MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, AUGUST 1, 2005 - 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.
CEREMONIAL
The entire Council welcomed and presented Certificates of Recognition to the students from
Zacatecas and Azusa, for their participation on the 2005 Student Exchange Program Zacatecas -
Azusa. Ms. Peggy Martinez announced that Azusa students will be visiting Zacatecas, and this is
the 39th year anniversary of this event. Ms Alejandra Solis, of Zacatecas, addressed Council
thanking them, on behalf of the Mayor, Gerardo de Jesus Felix, for their continued support in
keeping this program alive.

The entire Council presented certificates of appreciation to the City of Azusa U.S. Post Office for
their participation in the "Letter Carrier Food Drive," in which they were able to collect 13,000
lbs. of food; nation wide 71 million lbs. were collected. She also commended Mr. Pete Ramos,
who also participated in this event, but was not able to attend the meeting.
The entire Council presented certificates of recognition to Azusa companies that have been in
full compliance with all Sanitation District's Industrial waste requirements over the 2004
calendar year. Participants were: BFI Waste System of North America Inc., Criterion Catalyst Co.
LP, McKeever & Danlee Confectionery Co., Northrop Grumman Electronic Systems, Onyx
Environmental Services LLC, Reichhold Inc., Universal Metal Polishing, Valley Forge Acquisition
Corp., Very Special Chocolats.

PUBLIC PARTICIPATION
Ms. Yulanda Davis-Quarrie and Mr. Rich Jett, from Citrus Valley Health Foundation, gave council
a presentation on the foundation located in the city of Covina, giving an overview of the hospital
and its services available to many surrounding cities in the San Gabriel Valley including Azusa.
Services include Level Ilb Neonatal Intensive care unit for infants, primary ERs for 26 cities,
compressive open-heart surgery center, in-patient hospice facility. He further stated that the
hospital is in need of contributions from the community for its various needs, and that a trauma
center is needed, since there is not one in the San Gabriel Valley. He encouraged everyone to
cooperate and keeping this hospital open to help the community.
Mr. Dan Simpson addressed council thanking the police department for patrolling during the 4"'
of July celebration. He suggested that the names and addresses of the violators using illegal
fireworks, be published In the papers and the web site, to make this an example to everyone.
REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
Acting Police Chief Garcia gave council an update on dog licensing fee inquiry. He explained that
the Joint Powers Authority QPA), consist of five member cities, Azusa, Monterey Park, Temple
City, Monrovia, and San Gabriel, are contracted with the Humane Society which provides animal
control services to these cities. The cost of Azusa's dog license is set at the JPA level. The county
has a provision for senior citizens who have neutered and/or spade animals at a reduced fee of
$7.50. If council chooses to lower dog license fees, it would have to be at the time the fees and
schedule is adopted; this year's fees and charges have already been adopted. He further stated
that there is also a one time life license for $150.00. Discussion was held with councllmembers
on how other cities handled their own fees.

Dog Licensing
Acting Police Chief Garcia, introduced Lieutenant Frank Chavez to give council an update on the Garcia 4" of
4`" of July Enforcement Activity Report regarding illegal fireworks. Lt. Chavez gave council a July Enforce
power point presentation to show all fines and confiscations done by the Police Department and Actifity
compared it with last years. He further stated that this year policing was increased during this
operation.
City Manager Delach gave council an Update on the Woman's Club Stage Rails. He Informed Update hand
them that staff is looking into Installing inset hand railing that can be removed when not in use. rails Woman's
Nakasone will be bringing a proposal to council. Club
Project Manager Bruckner addressed council regarding the Monrovia Nursery Tentative Map Bruckner
Project -Substantial Conformance map No. 3. Due to a recent review of the map street section Monrovia
by the Los Angeles County Fire Department, adjustments need to be made to some of the Conformance
streets to meet their standards. He explained in detail the streets affected by this adjustment. Map

Discussion was held among Councilmembers regarding the relocation of the palm trees on Palm
Drive due to this adjustment. Project Manager Bruckner explained that in meeting with the
Historic Commission, they are looking into the possibility of keeping the palm trees where they
currently are. Project Manager Bruckner explained that they need to look Into the feasibility of a
5' parkway, dry utilities, curving gutters and sidewalks to be in compliance with the Fire
Department, and at the same time try to keep the palm trees. Mr. Bill Holman, Azusa Land
Partners, addressed the issue stating that the map was originally approved with the conditions of
the Fire Department's approval, these changes are now needed to be in compliance. Moved by
Councilmember Hardison, seconded by Mayor Pro -tem Hanks, and unanimously carried to
accept the changes suggested in the Substantial Conformance Map No. 3.
Councilmember Rocha gave an update on the Vietnam Memorial Moving Wall that will be
displayed in front of City Hall October 27 to November 3. He distributed an agenda and
requested volunteers to help mind the wall during the time it is here. The volunteers would
receive two training sessions prior to this event.

