The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL Ceremonial Ms. Nora Gutierrez, representative of Assemblyman Ed Chavez office presented a Certificate to N. Gutierrez Recreation Superintendent/Senior Services Nancy Hogan and the Senior Center Site Council Recognition to members in recognition of receiving the Los Angeles County Area Agency on Aging Distinguished Sr. Cntr Site Award. The City Council presented a Certificate of Recognition to Jimmy Castaneda honoring him for the Cert to J. gallant act of retrieving banners along Azusa Avenue after a windstorm. The banners recognize Castaneda local servicemen. The City Council presented a proclamation to a Representative of the San Gabriel Pomona Valley Procto Chapter of the American Red Cross proclaiming the month of March as Red Cross Month in the American ' City of Azusa. He stated that Comments with regard to the remaining items, the City Council will be returning to Closed Session at the end of the Council Meeting to discuss them. Mayor Chagnon called the meeting to order and led in the Salute to the Flag. Call to Order INVOCATION - was given by Pastor Samuel Martinez of Christian Faith Center of the Valley. CEREMONIAL Ceremonial Miss Anela Freeman, representative of Congresswoman Hilda Solis, presented a Certificate of A. Freeman Recognition to Recreation Superintendent/Senior Services Nancy Hogan for the Azusa Senior Cert to Sr. Center receiving the Los Angeles County Area Agency on Aging Distinguished Site Award. Center PUBLIC PARTICIPATION Public Part N. Gutierrez Ms. Nora Gutierrez of Assemblyman Ed Chavez office invited all to attend the 3rd Annual Cesar Comments Chavez Holiday Blood Drive on Thursday, March 30, 2006 from 8 a.m. — 2 p.m, at the Cameron Park Community Center located at 1305 East Cameron Avenue in West Covina. Call (626) 961- 8492 to sign up. Mr. Richard Carpenter addressed Council expressing his opinion in favor of Graffiti Abatement and noting how fast the graffiti reappears on buildings. Mr. Peter Hoh, President of the Azusa Police Officers Association addressed Council and audience expressing his appreciation to the Council, City Manager and the community for the positive changes to City personnel and the fact that they were able to secure a contract that was amicable to all. He thanked them for allowing a one year test of the 3/12 work schedule for police officers noting the positive fine points of the schedule. Mr. Jesse Avila Jr. President of the Azusa American Little League addressed Council and audience offering condolences to the family of Ben Perez, who recently passed away in an automobile accident. He then invited all to Opening Day for the Azusa American Little League on Saturday. March 18, 2006, at 10 a.m. at Zacatecas Park. He also invited all to a Little League fund raising dance on March 31, 2006, at the Azusa Woman's Club, for further information call (626) 812- 9469. Mr. Bill Holman, representing Azusa Land Partners addressed Council expressing opposition to the imposition of additional parking restrictions in the Rosedale project. He stated that most communities are self contained with streets that don't interconnect with streets doesn't think parking will be a problem; most of the homebuyers will expect to be able to park on the street in front of their homes, with exception is Viewcrest Drive, which does connect with an existing street. He stated that they have worked with the Fire Department to preserve on -street parking wherever possible and they don't agree that benefits of restrictions outweigh potential cost of implementation and enforcement, unless done citywide. Further, restrictions for periodic street sweeping, commercial, oversize and inoperable vehicles are already part of code regulations and can apply to streets. He stated that resident -only permit parking Is warranted in the southerly portion of the development, the Promenade Town home, due to fire lane. He responded to questions regarding Condition of Approval 40, stating that there was a parking management plan prepared by an independent consultant, which was split at Planning Commission. 