The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL Ceremonial The entire Council presented a proclamation to Mr. Earl Salzmann, proclaiming him as an Proc to E. Honorary Azusa Veteran. Salzmann The entire Council presented a Certificate of Recognition to Lizette Saias, an Azusa High School Gert to L. Student, for her accomplishments in the State of California for Women's CIP Golf, and U.S. Salas Women's Amateur Golf Tournament in Georgia. Certificate of Welcome Home was presented to Sgt. Joey Cervantes, US Army National Guard, Cert to J. who returned from his tour of duty. Foothill The City Council reconvened at 7:43 p.m. City Attorney Martinez advised that there was no Reconvened 'reportable action taken in Closed Session with regard to Real Property Negotiations, and that City Attorney discussions will be resumed at the end of the regular Council meeting. Comments Mayor Chagnon called the meeting to order and led in the Salute to the Flag. Call to Order INVOCATION -was given by Reverend Samuel Martinez of Christian Faith Center of the Valley Invocation ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, CARRILLO, ROCHA, HANKS, CHAGNON ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Attorney Martinez, City Manager Delach, Assistant City Manager Person, Utilities Director Hsu, Economic Development Director Coleman, Public Information Officer Quiroz, Interim Chief of Police Garcia, Director of Recreation and Family Services Jacobs, Administrative Services Director -Chief Financial Officer I(reimeier, Public Works Director -Assistant City Manager Makshanoff, City Treasurer Hamilton, City Clerk Mendoza, Deputy City Clerk Toscano. PUBLIC PARTICIPATION Public Part Mr. Terry Kehrberg addressed Council stating that he resides at condominiums on Alosta and T. Kehrberg that recently when trying to obtain a loan for improvements to his complex he found out from Comments appraisers that his unit had no value due the APU student housing at the complex, which 70% and is considered student housing. He advised that lenders will not lend him money due to this issue. He detailed the dilemma and requested that the City ordinance regarding business In a residential area and impacts the value of the complex be looked into. He then answered questions posed by the City Attorney and was referred to Assistant City Manager Person. Ms. Donna Mendoza addressed Council citing major concerns regarding construction going on D. Mendoza next door to her house on S. Vernon Avenue in the city of Azusa. She described the project, Comments wondered why she wasn't notified of the project, advised that there may be damage to her home due to the project and also that construction is being done on week ends and holidays, not during regular working hours during the week. Ms. Mendoza was referred to the Economic Development Director Bruce Coleman. Mr. Jorge Rosales addressed Council requesting that status of the proposed changes to the J. Rosales Monrovia Nursery parks discussed at the October 20'h Joint City Council/Park and Recreation Comments meeting. He also questioned the use of the term two different definitions of "Developer Affiliate" in the MOU for the Foothill Shopping Center and asked for clarification. Mayor Chagnon responded stating that with regard to the promenade and the Arroyo changes, the Developers are not proposing any changes and with regard to the commercial area, discussion has be held and that the language that the voters approved is clear on how that property could be developed; any changes will come go back to Planning Commission for consideration at a regularly scheduled meeting. She advised that questions on MOU Foothill Shopping Center will be addressed at the presentation. ' Mr. Mike Lee addressed Council and thanked the City for recognizing the memory of Lorayne M. Lee Iverson who recently passed away. He asked to keep service men and women in our prayers. Comments He talked about living at the condos that Mr. Terry Kehrberg was talking about, praised the Tree Lighting event and wished everyone a merry Christmas and happy new year. Ms. Rosalinda Rivas addressed Council presenting her son Luis Rivas who is a Student R. Rivas and Ambassador with the People To People Program and requesting that he be considered for L. Rivas Sponsorship as he will be representing the City in Australia for twenty days. He answered Request for questions posed by Mayor Chagnon, stating he received good grades and tested well to qualify Scholarship and is in need of $5,199.00 for the trip to Australia; he has raised $400.00, and requested Funds sponsorship of $100.00, from the City. Mr. Art Morales addressed Council wishing all a good