixed -Use and Downtown Park Once,
Specific Use Issues: Telecommunication Facilities — Sign Regulations — Pole Sign and
Billboards, Residential Use Issues: Stacked Flats v. Courtyard Housing— Frontage Types
and Minimum Unit Size and Density Bonuses.

Comments
Ms. Brownfield described the Traditional, Transitional and Tract types of
neighborhoods and detailed the significance of the changes, Le. NG -I, etc.
Discussion was held regarding bars, taverns and nightclubs in Districts or Corridors. Add'I Comments
Ms. Brownfield advised that the definitions for bars and taverns could be revised to
Include food.
Assistant Community Development Director Onaga described the Phased Mixed -Use,
using the Foothill Shopping Center as an example and recommended that the changes L. Onaga
be incorporated into the Development Agreement. Comments
Mr. Onaga presented Park Once concept, pole specific issues, telecommunications, Onaga Con't
sign regulations, sign standards, the height of signs, and stated that the new Code
would only allow monument sign of 6' in height. He stated that billboards are
prohibited from the draft code and they will not be amortized.
Discussion was held regarding nonconforming uses and amortization time period.
Staff proposed that amortization time for the Downtown be 20 years, Specific Uses Discussion
Development Code proposed 5 years and the Gun Club be 5 years or 18 months.
' The following persons expressed their opinion regarding nonconforming uses and the
San Gabriel Valley Gun Club: Jim Yenyal expressed his opinion regarding the Azusa
Pawn Shop, he stated that he would like a time frame, and or extension. Sandra
Rentchler William Coats James Yang, and Russ Remsler expressed their opinion
against the San Gabriel Valley Gun Club. Mr. Xavier Hermosillo, representing the San
Gabriel Valley Gun Club addressed the nonconforming use of the Gun Club and stated
he would like to work with the City on a mutual agreement to keep the Gun Club in
operation.
It was consensus of Councilmembers to agree with staff recommendation regarding
non -conforming uses as follows: Downtown — 20 years, Specific Uses Development
Code — 5 years and the Gun Club was suggested as 18 months.

Additional discussion was held regarding residential uses and design guidelines,
density bonuses, banners & pendants, neon signs, and chain links fences.
Agenda Item regarding the Workshop on Redevelopment Bond Financing was not held
at this time.
It was consensus of Council members to adjourn.
