MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, JANUARY 30, 2006 — 6:30 P.M.
The City Council of the City of Azusa met In special session at the above date and time at the
Azusa Light and Water Conference Room located at 729 N. Azusa, Azusa.
Mayor Chagnon called the meeting to order. Call to Order

Deputy City Clerk Toscano. Members of Azusa Unified School District Board as follows: Rosle
Garcia, Burke Hamilton, Xilonin Cruz -Gonzalez, Ilene Ochoa, Barbara Dickerson.
Superintendent Cynthia Cervantes -McGuire and other members of the Administrative Staff
were present at the meeting.
PUBLIC PARTICIPATION Pub Part
Mr. Art Morales addressed Council thanking them for public participation. A. Morales
Mr. Jorge Rosales addressed Council regarding the old schoolhouse stating that although he is J. Rosales
in favor of preserving the old schoolhouse building, the fiscal analysis estimates given in the Comments
staff report are not accurate to the reality of the cost; he cited much higher estimates and
noted that due to his personal knowledge from his former training and occupation he is able to
provide a much more accurate estimate.
COUNCIL COMMENTS
Councilmember Joe Rocha presented Certificates of Recognition to Superintendent Cynthia J. Rocha
Cervantes -McGuire on behalf of Mr. Pete Ramos and himself for all who volunteered collecting Presentation of
food for the Azusa Food Bank. Certificates
Councilmember Carrillo thanked all members of the AUSD as well as all In attendance for Carrillo
participating in the meeting. He expressed congratulations to the newly elected Board Comments
Members, stating that he hoped to have more joint meetings with the Board and reminded all
to remember the reason for the meeting; the children.
Councilmember Rocha invited all in attendance to a special ceremony on Saturday, February Rocha
'18, 2006, at 11:00 a.m. in front of the Azusa City Hall, to honor Jose S. Canedo, who Comments
graduated from Azusa High School in 1962. His name will be added existing plaques of
Azusans killed during the Vietnam War.
Chairperson Chagnon advised of her experiences with the Azusa Unified School System as she Chagnon
Is attending the Drendall Pre-Kindergarden class two times a week with her son. Comments
Comments were received from AUSD Boardmembers regarding the importance of the AUSD Mbrs
meeting. Everyone was invited to attend a retirement celebration for Councilmember Rocha in Comments
recognition of his retirement as a teacher at Lee School.
Director of Economic and Community Development Coleman addressed City
Council/Redevelopment Agency Board Members and Azusa Unified School District Board
Members regarding the joint Use Agreement and Promenade Park Facilities. He stated that
the areas of discussion would include Time of Use of District -owned portion (3.5 acres) and
City -owned portion (2 acres), Maintenance of Facilities, Fencing and Security, and any
restrictions or special use considerations for various facilities. He noted that the ball field,
fencing and hedging — community needs, ball field needs, school district needs,'lighting,
restrooms, storage, parking, gymnasium, and volley ball facilities could be discussed.
Lengthy discussion was held between the City Council/Redevelopment Agency Board and
Azusa Unified School District Board Members regarding the joint Use of Promenade Park by
public and byAUSD. The School Board Members expressed concern regarding the use of
,the
the area as a park during school hours due to safety reasons and stated that the park would be
used by the school during school hours and the public use would commence after school and
on weekends as noted in the Joint Use Agreement. Concerns were noted with regard to State
Law and required acreage and the details of the Azusa Specific Plan with regard to the joint
use park. Additional discussion was held regarding park size, existing joint use schools and
parks within the City, security, i.e. highly secured areas vs. medium secured areas, fence
heights, specific school hours, maintenance, after school programs, and a Mitigation
Agreement. Additional discussion was held regarding contingency plan, definitions,
compromises, etc.

It was consensus of the Council/Boardmembers to recess at 8:21 p.m. The City Recess
Council/Boardmembers reconvened at 8:31 p.m. Reconvene
It was consensus of all that the City Council/Boardmembers and the AUSD Boardmembers Create sub -
form subcommittees to discuss further ideas of how to handle the park issues. They should Committees
look at the issues from both sides, look into how to compromise, look into use and time, To discuss
should it be strictly school hours during the day, should there be fencing—what kind would be Park issues
better, State requirements, and Specific Plan requirements, etc.
Preservation of the Azusa Unified School District (AUSD) Old Schoolhouse building.
Discussion was held regarding the preservation of the old schoolhouse building currently
located on AUSD property at the southeast corner of Slauson Middle school. The City
'Councilmembers explored options and asked the following questions: Is there any interest to
fix up the building where it is if someone or a group would come forward and make a
proposal? Could this be an ROP project? Could the AUSD use the money they plan to use to
demolish the building for funding to relocate it or refurbish? Why is there no desire to keep it
where It is, is it due to the maintenance of the building? Chairperson of the Azusa School
Board Gonzales responded stating that AUSD will not spend educational money to refurbish
the building and it is unsafe. Another question was "is there flexibility in the March 31, 2006,
as the deadline for action regarding the old schoolhouse building"? Mayor Chagnon requested
that School Board Members respond to question and send back to City Council.
Discussion regarding Graffiti Abatement. City Manager Delach advised of the proposed
comprehensive Graffiti Abatement Program which the City will be contracting for and stated
that they seek schools participation on school property. Public Work Director/Assistant City
Manager Makshanoff provided a brief overview of the Graffiti Abatement Program noting they
will be contracting with a private contractor and there will be a 48 hour turn around with the
removal of graffiti, they will do match paint, do private properties, and are working with the
Azusa Police Department to address the problem in new ways. He addressed the issue of
access to Cal Trans, Los Angeles County Flood Control area, the Railroad right of ways and
unincorporated County areas, stating that they do not fall under the City's jurisdiction but they
do have phone numbers to call and give out to public when graffiti incidents are sighted or
reported in their areas. Chairperson of the Azusa School Board Gonzales advised ;that she
would like to work with the City on Proposition 49 issues, Before and After School Grants.
