The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. PUBLIC PARTICIPATION Ms. Marie Martinez of Allstate Insurance addressed Council announcing the American Cancer Society Relay for Life which will be held on April 22"d and 23rd at Citrus College in Glendora: from 9 a.m. — 9 a.m. of the next day. She stated that they are looking for Teams to represent the City of Azusa on the race to find the cure. She also stated that there will be a Chile Cook -off at 1 1 a.m. on Saturday, April 22"d. The City Council Outstanding presented Certificates of Recognition to Rub! Carasco, Candace Weir, Melissa Casas and Teen Rebecca -Melia for their participation in the Miss Outstanding Teen Pageant. Sabrina Rentschler was also a participant in the Pageant, but was not present at the meeting. REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates S. Sanchez Miss Sophia Sanchez addressed Council requesting sponsorship to help pay for cheerleading Comments camp. She stated that she is 12 years old, born in Azusa, lives with her Grandfather and that he is on home study due to the fact that she has epilepsy. She stated that the cheerleading quad Is' entitled So Cal Xtreme, and that they placed second on Saturday at Baldwin Park igh School; there are 7 other girls on the squad and they compete, once a month or every two weeks. i Sponsorship Moved by Mayor Pro -Tem Rocha, seconded by Councllmember Hardison unanimously To S. Cheer Camp Mayor Pro -Tem Rocha advised that her Grandfather is Mr. Fidel Sanchez who is a Korean War Veteran who is very active on the Veterans Monument Committee. 03/20/06 PAGE TWO Public Part PUBLIC PARTICIPATION M. Lee Mr. Mike Lee addressed Council and audience expressing his opinion regarding the war in Comments Iraq on its 3rd year anniversary. He cited many statistics of Americans who have been injured or died in the war and asked all to remember Leroy Harris Kelly, an Azusan who was killed in the war. 1 He then expressed his hope that AUSD and the City Council would come to an agreement on the Rosedale school joint use. Lastly, he asked all to keep in remembrance all Veterans who have died in the wars. O. Cunningham tastor Olga Cunningham of the Temple Belen Church located at 414 East Third Street in Temple Belen usa, addressed council requesting to have permit fees waived for their church. She stated Comments that they are in the process of making repairs to the church house and cannot afford the remodeling permits in the amount of $750. Mayor Chagnon advised that the City does not waive permit fees and referred her to Assistant City Manger Person in order to look into the feasibility' of application for rebate program, etc. B. Dickerson Mrs. Barbara Dickerson, member of the Azusa School Board, addressed Council providing an Comments update on the job Shadowing Day, stating that 130 high school students had participated; she commended the Azusa Chamber of Commerce for organizing it and thanked the businesses who participated for donating their time. She stated that the K-5 students celebrated Dr. Seuss Birthday, and members of the community, the Mayor and others volunteered their time by going to the schools and reading to students. She announced that a student from Gladstone High, Michael Harris, has been nominated to the Academy of West Point, and expressed well wishes to him. She advised that students of Sierra High will be honored by receiving a national designation of which the District will soon be announcing. REPORTS. Mayor Pro -Tem Rocha requested that the meeting be adjourned in memory of Heidi Campos. He invited the community to two community workshops on the Rising Star Program, which will be held in conjunction with the Azusa Unified School District, Recreation and Family Services Joe Jacobs, and Azusa Pacific University to be held on Thursday, April 6`h at Memorial Park at 7 p.m. at the Multi -Purpose Room and on Saturday, April 29th at the same location at 9 a.m. He stated that the goal and objectives of the workshops are to listen to the kids to see what sort of activities they would like. He announced that the mericanI Little League is having an annual fundraiser dance on Friday, March 31'` from 6:30 m, to 11:30 p.m. at the Azusa Woman's Club; cost is $13 pre -sale and $15 at the door. e stated that there are two great volunteer opportunities; the first is on Saturday, April 1" where the Clean Up Committee will be working on Crescent Drive from Angeleno to Vernon on the south side, and on Thursday, April 6`h there will be an Arbor Day celebration and tree planting will