MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, MARCH 7, 2005 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time In the
Azusa Auditorium.
CEREMONIAL
Ceremonial
Ms. Helen Clark, President of the Azusa Woman's Club presented a check in the amount of Azusa Woman's
$365.00, to the Veterans of Foreign Wars (VFW) to help defray the cost of maintaining the Club presented
American Flags on Foothill Boulevard and Betty Hughen of the Azusa Woman's Club presented a Check to VFW
check in the amount of $50.00 also to the VFW to entertain the Veterans who are brought to the
VFW at Christmas time for dinner, Mayor Madrid accepted on their behalf.
The entire Council presented a proclamation to Judi Phipps, Brownie Troop Leader, 938, Laura
Robinson, Junior Troop Leader 907, and Bryanna, Amanda, and Lauren Robinson members of
the Girl Scouts, in celebration of the Girl Scout Birthday. The Girl Scouts presented
Councilmembers with boxes of Girl Scout cookies.
The entire Council presented a Resolution to Public Information Officer Martin Quiroz and the
Clean and Green Committee, proclaiming the month of April as Clean and Green Month. Mr.
Quiroz announced that all bulky Items can be put out during that month, there will be a
household hazardous waste roundup on April 161hat Northrup Grumann and the disposal of Junk
cars or motorcycles can be done during the month by calling Azusa Police Department, notice
will be sent to all households. He also announced the new program that will be forthcoming
entitled Online Materials Exchange Website. Ms. Maria Salazar announced that Sister City will
be having a yard sale on the week end of April 23rtl and 24h, at the Sister City House located at
795 N. Dalton.

City Attorney Carvalho announced that the City Council directed the City Attorneys office to City Attny
defend the noted cases and report back to Council. Comments
Mayor Madrid called the meeting to order and Councilmember Hardison led in the Salute to the Call to Order
Flag.

PUBLIC PARTICIPATION
Mr. Robert Aschenbrenner addressed Council expressing his opinion in favor of the San Gabriel
Valley Gun Club and objecting to the proposed closure. He commended the Azusa Police
Department for traffic control on Citrus and Alosta; he requested that Council consider putting a
turn signal at Foothill and Citrus.
Mr. Mike Lee addressed Council wishing all good luck in the election and urged all to vote. He
noted that the polls are open from 7 a.m. — 7 p.m. He expressed his concern regarding election
materials that have been distributed by Save Azusa Committee.

Mr. Robert Donnelson •addressed Council expressing his disgust regarding the Save Azusa R. Donnelson
Committee who is passing out the negative election literature. He stated that he is in favor of Comments
Military and Police, contrary to what the flyers are stating; he noted several other
misrepresentations put out by the Committee.
Mr. Joseph Carmona addressed Council and the entire City of Azusa for the great support they J. Carmona
have given the troops of the war in Iraq. He thanked them for the Care Packages, etc., with a Comments
special thanks to Councilmember Rocha. Councilmember Rocha responded with thanks as well
and advised that it's through the soldier's efforts that we are all here.
Mr. Art Morales addressed Council urging all to get out and vote in the March 8, 2005, election. A. Morales
He reminisced about his time in the service many years ago and about his target practice at Comments
Burro Canyon. He stated that he nominated Joe Rocha to the Veteran's Committee.
Ms. Stephanie Mills addressed Council urging all to get out and vote. She also expressed her S. Mills
opinion regarding the Gun Club. Comments
Mr, Angel Carrillo addressed Council thanking Mayor Madrid and Councilmember Stanford for

Mrs. Barbara Dickerson addressed Council inviting all to participate for the fundraising effort for

REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates
Mr. David H. Lewis, Counselor/Drama Teacher of Azusa High Drama Class addressed Council D. Lewis
requesting sponsorship to take twenty-two students on a historical and musical theater AHS Drama
excursion to New York. He introduced jasmine and Savannah students of the Drama Class and Teacher
stated that they have raised $23,000 so far, and their goal is $45,000. Moved by Mayor Pro -
Tem Stanford, seconded by Councilmember Rocha and unanimously carried to donate $50 per
student, which would amount to $1,100 and staff was directed to look into the Scholarship as
well as Firework fund to see what is available.
Councilmember Hardison — Possible Call Up of Planning Commission Decision regarding Precise

Hightower addressed the issue stating that this is in regards to the Talley Building and a Planning
Talley build
Commission decision regarding a revised plan eliminating the third floor. She advised that the
elevator
item went before the Planning Commission on February W and with the third floor there was a
requirement of an elevator, without It the California Building Code says they would exempt the
requirement, but the Planning Commission wants the elevator included.

Councilmember Stanford announced the fundraiser for Homework House and urged all to attend Stanford
or support and the contact person is Jan Wickershan. He reminisced about his time in Azusa Comments
noting his participation in the fight against hate crimes, regional participation his service, COG,
Foothill Transit, decorum on the Council, Mountain Cove, and Monrovia Nursery Project. He
voiced his objections to mailers for Save Azusa Committee. He thanked Azusa stating it has
been an honor to serve.
Councilmember Chagnon expressed her disgust at the recent mailers that have gone out from Chagnon
the Save Azusa Committee. She then announced the UMAPA Dance on Saturday, March 12th, Comments
and expressed best wishes to Stanford and Madrid, and asked that the meeting be adjourned in
their honor.
Councilmember Rocha requested that the meeting be adjourned In memory of Joseph Beam Rocha
Lujan and Marie Philleo. He urged all to vote tomorrow, and to support Homework House. He Comments
announced the American Little League Opening Day on Saturday, March 12, 2005 and that
Azusa National Little League is having opening Day on March 19, 2005. He expressed thanks to
his colleagues Mayor Madrid and Mayor Pro -Tem Stanford for all they have been through
together.
Mayor Madrid expressed thanks to all, stating that her times as Mayor and as a Councilmember Madrid
have been wonderful; she reflected on her 13 years in office and stated that now she Is ready to Comments
take her place in the history of Azusa. She recognized her colleagues for helping her develop
patience and compassion; she thanked city employees, organizers of her party, and stated she
will miss us. She thanked her two children for sharing their mom with the community, and
thanked the voters of Azusa.
The CONSENT CALENDAR consisting of Items V-A through WE was approved by motion of Consent Cal
Councilmember Chagnon, seconded by Councilmember Rocha and unanimously carried. Approved

B. Human Resources Action Items were approved as follows: Human Res.
Merit Increase and/or Regular Appointment: T. Patlogar, R. Landeros, and S. Callebs. Action Items
New Appointments: E. Flores, Police Officer Trainee, pending physical. Approved
Flexible Staffing Promotion: M. Bowman, Water Distribution Worker 11.
' C. Contract amendment for the Gold Line Downtown Station Planning Grant was approved and Gold Line
awarded to Community partners doing business as Southern California Transportation and Downtown
Land Use Coalition (SCTLC), now know as Transportation and Land Use Collaborative Ping Grant
"TLUC". TLUC
D. Side Letter agreement for Azusa City Employees Association (ACEA) and the Laborers Side Ltr Agmts
International Union of North America Local 1082 (Laborers) for "status quo" contracts dated ACEA 8.
August 1, 2004 through July 31, 2005. This is a one year extension to the existing Laborers 1082
Memorandum of Understandings (MOUS). The City agrees to provide a 1.8% Increase In
base pay for those classifications covered by these MOUS.
