MINUTES OF THE CITY COUNCIL

MONDAY, OCTOBER 24, 2005 — 8:13 P.M.
The City Council of the City of Azusa met in adjourned session at the above date and time at
the Azusa Light and Water Department located at 729 N. Azusa Avenue, Azusa.
Mayor Chagnon called the meeting to order.

ABSENT: DIRECTORS: NONE

City Manager Delach, Assistant City Manger Person, City Engineer Scott, Economic
Development Director Coleman, Director of Administrative Services Kreimeier, Public
Information Officer Quiroz, City Clerk Mendoza, Deputy City Clerk Toscano.

Workshop Regarding Kincaid Pit Request for Proposals. City Manager Delach introduced the
item stating that the proposed project is a long term one which is located 60% in Azusa, and
40% Irwindale; the idea was that cities would jointly develop the property and have a revenue
split; City of Irwindale owns all of the land as well as the two billboard located on It and
Irwindale receives the revenue from them.

IUncaid Pit
Economic Development Director Coleman presented the proposals from five developers who B. Coleman
showed interest in developing the Kincaid Pit. Each one had its own plan of what would be Comments
proposed for the project. The companies are as follows: Charles Company, Hollis
Development/LNP Prop Corp., KEH Development, Lewis Retail Property, and Lucia
Development. Mr. Coleman detailed each proposal as received.
City Engineer Scott addressed Council addressing the issue of filling the pit. He presented a M. Scott
map and spoke about drainage of the pit area and how the drainage would occur. Comments
Discussion was held regarding the proposals. Suggestions/direction to staff was to keep Discussion
options open, someone else to fill the pit, either property owner or developer, create a short
list; City manager advised that although there is tremendous potential for the site, a project
would not be complete until about five to seven years.
Moved by Councilmember Rocha, seconded by Councilmember Carrillo and unanimously Adjourn
'carried to adjourn to Friday, November 4, 2005, at 5:30 p.m. (place to be determined) (this
meeting was cancelled and a Special Meeting was scheduled in it's place) and to Saturday,
November 5, 2005, at 8 a.m. at the Azusa Police Department Emergency Operations Center.
