The City Council reconvened at 7:30 p.m. City Attorney Carvalho advised that Council Reconvened
discussed several items in Closed Session with no reportable action but that they will be CityAttorney
returning to Closed Session at the end of the Council Meeting to discuss Public Employee Comments
Performance Evaluation, but Labor Negotiations will not be discussed.
Mayor Chagnon called the meeting to order and led in the Salute to the Flag.

PUBLIC PARTICIPATION
Ms. Frances Madrigal, Past President of Sister City Committee introduced Ms. Maria Salazar,
President of Sister City Committee who reminded all that Azusa Sister City and the City of
Azusa have enjoyed a partnership for forty years and noted that the City has financially
supported Sister City in the past in the amount of $2,500 per year which has enabled them
to increase that amount of monies needed for the year. She stated that Day at the Races
and Free Yard Sales in April will bring in funds for the Youth Exchange, but it is not enough;
there is a need for support. She detailed the challenge from the City's Sister City Zacatecas,
Mexico, to send 30 adults to Zacatecas this year and noted that to date they have 20 adults
�Igned up. She thanked the membership and Committee for their continued support and
Iso thanked the City Council in advance for any contributions they may provide. She then
nswered questions posed by Councilmembers. The matter was directed to the City
Manager in order to prepare a response by the April 17th meeting.
Ms. Peggy Martinez, representing the Downtown Business Association addressed Council
announcing and inviting all to the 6`h Annual Mariachi Festival to be held on Saturday, April 8,
2006, at 6:30 p.m. at Citrus College Performing Arts Center. She stated that four mariachi
groups will be performing and that proceeds will be shared with Mariachi De Azusa, an after
school program in the Azusa and another Youth Group called Mariachi Relampago. She
talked about the groups which will be performing and stated that admission is $25, VIP and
$20 General Admission with a reception following. For further information and tickets, call
her at 8125818, or call Elaine Dominguez at the School District at 858 6182.
Ms. Barbara Dickerson on behalf of the School District addressed Council and expressed
appreciation to Police Department for their assistance to the School District during the
recent student Walk Outs and Protests; she also thanked the parents and students for the
peaceful demonstration. She invited all to the schools that were recently modernized via a
series of open houses as follows: April 12, Foothill Middle school, April 27' Azusa and
Gladstone high schools, and April 25`h at some of the elementary and junior high schools;
for further information contract the District at 858-6154, to obtain specific dates and times.
She thanked Councilmembers who responded to her mailer.
s. Yolanda Garcia addressed Council on behalf of the residents of Alameda and Dalton,
hove 6`h street, regarding the alleyway between them. She stated that vehicles drive too
ast through the alley and she is concerned with the children that live and play in that area.
She stated that many times kids ride skate boards and bikes and that vehicles do not slow
down for them. Further, that there are no signs posted in the alleyway at 15 mph as in other
alleys. She requested that speed bumps be placed in the alleyway and stated that she has a
petition to submit requesting the same. .