03/06/06 PAGE TWO R. Mac Donald Homework House School of Performing Arts storefront office located at 605 N. Azusa Avenue. Comments He listed the following persons and their specialties: Kelly Keys — Dance, Becky Broils — Voice School of Teacher, Cory Hersch — Music Production, and Teaching Keyboard, John Lewis — Writer, Acting Performing Teacher. He stated that the school will be affordable for all children. Arts Mr. John Lewis, Becky Broils and Cory Hersch addressed Council and audience providing J. Lewis additional information regarding the School for Performing Arts and provided the following B. Broils website address: www.ovationperformingarts.com. They all stated that they are honored to be C. Hersch in the community of Azusa and expressed thanks. Comments REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates 'Economic Development Director Coleman addressed Council stating that in January the Coleman Glendora City Council amended their General Plan Circulation Element which added policies Comments which affectively prohibited new street and utility connections between the City of Glendora and adjacent cities with the exception of for emergency access. They cited the reasons were to limit potential noise and traffic impacts from neighboring cities. Mr. Coleman stated that the new policy does not affect existing streets, nor does it affect the future extension of Citrus Avenue or the realignment of Sierra Madre to serve the Rosedale development. He provided details of the new policies and stated that It will have no major affect on the City of Azusa. He then responded to questions from Councilmembers regarding the real purpose of the policies, and traffic calming devices on Sierra Madre west of San Gabriel. Councilmember Rocha request that the meeting be adjourned in memory of Ben Perez, Edward Rocha "Chuy" Torres, and Stan "Steve" Pardo. He announced that on Friday, March 10`x' Is the annual Comments Homework House fund raiser at Azusa Pacific University and the UMAYPA 8fh Annual Scholarship Dance. He stated that there is a need for Flashing lights similar to ones on Citrus by APU, on Cerritos, across from the high school and south of the 210 freeway (partially on the County side) still on Cerritos due to dark areas and that someone was recently hit; he asked that staff look into the feasibility. City Manager Delach advised that the flashing lights on Azusa Pacific University paid for the flashing lights on Citrus and the cost was $40,000. Mr. Rocha referred to the newspaper article regarding the Native American artifact found at the Monrovia Nursery site; and requested clarification regarding the status of artifact found on the site. City Manager Delach responded stating that the consultant on the project will retain and catalog them, but it will be up to the City Council to make a decision where they be placed. Mr. Kevin Nunez addressed Council introducing Mr. Anthony Morales, Tribal Chairperson and K. Nunez Chief of the Gabrielino Tonga, San Gabriel Valley Mission Indians, who expressed concern that &A. Morales the area the Native American Indian artifacts were found is in one of the major villages and there Comments Is a need for him to be in the loop due to customs regarding care of artifacts. Mayor Chagnon requested that staff look into the recent posting of campaign signs that are out Chagnon of compliance with existing code and provide the information to the candidates. Also she asked Comments when the next update would be on the Conditions of Approval for the Rosedale Project. Staff advised that there will be an update soon. SCHEDULED ITEMS Shed Items Economic Development Director Coleman addressed Council regarding the consideration of a Parking Mnmt Parking Management Plan for the Rosedale Project stating that conditional of approval number Plan Rosedale 40 requires the applicant to submit a parking management plan. He stated that the Plan submitted to Planning Commission by Azusa Land Partners, talked about Instituting guidelines and regulations to control illegally parked vehicles, etc., but he noted that the City already has these enforcement tools in place. They recommend that overnight parking not be restricted due to the need for on -street guest parking, street sweeping, etc., but that overnight parking be citywide, further a program may be difficult to administer and enforce. He reviewed the benefits 'of Overnight Parking Restriction as follows: Conducting street sweeping would be more effective, fewer inoperable vehicles, cleaner look, Improved public safety, vehicles that don't belong In that neighborhood would be more easily Identified. Challenges of Overnight Parking Restriction, typically from 2 a.m. to 5 a.m., are: inconvenience for the residents and guests, need for parking permits, and enforcement. He stated that there is a need for on -street parking, specifically in the Promenade District, thus the need for parking permit program, etc. He stated that a parking