take place at Pioneer Park at 5:30 p.m.. He requested an update from the City Manager regarding a rumor that 40 Palm trees may be destroyed from Palm Drive. City Manager Delach responded stating that he would provide a report regarding the trees, but, that 'there are 121 palm trees, of which 3 have died. He stated that with the widening of the streets north of the railroad track on Palm Drive, they weren't able to accommodate as many trees as the original plan and the fall back mitigation measure plan requires a Ninth Street grove for surplus trees or plants that are historical in nature which are to be included in landscaped areas throughout the project development. He stated that now there is a difference of opinion between the consultant for developer and the City's Urban Forester that the trees have a 3-5 year life span versus a 20-25 year life span; there is also the question of if they will survive a transplant. He stated that the Consultant for Gold Line Station development has expressed an interest in any trees that won't be used on Palm Drive for'possible use for one of the Azusa stations, but, he expressed concern if the trees will be able to be preserved long enough to be used at an Azusa station; further that he will come back to Council with a report at the next Council meeting. Mayor Pro -Tem Rocha announced that Senator Gloria Romero will be honoring Ms. Yolanda Mena and other women as Outstanding Women of the 24`h District, on Friday, March 24, 006, at the Chicana Service Action Center in Los Angeles from 10:00 a.m. - 12:00 p.m. and mMhvited Councilmembers to attend. He stated that she worked with County, and City staff to get sidewalks and street lights in the County area. Mayor Chagnon asked that staff schedule a certificate to be presented to Yolanda Pena at the first meeting in April. Mayor Chagnon announced that Tuesday, March 215` there will be a ribbon cutting at Northside Park for the park improvements, the free yard sale will be coming up on the week end of April 28`h, 29`h and 30`h as part of Clean and Green Month. She announced a Town Hall Meeting to be held on March 30`h at the movie theater in the Foothill Shopping Center, at 7p.m.; where the State of the City will be aired on the movie screen and staff will be able to answer questions. She advised that March 21" marks the anniversary of the Council serving together, and thanked her colleagues for the personal and professional way they serve the community, and noted that as Councilmembers they also regionally represent the City being Board Members or Alternates of the Los Angeles County Sanitation District, Gold Line, SCAG, etc., and there they receive information on a global level. She noted the changes in mayor pro -tem position and thanked Councilmember Hardison and welcomed Councilmember Rocha as the new Mayor Pro -Tem. CONSENT CALENDAR consisting of Items C- i through C-6 was approved by motion of Councilmember Hardison, seconded by Councilmember Carrillo, and unanimously carried 1ith the exception of items C-1 and C-6, which were considered under the Special Call ortion of the Agenda. 1. Approval was given for the commencement of the formal bid process for the Purchase procurement of the "Prime Mover" law enforcement vehicle. The purchase of the Of Prime Mover vehicle is reimbursable through the 2004 first Responder Grant by the State of California Homeland Security Grant Program. 4. Approval was given to appropriate $25,472 from the Public Works Endowment Fund for Senior Cntr the Senior Center Flooring project. Flooring 5. Approval was given to appoint Joseph Rocha as Mayor Pro -Tem for the term of March Mayor Pro -Tem 21, 2006 through March 29, 2007. Rocha SPECIAL CALL ITEM. It was then moved by Minutes spec Councilmember Hardison, seconded by Councilmember Hanks and unanimously carried that Meeting typo the minutes of the regular meeting of March 6, 2006, and the special meeting of March 13, Min approved as amended, be approved. As amended Mayor Pro -Tem Rocha addressed the City Warrant Register and requested that a staff report Rocha regarding a dinner reimbursement policy be prepared and brought back to Council. Policy Councilmember Hardison offered a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Res.06-C20 CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO Warrants BE PAID. Response Councilmember Carrillo expressed concern regarding the proposed ordinance noting that the Carrillo fee generated may not be as significant as the money spent by film industry within the Concerns community when filming.