REPORTS. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates
Ms. Margo Antrim addressed Council requesting sponsorship to the 1" - 5`h grade students M. Antrim
at Lee School in order to help meet the basic need for the Science Fair supplies, for the Comments
students; the Science Fair will be held in June. She also reminded Councilmembers that she
is awaiting a response from them to see if they would be able to be judges at the Fair.
Moved by Mayor Pro -Tem Rocha, seconded by Councilmember Carrillo and unanimously Sponsorship
carried to give a total of $500 to the students of the 1" - 51h grade at Lee School for their Lee Science
Annual Science Fair supplies and that they be distributed as needed. Fair
fhiss Outstand Teen of Azusa, Rebecca Mejia addressed Council requesting sponsorship in R. Mejia
e amount of $100, in her quest to compete for Miss California Miss Outstanding Teen. Request for
e stated that she needs to sell three pages of advertisement in the amount of $100 each Sponsorship
page. She advised other donors to contact her Director, Ms. Peggy Martinez at Downtown
Business Association at 625 812-5818.
Moved by Councilmember Hanks, seconded by Mayor Pro -Tem Rocha and unanimously Sponsorship
carried to sponsor Ms. Mejia in the amount of $100 from the Scholarship Fund in order to R. Mejia
help her compete in the Miss California Outstanding Teen. Miss Ca
Per Mayor Pro -Tem Rocha's request, Director of Recreation and Family Services Jacobs J. Jacobs
announced job opportunities available in the Recreation Department as follows: for men and Job opportunity
women 16 and up, applications for Life Guards and Instruction Guards will be available April Aquatics
20, 2006; at the Memorial Park Recreation office or for further information call 812-5280.
The positions are for the aquatics program during the summer; Life Guard pay is 8.34 -
$10.12, and Instruction Guard is $9.20 -$11.19 hour and both are nine week programs. He
stated that with regard to job opportunities for the parks, they are not identified yet and are
offered to existing staff first.
Director of Recreation and Family Services Jacobs provided an update on the Arbor Day J. Jacobs
Ceremony which will be held on April 6, 2006, at 5:30 p.m. at Pioneer Park and there will be Arbor Day
a physical tree planting at that time. Update
lrayor Pro -Tem Rocha asked that the meeting be adjourned in memory of Elizabeth Shorey. Rocha
e invited the public to attend community workshops that will be held at Memorial Park Comments
ulti-purpose room, on Thursday, April 6, 2006, at 7 p.m. and on Saturday, April 29'" at 9
a.m. He stated that teens are encouraged to attend and provide input regarding what they
think needs to be done better in the town of Azusa. He stated that a benefit will be held in
memory of Ben Perez at Parish Hall on Saturday, April 15, 2006; dinner will be served from 4
p.m. - 7 p.m. and the dance from 7 p.m. - 1 1 p.m., donation is $20 per person. For further
information on the benefit call Cora at 262 506-0356, or Vicky at 909 364-8467; the group
hosting the event is Helping Hand of Azusa. On Saturday, April 8"' at 10 a.m. he asked for
volunteers to take down hanging baskets in the Downtown area to replace with spring
Flowers and also to hang banners of those servicemen serving in Iraq. He stated that two
Azusa men will be returning home from Iraq, one Jose Moreno Jr. and Mr. Rocha read the
Welcome Back Home Certificate they will be given from Councilmembers, which will be
presented in the Downtown area at the same time. He requested that the City recognize the
Armenian Genocide as requested by the HRC; he said It would be nice to have that part of
history displayed in the Library in order to instill in kids not to have hatred. He also asked for
a Saturday workshop to talk about the relationships with the City Boards and Commissions.
Councilmember Carrillo agreed with Mayor Pro -Tem Rocha and stated the he would like to Carrillo
meet with the Human Relations Commission to develop a work plan. Further, although he Comments
would like to remember the Armenian Genocide, he added that he would [lice to see positive
remembrances also.
ouncilmember Hanks was in agreement with the remembrances not only to the Armenian Hanks
enocide, but also positive events throughout history. He asked that a list be complied of Comments
any events, remember or celebrate them once and display them in the Library.
Mayor Chagnon advised that the Human Relations Commission has planned an event for Chagnon
April 20, 2006, to commemorate the Armenian Genocide and a proclamation will be Comments
presented at the meeting of April 17`h which will be on display in the Library Auditorium. She
stated that she spoke to the Chairperson of the HRC who detailed the event and its purpose
and now the City Council has had the opportunity to discuss it. She noted the clear
direction to the City Manager to plan for Commission workshops and to the City Clerk's
office to schedule the proclamation for the meeting of April 17"'.

Councilmember Hardison requested that staff look into the matter of why the Azusa Youth Hardison
Program got bumped from using the Azusa Woman's Club for its Annual AYP Barbeque on Comments
June 3, 2006. He stated that they have been re -assigned to the Senior Center.
Mayor Chagnon advised that the Free Yard Sales are taking place the last weekend of the Chagnon
month, April 28th, 29`h, and 30`h. She stated that there will be a Special Meeting at the Comments
Azusa Light and Water on Tuesday, April 4`h, to select a developer for the Downtown North
Project; which would look into the feasibility of a Transit Oriented Development, a new
Library location, retail mixed use and housing in the downtown area and Invited all to attend.
Assistant City Manger Person addressed Council and audience regarding the location and
lace W review artifacts found in the Rosedale Project stating that Cogston Resource
anagement, consulting archeologist, have the artifacts in their possession at this time and
re in the process of washing, cleaning, photographing, documenting and cataloging them.
He stated that they are looking into the feasibility of bringing some of the most significant
artifacts back to Azusa for review by interested persons in the ECC, Emergency Operations
Center at'the Azusa Police Department. He advised that he will come back with proposed
dates of when this could be done. He also announced that Starbucks west will began
serving coffee on Thursday, April 06, 2006, even though the grand opening isn't until April
19`h.

PUBLIC HEARING - Consideration of adoption of an ordinance amending the Azusa Pub Hrg
Municipal Code by adding Article XIII to establish a preferential parking program. Pref Pkg Prgm
It was consensus of the Councilmembers to continue the public hearing to the meeting of Hrg continued