management program will need an ordinance establishes parking regulations, etc., parking restriction signs, funds for personnel and equipment for enforcement and admin. He stated in Planning Commission review Condition of Approval No. 40, they voted for a feasibility study for overnight parking restriction, but not to treat Rosedale differently than the rest of the City. 03/06/06 PAGE THREE Mr. Coleman stated that staff noted one benefits is to implement the program prior to residents moving Into Rosedale and recommended to direct staff to prepare an ordinance implementing a Parking Management Program and led to restrictions of overnight parking. He then responded to questions posed by Councilmembers regarding streets subject to parking restrictions. Councilmember Hanks advised that he his opposed to whole city overnight restriction, but would like staff to construct a parking management plan. Councilmember Rocha stated that until we come up with a solution as to where people are going to park, nothing should be done. Mayor Pro -Tem Hardison stated that he want to look at a parking management plan for Rosedale, which will be a model for the whole City. Councilmember Carrillo agreed that newer developments look better without overnight parking, such as Rosedale but that staff should work towards a parking pian for the whole community. Mayor Chagnon noted the voter approved Specific Plan which says there is a need for a Parking Management Plan; she stated there is a need to begin the process in Azusa, requiring current residents to have no overnight parking Is not feasible at this time and there are many existing homes that are not in compliance but with code enforcement will be addressed, and with regard to Rosedale, people will abide by existing restrictions as they move in; she stated if overnight parking is omitted in the town home area, she is fine with that. Discussion Council Comments After Staff comments, it was moved by Mayor Chagnon, seconded by Mayor Pro -Tem Hardison Staff directed and unanimously carried to direct to prepare an ordinance implementing a Parking Management To prepare Plan that would restrict overnight parking in the Rosedale community. City Attorney Martinez An ordinance stated that the ordinance will outline the parameters for the Rosedale area. Public Information Officer Quiroz addressed Council and audience introducing a resolution M. Quiroz walvinggarage and yard sale permits fees for the last weekend of April 2006, April 28d, 29ih and PIO 30`h, in celebration of Earth Day, and Azusa Clean and Green Month. He detailed the activities for the month such as bulky items from garage will be picked up by Athens, April 22, 2006, will be the Hazardous Waste Round Up at Northrop -Grumman Corporation, at West 3`d Street and Zachary Padilla Avenue. He stated that there is an opportunity to dispose of junk cars by calling Azusa Police Department, you can have free yard sales, volunteers will plant trees in the parkways, there will be a low flush toilet give away, there's the Azusa on line exchange, Waste Management will receive up to five old used tires at 1211 West Gladstone in Azusa. He talked about distribution of notices and invited all to join in with the clean up of Azusa. He then answered questions posed by Councilmembers. He stated that for more information call 812- 5200. ' Mayor Pro -Tem Hardison offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING GARAGE OR LAWN 06-06 SALE PERMIT FEES FOR RESIDENTS THE LAST WEEK -END OF APRIL, 2006, IN CONJUNCTION Waiver of WITH "AZUSA CLEAN AND GREEN MONTH". Garage or Lawn sale Moved by Mayor Pro -Tem Hardison, seconded by Councilmember Carrillo to waive further Permits reading and adopt. Treas Rpt Contract Amendment with Wilidan for building plan checking and inspection services on Contract the Rosedale Project was approved and the City Manager was authorized to approve future Amend adjustments in the contract amount. Spec Call SPECIAL CALL ITEMS Spec Call Items Councilmember Rocha addressed item regarding funds for Azusa Veterans of Foreign Wars for Rocha Veterans Flag Program stating that he does not want the fund to come from the student Comments sponsorship fund, noting that that money comes from Non -Profit Fireworks Organizations and is strictly for student scholarships. Moved by Mayor Pro -Tem Hardison, seconded by Councilmember Rocha and unanimously Appropriate carried to authorize the City Manager to appropriate $1,000 to assist in the replacement of $1,000 for Azusa Veterans community American Flags.