evening, recognizing commissioners, A. Morales Rosales, and Santellan in the audience, thanking Mr. Lee for his comments regarding Ms. Comments Iverson, thanked Police Department for a job well done and suggested the City sell squares in the sidewalk on Azusa Avenue as a fundraiser as on Hollywood Blvd. Mr. Greg Ahern addressed Council expressing his concern regarding street improvements and G. Ahern one inch overlays He was referred to Public Works director James Makshanoff. Comments REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates Public Works Director James Makshanoff addressed Council providing an update regarding the Pub Wks Dir pavement management project which will begin on December 7', and named several streets Comments which will be paved. He advised the overlays will have 10-15 year life span and that there will Street be two inch overlay with various materials, grinding of some street surfaces and varied items at Paving different locations. 12/05/05 PAGE TWO Councilmember Rocha asked that the meeting be adjourned in memory of Lucy Ochoa and Rocha Lorayne Iverson, he thanked all volunteers who put up Christmas baskets along Azusa Avenue, Comments volunteers who helped send candy to American Soldiers in Iraq, and who participated in the Winter Fiesta over the week end. He reminded all that the annual luncheon will be held honoring Police and Fire Department at December 14, 2005, at 1 1 a.m. at the Knights of Columbus Hall. Councilmember Hanks wished all a good Christmas season and congratulated City Manager Hanks Delach as the most accomplishes chauffer and to the City of Covina for the success of the Comments Covina Christmas parade this past weekend. Councilmember Hardison expressed heartfelt memories of Lorayne Iverson. Hardison Mayor Chagnon advised that she represented the city to commemorate the opening of a grade Chagnon 'separated crossing at the intersection of Valley Boulevard and Nogales and stressed the Comments importance of communicating with legislators to understand the importance of good transportation. She encouraged the community to be proactive and noted the need for projects to be completed and properly funded. She invited all to attend the Talley Building Ground Breaking and to the adjourned regular meeting workshop on Block 36 at Light and Water at 6:00 p.m. She reminded all that the Food Bank has pick up every Friday and people can deliver food to schools, library, city hall, etc. SCHEDULED ITEMS Sched Items Mayor Pro -Tem Hardison offered an Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING 15` Rdg Ord SECTION 3-1 OF THE AZUSA MUNICIPAL CODE CONCERNING PROCESSING CLAIMS AGAINST Claims against THE CITY. City Moved by Mayor Pro -Tem Hardison, seconded by Councilmember Carrillo and unanimously Ord introduced carried to waive further reading and introduce the proposed ordinance. Director of Recreation and Family Service Jacobs presented item regarding Rosedale Park Dir of Family Names. He noted the process for arriving at the names which included the Street Naming Services Jacobs Committee, the Parks and Recreation Commission, and representative of the Cultural and Comments Historical Preservation Commission Jeffrey Cornejo and the results were presented for adoption. Moved by Mayor Pro -Tem Hardison, seconded by Councilmember Rocha and unanimously Rosedale Pk carried to approved Rosedale Park names included as Exhibit 1 and as revised and Names appvd recommended by the Parks and Recreation Commission. Councilmember Rocha requested that one of the boxed Oak trees be planted at Oak Hill Park as Rocha the centerpiece. Comment The CONSENT CALENDAR consisting of Items D-1 through D-4 was approved by motion of Consent Cal Councilmember Rocha, seconded by Councilmember Hardison unanimously carried. Approved Councilmember Carrillo abstained from item D-1, as he was not present at the November 21, 2005, City Council meeting. 1. The Minutes of the regular meeting of the November 21, 2005, and the Adjourned and Min appvd Special meetings of November 28, 2005, was approved as written. 2. Approval was given to dispose of thirteen surplus vehicles at public auction, and to donate Surplus Veh two surplus Police vehicles to the town of Anna, Texas, in accordance with Section 2-525 Disposition of the Azusa Municipal Code. 3. The City Treasurer's Report as of November 30, 2005, was received and filed. Treas Stmt ' 4. The City Council recessed to Closed Session 8:52 p.m. to discuss the items not addressed at the Closed Sess beginning of the City Council meeting. The City Council reconvened at 9:15 p.m. The City Attorney advised that there was no City Attorney reportable action taken in Closed Session.