City Manager Delach addressed council to inform them that due to a request from council, a Delach City in
City Hall in motion is being set up at concerts in the park. He stated that staff will be In Motion
attendance to assist the residents and invited council to participate.
City Attorney Carvalho addressed council to give an update on closed session items discussed.
Item 1, conference with legal counsel potential litigation, even though this has nothing to do
with Councilmember Rocha, implications of resolving this claim could impact him, so he
disqualified himself, under the Political Reform Act, from discussion on this item. Item 2, John
Moore vs. City of Azusa, HG and Associates Development known Block 37 project, Los Angeles
Superior Court ruled in favor of the city because there was no violation and no self dealing in this
project, under 1090, on Mr. Moore's petition of writ of mandate. No Reportable action to be
reported on all other closed session matters discussed.
Councilmember Rocha Invited all residents to attend the mini carnival at Veterans Park,
tomorrow August 2, from 11-2 p.m., celebrating the end of summer reading program. He
announced concerts in the park at Memorial Park to be held the four Thursdays of August at
7:00 p.m., invited all to participate this Saturday to the tree planting at 8:00 a.m. Northside
Park. He continued by asking everyone to keep Sgt. Carmen Venegas, Azusa resident, in their
'prayers. Carmen was sent to Iraq. Requested that tonight's meeting be adjourned in memory of
Mr. Johnny Chavez, a long time resident of Azusa and Mr. Henry Toscano, Candace Toscano's,
Deputy City Clerk husband and a long time friend. He ended up by announcing his 39th wedding
anniversary.
Mayor Chagnon invited all to participate in the Splash Pad grand opening o August 13 at Slauson
Park, refreshments will be served, and there will be free swimming for everyone from 12-4 p.m.;
the ribbon cutting ceremony will also be held this day. She commended all the students who
participated in this summer's swimming classes and life guarding the pools. She announced that
volunteer drivers are needed for the home delivered program, on Wednesdays and Fridays from
1 1-12:30. A driver license and a car are required; volunteers will be reimbursed for their mileage.

also announced that Assemblyman Ed Chavez, Kaiser Permanente and UCLA school of dentistry,
sent her a card announcing their 9`h annual "Staying Fit." This Is a community fair, it will be held
August 13, from 10-4 p.m. at the Puente Hills Mali, 1600 Azusa Ave. Industry, for anyone
wishing to attend.

SCHEDULED ITEMS Sched Items
Economic ✓i Community Development Director Hightower addressed the Downtown Azusa Downtown
Parking Plan, explaining that the revitalization for the Downtown area was needed. In order to Parking Plan
carry this project through, an adequate supply of parking for Downtown patrons is a crucial
component to this revitalization effort. The General Plan and Code call for a "Park Once"
strategy for the Downtown District, where conveniently located centralized parking facilities
provide the bulk of the parking supply for the uses in the Downtown. The Parking Plan, prepared
by the Mobility Group with Kosmont & Associates, examines existing parking conditions and
future growth. A presentation was given to council, which explained In detail what is being
proposed. Discussion was held with staff and Councilmembers regarding grant funding for this
project, specifically around the Gold Line Section. Discussion was also held regarding the
acquisition of parcels for parking. City Attorney Carvalho addressed the issue stating that this is a
conceptual plan that still needs to be further studied. Moved by Councilmember Rocha,
seconded by Mayor Pro -tem Hardison to approve the Downtown Azusa Parking Plan and direct
Staff to begin implementing the Parking Plan Program.

Ms. Lesley Wood, Public Art Program Manager for the Gold Line Project, addressed the item Gold Line
regarding Metro Gold Line Station Design and Art Review (SDAR). She stated that the Committee Art Review
reviewed several designers and selected two finals; Jose Antonio Aguirre, Southern California
based Artist, for the Alameda Station, and Lynn Goodpasture, Southern California-based Artist,
for the Citrus Station. She gave a power point presentation on preliminary design concept.
Moved by Mayor Pro -tem Hardiosn seconded by Councilmember Hanks and unanimously
carried to accept the recommended City's Station Design and Art Review Committee for the
Metro Gold Line Foothill Extension stations, specifically the Final Artist and the Station Visual
Elements.
Moved by Mayor Chagnon, seconded by Councilmember Carrillo and unanimously carried to SGV Mosq Vect
appoint Councilmember Rocha as representative for the San Gabriel Valley Mosquito &Vector Contrl Rep
'Control.
The CONSENT CALENDAR consisting of Items D-1 through D-9 was approved by motion of Consent Cal
Councilmember Rocha, seconded by Mayor Chagnon and unanimously carried, with the Appd D-4

Councilmember Rocha addressed the item informing Council that he will be voting no on the B/R Partners
amendment to B/R Partners Agreement. Moved by Mayor Pro -tem Hardison, seconded by A,gmnt.
Councilmember Hanks to amend the existing B/R Partners Agreement, including extension to Extension
June 30, 2006, amend the non -to -exceed amount, and authorize the Mayor to sign the
'amended agreement, Councilmember Rocha voting no.
Mayor Chagnon introduced Mr. Alan Kreimeier who will start work on August 15, and will be Kreimeier
overseeing the Finance, Information Services and Human Resources Departments. Mr. Kreimeler introduced
addressed Council stating that he is looking forward to working in the city.
