Mr. Mike Lee addressed Council expressing concern regarding a recent newspaper article M. Lee
regarding the Department of justice and its accusations regarding the City's non-compliance Comments
with Voting Rights Act. He noted that the City Clerk is highly regarded and he didn't like the way
the issue was portrayed. He also commented on an incident in Los Angeles and the bad
publicity towards the LAPD.
Ms. Maria Salazar, President of Azusa Sister City, and Marti Villanueva, representing Gladstone M. Salazar
High Band Boosters, and the Deacons, addressed Council expressing appreciation for educating Comments
the public regarding safe and sane fireworks. She stated that the Azusa Police Department did a
great job patrolling and providing information to the booth personnel. She stated that she
recommends that in the future fireworks are only sold to 18 year olds, to shorten the time span
for purchasing fireworks and for fireworks only on the 41h of July.

Park Supervisor Chavez responded to concerns regarding weed abatement of median islands

north of Sierra Madre. He stated that the Bruce Dixon planted located in that area has been

Infected with a parasite, which has blown off the mountain locally. He stated that staff will be
removing the parasites. He also talked about the other plants in that area that goes dormant
'and green up when in season.
Mayor Chagnon presented a Yard Sale Permit Proposal, detailing the process and the outcome. Chagnon
She stated that yard sales in April are free, but are counted towards the two allowable yard sales Comments
per year. She proposed that the City offer two free yard sales, the one in April, with no need for Yard Sale
a permit as well as one in October with no need for a permit which would eliminate Permit
administrative and code enforcement costs. She recommended that the Public Information Proposal
Officer do the advertising to let the public know when the free yard sales are coming up. She
also recommended that with regard to regular yard sales, that a report be generated each week
end for code enforcement personnel so that they can be aware of who and who doesn't have a
permit for a yard sale and follow up accordingly, if needed. She noted that if people take
advantage of the two free yard sales and two paid yard sales they would pay $10 per yard sale
per year.
Councilmember Rocha expressed his concern regarding the cost and announced the results of a Rocha
survey of surrounding cities with regard to yard sales as follows: Baldwin Park — four free yard Comments
sales a year, Duarte — two free a year, Glendora - two free a year, La Puente — two free a year, Yard Sales
San Dimas three free a year, West Covina, - three free a year, and Covina - $5 two times a year.
He agreed with Mayor Chagnon's proposal of four yard sales per year, two free and two paid
per year, but at a cost of $5.
Discussion was held among Councilmembers regarding the issue of yard sales. Concern was Council
expressed regarding the City of Azusa charging a higher fee then other cities as well as Discussion
'comments that the other cities may be charging too little. It was recommended that staff advise
on what the basis for the fee Is, work with the GIS System to drop cost of the permit and /or if it
could be reduced, perhaps the yard sale permit could be obtained via the City's Web Site, do a
trial run and see if administrative costs have gone down due to the current proposal.
Moved by Mayor Pro -Tem Hardison, seconded by Councilmember Hanks and carried to Yard Sale
approve the Yard Sale Permit Proposal submitted by Mayor Chagnon, with the addition that the Permit Prop
program be monitored for one year to see how it is working. Councilmember Rocha dissented Approved
due to the $20 yard sale permit fee.

Councilmember Rocha announced that theAAzusa High Drama Club'will behaving a Car Wash on Rocha
Saturday, July 23, 2005; they are raising funds for a trip to New York on July 30th. He also Comments
announced that earlier in the meeting Council welcomed home Joseph Carmona from Iraq and
expressed appreciation to Michael Ambrosia who will be leaving soon to Iraq. He noted that
Sergeant Carmen Sanchez left for Iraq on Sunday. He advised that he will be meeting with the
City of Chino staff regarding the collection of $1,000 fee for fireworks violations; he advised that
he would come back with a report on September 19d' meeting.
Mayor Chagnon thanked all associated with graffiti clean — up at the ball field at Gladstone Park. Chagnon
She advised that Slauson Park has also been tagged and that it will be cleaned up. Comments
City Manager Delach advised that the waterfall at Sav-on has been vandalized; someone poured CityMgr
sand in it. The pumps for the waterfall will be replaced as soon as possible and filtration Comments
'screens will be installed. He stated that staff will be looking the agreement with the Shell
Corporation regarding the maintenance of the Electronic Reader Board. He stated that with
regard to the Monument Sign on Azusa Avenue, the malfunction is being looked into.
SCHEDULED ITEMS

It was consensus of Councilmembers to schedule applicants for the Selection of City Nominees Monrovia N
for the Monrovia Nursery Foundation Board to be interviewed at the same time as Board and Nominees
Commission interviews will be held, which is September 12, 2005. The applicants are as Interviews 9
follows: Elizabeth Ramirez, Carl M. Fonoimoana, Marianne Maisnik, and David Santellan.
Director of Recreation and Family Services Jacobs made the following announcements: Dir..Rec & Fa
Northside Park Resurfacing Project ribbon cutting at Northside Park on Thursday at 5:30 p.m., �vs. Jacobs
splash pad at Slauson Park was named Dolphin Cove, its anticipated opening first week in P. Mercado
August and Ball field Fence Project at Northside Park begins August 15`h. He then introduced R.-Helbert
Ms. Pam Mercado and Ms. Roseanna Helbert of the Parks and Recreation Commission who Anpcmts,
presented the Park and Recreation Commission Recommendation for Construction of a Dog Park & Presentati
in the City of Azusa. They presented a power point which talked about the history, of the Dog Dog Park
Park, Merits of a Dog Park, Site Selection, Budget and Conclusion which is as follows: It is
recommended that the City Council approve the recommendation by the Parks and Recreation
Commission to add a Dog Park to the City of Azusa Park System, and formally place the
proposed facility, the Vulcan, on the 2005-2006 CIP project list. The estimated total cost is
'$75,000, seed money of $50,000 will be contributed to development site by Vulcan Materials,
the balance remains unfunded at this time, and after build out, maintenance costs will be
approximately $1,500 per month. Mr. Jacobs then responded to questions posed by
Councilmembers regarding architectural services, corporate sponsorships, funding from Vulcan
Materials, Vulcan property, and acreage.
After discussion among Councilmembers, it was consensus that the report be received, that the Item receive
Parks and Recreation and staff be encouraged to proceed with the project, until a check list be
formulated to more accurately reflect the true cost of the project as well as a timeline.
The CONSENT CALENDAR consisting of Items D-1 through D-6 was approved by motion of Consent Cal

Councilmember Rocha addressed item regarding Schedule of Fees and Charges noting that Rocha
Exhibit 11, Woman's Club, and Senior Center Cleaning Fees are different and would like them to comments
be consistent, i.e. $125.00 or $100.00. (Typo later noted, the final fee is $100.00). He also
expressed his opposition to the increase in Senior Lunch donation from $1.75 to $1.85.
Moved by Mayor Pro -Tem Hardison, seconded by Councilmember Hanks and unanimously Schedule
