The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium. CEREMONIAL The entire Council presented a Proclamation to Mr. Terry Franson recognizing him for his services to the community as a member of the Human Relations Commission. (Councilmember Carrillo arrived at this time). Ceremonial T. One Case Counsel The City Council reconvened at 7:30 p.m. Reconvened ' City Attorney Carvalho advised that there was no reportable action taken in Closed Session. City Attorney Mayor Chagnon called the meeting to order and led in the Salute to the Flag. CEREMONIAL Ceremonial Recognition was given to Gregory Patrick Ahern, Jr. on attaining the status of Eagle Scout. A Recognition proclamation presented to him at the Eagle's Scout Awards, was read by Councilmember Hanks. GregoryP. 'Gregory Patrick Ahern Jr. addressed council explaining his project. Ahern Jr. It was consensus of Council to move forward for handling at this time, Mayor Pro -Tem Rocha's Falcon tribute Item regarding Mr. and Mrs. Falcon performing a musical tribute to in Celebration of Mother's to mothers on Day. Mayor Pro -Tem Rocha Introduced and thanked them for their performance. Mayor Mother's Day Chagnon explained that this program was initiated by Mayor Pro -Tem Rocha in tribute to his Mother and all Mother's in Azusa. PUBLIC PARTICIPATION Public Part Mr. Ron Watson, newly appointed Assistant Fire Chief for the Los Angeles County Fire R. Watson Co Department, who will be representing Azusa, introduced himself and offered his services to Fire Dept Azusa residents. Ms. Mercedes Castro addressed Council to give an update on new businesses in Azusa. M. Castro, Recruiting of business has been successful, and several grand openings have taken place as a Buss in City result. She further informed Council that at the last Chamber of Commerce breakfast, they had the largest turn out. On behalf of the Azusa Chamber and all business in Azusa, she thanked Council for their continued support. Ms. Lalisa Morgan addressed Council expressing her concerns on recent acts of racism to her family and the African American community. She further stated that she is involved with the Human Relations Commission (HRC) and attended their last meeting where she made a 'presentation. She requested that the HRC be made more accessible to the community and requested additional funds to improve the growth of the commission. Mayor Chagnon explained that as a result of the joint workshop held with HRC on May 25'", the City Manager is currently working on setting up a budget for the HRC. Also, a work plan that encompasses youth conference and discussions about peer meditation groups at school levels is being planned. She thanked Ms. Morgan for her comments. Ms. Frances Melanson addressed Council regarding motor home parking in residential areas. She explained that in 1978, per enacted code, she put a cement pad to park her motor home, and it was considered as an extension of her driveway by the city, which was in compliance. She recently received a letter from the city, stating that the new Code was adopted In March 2005, and parking her motor home in front of her house was not longer in compliance. She requested Council postpone the implementation of the new Code and reconsider its decision. She proceeded to present Council with a petition containing 241 signatures of residents who oppose the adoption of Municipal Code Section 88.36.030 which deals with restrictions on recreational vehicles. Manager Delach stated that the Planning Zoning Code update is scheduled for May 15, but code enforcement provisions will be scheduled for future meetings. A study session is also being planned for the month of May. Mr. Ted Garcia, addressed Council expressing his opposition to overnight parking. He further suggested that, with the growth of the city, it would be beneficial for the residents to have City Hall open 5 days a week, suggesting the 73/4 day work week. Mayor Chagnon explained that in to overnight parking, it was pulled at the last meeting due to revisions beingdone to the ,regards report. She further requested that the City Clerk send Mr. Garcia a copy of the report once is finalized. Mr. Art Morales addressed Council welcoming all, and encouraging everyone to continue participating in the council meetings. Thanked Mr. and Mrs. Falcon for their presentation. He further stated that he assisted with routing the petition regarding restriction on recreational vehicles in support of it. He also expressed his opposition to overnight parking suggesting that it should be brought to the vote of the people. UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Recreation Superintendent Hogan, addressed Council giving an update on the Carpet Installation at Senior Center, stating that the Center will be open during the project, except Friday, May 5. The Friday meals will be delivered on Thursday night to Seniors, and Monday and Tuesday lunch will be served at the Woman's Club. A Dial -a -Ride will transport seniors from the center to the Woman's Club. May is Older American's Month, and several events are scheduled for Senior. Cinco de Mayo will be celebrated on May 2, due to the Center being closed on Friday. May 11, City of Azusa 2006 Outstanding Older American will be announced at a special luncheon, and at 5:30 p.m. an Asian cuisine dinner will be served. May 18 will be the Spring Fling Dinner Dance, and on May 24, senior volunteer dinner. All month there will be free health screening and movies every Tuesday and Thursday at 1:00 p.m. Anyone needing additional information may 'contact the Senior Center. Interim Police Chief Garcia addressed Council inviting Azusa residents to a Town Hall meeting that will be held on Tuesday May 16, at 7:00 p.m. at Memorial Park. The meeting will be conducted by Emergency Services Coordinator Olga