Mr. Roy Bruckner, Project Manager for the Rosedale Project addressed Council stating that R. Bruckner
Tract Map No. 54057-02 is immediately adjacent to the Nob Hill Neighborhood and Final Tract Map
physically separated from the rest of the Rosedale Project, an area where Taylor Woodrow No. 54057 -02
will build their high end homes. He highlighted conditions that require special consideration
as follows: Condition #7 - Preparation of Bus Circulation Plan. Repeated attempts by ALP and Staff
t contacting Foothill Transit Staff concerning potential expanded bus routes into the project have not
een successful. The Bus Circulation plan must be submitted by ALP before the next final map is
onsidered for approval. Condition #19 - Subdivider to make irrevocable offer to dedicate adjacent
hillside open space to the City. This dedication would be offered to the City by separate instrument,
not by recordation of this Final Map. However, Staff believes that accepting this dedication may be
too early in the process, as responsibility for maintenance cost and liability would be a major
consideration. Delay of acceptance of the hillside open space would be advantageous to the City.
The Developer has submitted a Grant Deed to the City for review and it will schedule for City action at
a later date. Condition #27 - City Engineer to approve final design of Sierra Madre Ave roundabouts.
The final design is part of the Sierra Madre Ave. street improvements, which have been in plan check,
and are almost complete. Because this Final Map does not rely on access to Sierra Madre Ave., Staff
supports deferring this matter to the next final map approval. Condition # 28 - Land to be dedicated
for a fire station in lieu of Fire Impact Fees. The parcel of land to be dedicated for a fire station is
located at the opposite end of the project area, near the existing fire station, and is not ready to be
dedicated. However, the Subdivider has an agreement in place with the Fire Department, binding
them to the dedication of the parcel and construction of the fire station. Staff believes that the Intent
of this condition to secure the dedication and construction of the fire station has been met.
Community Facilities District Formation - The proper sequence for undertaking a project of the
magnitude and complexity of the Rosedale project Involving a Community Facilities District Is to form
the District prior to final map recordation, to ensure that formation occurs when the site is under a
single ownership. In this case, the formation of the District is targeted for April and May. However, in
order to maintain forward progress on the project there is a need for Final Map approval on Tract
54057-02. It is requested that the City Council approve the Final Map, but withhold signature so that
it cannot be recorded, until the CFD is formed.
11 r. Bruckner and Mr. Bill Holman of Azusa Land Partners then answered questions posed by Questions &
ouncilmembers regarding Landscape Design, Covina Canal and delayed signing of the tract Answers
maps.
City Attorney Carvalho and Project Manager Bruckner responded to the issue of the final City Attorney
map signing, stating that they are requiring Azusa Land Partners to sign an indemnification & Project Mgr
that they are proceeding at their own risk knowing that they have to complete certain Items. Comments
Mr. Bruckner stated that the technical aspect have been checked by the City Engineer, and
as long as they are in compliance with the underlying tentative map the final map can go
forward; the issue, he stated, is the sequence of the Community Facilities District formation
and the final map approval. City Attorney Carvalho stated that it is not an unusual process.

Moved by Councilmember Hardison, seconded by Councilmember Hanks and unanimously
carried that with regard to Final Tract Map No. 54057-02 Taylor Woodrow - Rosedale, it is
recommended that 1. Make the following findings: (a). That this project complies with the
Azusa General Plan and Monrovia Nursery Specific Plan, and is consistent with the approved
tentative map and any amendments thereto. (b). That, pursuant to Section 66436(a) (3) (A)
(i -vii) of the Subdivision Map Act, the City Council finds that the development of the
property, in the manner set forth on the subject division of land, will not unreasonably
Interfere with the free and complete exercise of the easements held by Covina Irrigation
Company and accepts the map without the signatures of said easement holders, 2. Approve
and accept the dedications as offered on the Map, 3. Approve and authorize the City
Manager to execute the Agreement for Completion of Public Improvements on file with the
�ty Clerk, 4. Accept the Improvements Performance Bond of $469,290, Labor and
aterials Bond of $234,645, and Monument Security Bond of $2,300, on file with the City
Jerk. 5. Approve Final Tract Map No. 54057-02, but withhold signature on the Final Map
until the CFD is formed, and 6. Authorize the City Clerk to endorse after the CFD is formed,
on the face of the Map the certificate, which embodies the approval of said map and
acceptance of dedications.

contractor.

8. The request for Leave of Absence without pay by an Account Specialist 1 was granted LOA Acct Spec
beginning March 13, 2006 through July 16, 2006, in accordance with Azusa Civil Service 1, Granted'
Rules, Section 6.8, Subsection 6.8.1.
9. Notice of Completion for the removal of underground storage tanks at the City NOC Under -
Transportation Center located at 850 W. Tenth St. completed by Wayne Perry Ground Strge
Incorporated, was approved the amount of $22,130.34 and staff was authorized to file Tanks Trans
the Notice of Completion with Los Angeles County Recorder and pay the 100/6 retention Center
to the contractor.

Mayor Chagnon announced to the public that graffiti abatement contract with Urban Graffiti Chagnon
Enterprises will aggressively address the graffiti problem in the community and she Comments
encouraged everyone to continue reporting graffiti via the graffiti hotline.

Moved by Councilmember Hardison, seconded by Councilmember Hanks and unanimously Proposal for
carried to approve the proposal for the Graffiti Abatement Contract and direct to bring back Graffiti Abtmt
a contract between Urban Graffiti Enterprises, Inc. (UGE) and the City of Azusa to perform Contract
graffiti abatement within the City of Azusa for the amount of $54,000.
Councilmember Hanks addressed proposed resolution regarding the regulatory fee for Hanks
wholesale fireworks permits, requesting that staff track how much money was spent on Fireworks Reso
public outreach and how much of the funds received from the regulatory fee covered that
amount; he suggested that this be done in August.
Councilmember Rocha expressed concern regarding the cost to the Wholesalers for Rocha
ireworks permits, that not fee be passed on to the retailer. The following was added to Fireworks Reso
ection 1 of the Resolution: "The wholesaler shall not pass along the regulatory fee to the
on -profits retailers in the City".
Councilmember Hardison offered a Resolution, as amended, entitled:
