ADJOURNED REGULAR/SPECIAL MEETING
MONDAY, JANUARY 23, 2006 — 7:52 P.M.
The City Council of the City of Azusa met in adjourned/special session at the above date and
time at the Azusa Light and Water Conference Room located at 729 N. Azusa, Azusa.
Mayor Chagnon called the meeting to order.

City Manager Delach, Assistant City Manager Person, Economic Development Director

Deputy City Clerk Toscano.
It was noted that Councilmembers Rocha and Hanks have excused absences.
PUBLIC PARTICIPATION
Mr. Jorge Rosales expressed his thanks to Council for considering the establishment of a
specific plan for the downtown area, and for establishing a process to select a single master
developer to establish a comprehensive approach to revitalization the area. He also stated
that he hoped that Council considers the issuance of an open and competitive request for
qualifications/proposal and not just limit the consideration of firms to the four firms
recommended by staff. He also provided comments concerning the pedestrian underpass for
the Rosedale project.

City Manager Delach addressed Item regarding the Civic Center Development requesting that City Mgr
the item be amended by removing the boundaries areas proposed due to the large number of Comments
qualified developers of which he didn't want to limit their proposals. He detailed. He also
asked that the term "specific plan" be renamed as a "strategic master plan".
Economic Development Director Coleman addressed the Issue presenting details of the area to
be considered as Downtown North and talked about the experience and strength of the
proposed developers to be considered, which were Lowe, Watt, Lucia and Urban Partners. He
recommended that the project proposals include the following objectives: to attract significant
'private sector reinvestments into the Downtown North area, the development provide for a
TOD, transit oriented development around the Metro Gold Line Station, include a proposal for
a Library in the Downtown North Area, affordable Senior Housing, practical parking solutions,
preservation or enhancement of the existing Civic Center, call for creation for of faSade
improvement programs, and a call for a phasing program; he detailed and provided timeline
for the process.
After discussion, it was moved by Councilmember Hardison, seconded by Councilmember
Carrillo and unanimously* carried to establish the entire Downtown North areas as part of a
single Strategic Master Plan area, to establish a process to select a single master developer to
work with the City to establish comprehensive approach to revitalization of the area, to include
the following developers in eligibility list for Downtown North:

lastly authorize staff to request that Lowe, Watt, Lucia and Urban partners submit proposals
for development of Downtown North. The motion included removing boundarie's for the
Downtown North and rename the area as a Downtown North Strategic Master Plan.
Mr. Roy Bruckner, Project Manager for the Rosedale Project addressed Council presenting R. Bruckner
details of the design of the Sierra Madre Avenue Pedestrian Underpass for the Rosedale Comments
Project.
Lengthy discussion was held between Councilmembers/Directors and staff regarding the
interior portion of the underpass. Staff requested direction and Council advised that the
ribbed steel is okay with some type of texture and graffiti proof. it was stated that the tunnel
is 10-12 feet in height, with two way pedestrian traffic, oval shaped with the ability to get
maintenance vehicles through it, with over head lighting with vandal proof lenses on the lights,
no gates and river rock for the exterior is okay.
CLOSED SESSION
It was consensus of Councilmembers/Boardmembers to recess to Closed Session to discuss
the following:

The City Council/Redevelopment Agency recessed at 8:47 p.m. and reconvened at 9:23p.m.