Bruno, Representatives from the Red Cross and the Area D Operational Area from L.A. County. The purpose is to update residents and provide Information on Azusa's Readiness for disaster. Mayor Pro -Tem Rocha requested that all materials be translated into Spanish and translators be available for the Spanish speaking residents who attend the meeting. City Manager Delach addressed Council stating that the station design workshop for the Gold Line Metro Rail System will be at the Senior Center on May 17, 2006, at 6:30 p.m. He invited all to attend. Councilmember Carrillo thanked the Parks and Recreation Department for the successful Cinco de Mayo celebration held in front of City Hall on Sunday April 30. He also stated that he hoped that many residents took advantage of last week's Clean and Green Month. Mayor Pro -Tem Rocha announced the tree planting ceremony to be held out Saturday May 6, at 8:00 a.m., on the corner of Crescent and Angeleno; Girl Scouts and students from Paramount school will be participating. This committee has been together for eight years, and approximately 1,100 trees have been planted since. Community Director Coleman, informed him that a number of trees on Nob Hill by Sierra Madre, will not survive due to construction taking place in that area, and they will be taken down, and if anyone had concerns regarding this issue, to contact him. Mayor Pro -Tem Rocha then requested an update on the old school house, and City Manager Delach informed him that the School District requested information from the school superintendent regarding the historical preservation list. It may be possible that a public developer is interested in working with the group to save this school house, but hasn't seen anything official. Mayor Chagnon stated that at the last School Board meeting, several of the cultural and historical members attended and spoke on behalf of the school house, and two local non profit organizations requested a 30 day extension from the School District to submit a plan to refurbish it. Comments Mayor Chagnon announced that time is running out to be a participant on the Kids Come First Chagnon Golf Tournament. This years proceeds will go to the Gladstone Park Baseball Field called the Comments "Field of Dreams." Anyone wishing additional information may call (626)812-5280. Also, on May 14, at 7:00 at the Foothill Shopping Center Regency Theater, at no cost, a documentary will be played of mothers of the young people who are in the service Redevelopment Agency Items were moved forward to be handled at this time. THE CITY COUNCIL RECESSED AND THE REDEVELOPMENT AGENCY CONVENED AT 8:26 P.M. CITY COUNCIL RECONVENED AT 9:09 P.M. ,THE SCHEDULED ITEMS Assistant City Manager Person introduced the item giving a background and budget appropriations on the construction of the Forest Gateway Interpretive Center; thanked Director of Recreation and Family Services Jacobs for his participation in the project. He then introduced Mr. Ryan Ihly, of Sustainable Architecture, working on this project, who gave a power point presentation that consisted of the project site, plans, irrigation ditch, parking and landscaping. He also presented ideas on the use of the center to be more informative to the users. He stated that the idea of the building is to show the unique character of Azusa, and this building will also be used by The Forest Service. Anderson resolution declaring Council's Intention to adopt the Mitigated Negative Declaration for the Neg Dec Wtr Water Treatment Plant expansion Project. Treatment Plant Councilmember Hanks offered a Resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING ITS INTENTION TO Reso 06-C29 ADOPT THE MITIGATED NEGATIVE DECLARATION FOR THE WATER TREATMENT PLANT Neg Dec EXPANSION PROJECT. 'Moved by Councilmember Hanks, seconded by Councilmember Carrillo to waive further reading and adopt. The following resolution was adopted and entitled: A JOINT RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES ON BEHALF OF THE LOS ANGELES COUNTY, THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 22 OF LOS ANGELES COUNTY, AND THE GOVERNING BODIES, APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES RESULTING FROM ANNEXATION TO COUNTY SANITATION DISTRICT NO. 22. SPECIAL CALL ITEMS Spec Call Interim Chief of Police Garcia addressed the item on the purchase of MSA Millennium Gas B. Garcia Masks and CBRN Canisters, explaining that Homeland Security Grants are Reimbursement grants Comments that have specific guidelines on what can and cannot be obtained, and these masks can only be purchased for first responders. He estimated that approximately 75 masks are needed for police personnel, who are the first responders in case of terrorists and biological events. Moved by Councilmember Hardison, seconded by Mayor Chagnon to approve the selection of Purchase of vendor, Fisher Scientific Company, LLC for the purchase of MSA Millennium Gas Mask and Gas Masks CBRN Canister was approved. Cncl Recess/rec THE CITY COUNCIL RECONVENED AT 9:30 P.M. 05/01/06 PAGE FOUR ORDINANCES/SPECIAL RESOLUTIONS City Attorney Carvalho addressed item regarding 2004 edition of the California Electrical Code. explaining that this is a required program in which the city received model codes from the State and different industry or areas. This ordinance is for the adoption of the 2004 edition of the California Electrical Code. Counciimember Hanks offered an Ordinance entitled: AN ORDINANCE OF THE CIN COUNCIL OF THE CITY OF AZUSA AMENDING CHAPTER 14 OF THE AZUSA MUNICIPAL CODE ADOPTING BY REFERENCE THE 2004 EDITION OF THE CALIFORNIA ELECTRICAL CODE, AND AMENDING SECTIONS 14-1 and 14-91 REFERENCING 'CODE ADOPTIONS. Moved by Councilmember Hanks, seconded by Mayor Pro -tem Rocha and unanimously carried to waive further reading and introduce the proposed ordinance.
