The City Council of the City of Azusa met in special session at the above date and time at the
Azusa Senior Center located at 740 N. Dalton, Azusa.

City Manager Delach introduced the issue providing background of the adoption of the new
City Mgr, Assist
Development Code. Director of Economic and Community Development Coleman addressed
City Mgr and Dir
the issue stating that the reason for the meeting was to receive community input, prioritize
Eco and Com
issues and receive direction from Council. He detailed the process for implementation of the

new Development Code which led to the meeting tonight. He detailed certain code violations

and detailed the Code Compliance Program. Assistant City Manager Person - identifying
Health and Safety issues and aesthetic issues and Code Enforcement proposal.
PUBLIC COMMENT Public Comment
Mr. Art Morales - spoke against location of the meeting, public should have had a copy of the A. Morales
power point presentation, process for tagging RV's , serving on a committee, and voting for Comment
elected officials,
Mr. Jorge Rosales — noted the lack of Code Compliance, he referred to a three page letter he J. Rosales
submitted and requested a response, requested that the public be made aware of any changes Comment
to the Code via publications, etc.
'Mr. Yogi Brenner —confusion regarding various information disseminated regarding the issues, Y. Brenner
differences regarding setbacks, and differences in housing layouts, building code changes, Comments
restrictions and regulations on RV's.
Mr. Robert Connelly — noted abandoned vehicles along Sierra Madre without with no R. Connelly
enforcement. Comment
Mr. Edward Aknew — his negative experiences with City regarding Code Enforcement, E. Aknew
comments regarding compliance with RV parking, his RV poses no safety problem, temporary Comment
sign issue — how will people advertise, repair of vehicles, canopies, parking on lawns —
washing cars, citations/fines imposition and parking RV in the street.
Mr. Mark - should keep canopies, but they should be well kept up, neat, clean and taken care M. Mark

Mr. Mark Howell —in favor of beautifying Azusa, in favor of regulating signs, trash, abandoned M. Howell
vehicles, but RV's -recommended have them covered and stay in drive -ways, and have a Comment
clearer definition of setbacks.
Mr. Carlos Agreia —against City Ordinance in its entirety; did not look at the repercussions with C. Agreia
regard to pre-existing non -conformances and did not take in consideration Vehicle Code Comment
Mr. Luis Paredes — garage not large enough for vehicle, has to park in driveway —rather have L. Paredes
signs then people loitering in front of businesses. Comment
'Mr. Chuck Knox —noted middle class persons under attack with gas prices, etc. chose to live in C. Notch
Azusa in order not to deal with HOA's and strict regulations, wasn't notified of the meeting by Comment
City, why did City wait so long to enforce new Code, will fines lead to lien on homes,
exemption for some RV's, storage yards, who imposed these changes and why didn't everyone
receive notices.
Mr. Jesse Cobb - against storing RV in another place, should be able to enjoy it at home, J. Toms
doesn't like being pushed around, doesn't see a problem with RV's. Comment

Mr. Norman London — confusing language in the Development Code too specific; people have N. London
the right to use their home and property for their purpose, doesn't want freedom taking way. Comment
Mr. Anthony Granados — has received many citations as he has been working on his home, A. Granados
expressed concern regarding the status of his encroachment permit. Comment
Mr. Alan Lassitor — expressed his view on political signs, limitations on Christmas decorations, A. Lassler
blue poles in the downtown area, graffiti problems, kids walking streets challenging people, Comment
should focus on police patrol at schools get priorities straight.
Mr. Greg Ahern — spoke of RV parking being called a safety hazard and pointed out safety G. Ahern
hazards in the city building stating that if they were inspected safety hazards would be found; Comment
he stated RV parking adds value to homes in Azusa not decreases value; schools should be
improved and additional police officers should be added.
Mr. John Rosedale - owns an RV and can't afford storage fees; has RV to spend time with J. Rosedale
family. Comment
Ms. Christy Melanson —asked to reconsider imposing the restrictions on RV's as it is a family C. Melanson
activity and a spontaneous activity. Comment
Ms. Frances Melanson — detailed sequence of events since she received the courtesy notice F. Melanson
regarding her RV. She read a letter to Council summarized as follows: she has been a resident Comment
since 1966; bought RV in 1977, in summer of 1975 code enacted re: motor homes must be
on cement, built a pad considered an extension of driveway, an apron and Public Works
Director Wells advised that she was in compliance, even if there were changes in the future.
She received courtesy notice of violation, for twenty-eight years they had been in compliance;
she never received any notification of new Development Code or she wouldn't have purchased
a new RV. She talked about the notice content of the notice and stated that if she needed to
relocate the RV pad which would cost approximately $10,000. She asked that Council
reconsider their decision regarding RV parking and advised of the petition signatures she and
her son John have collected. She stated that the City needs to accommodate people with
'families and further the. possibility of forming a committee within 300 days is too long.
Mr. Byron Brigham - opposed to having a workshop after the ordinance has already been B. Brigham
passed, his dad built an awning to protect vehicles from sun and can't put car cover over a Comment
van; many disappointments with City regarding closure of gun club, closure of Crystal Lake,
and preventing him from keeping a vehicle on his property of which he paid.
Mr. Gene Edwards — signs — okay as long as they are taken care of. If Council represents the G. Edwards
people, who asked for the restrictions on RV's. Need additional Police around schools, not Comment
safe. Get committee before next election.

Mr. Harry Hoke — doesn't want to be his RV in storage. City should provide space. H. Hoke

Mr. Harry Smith — wants to know if it is legal to keep trailers In the alley. Is it legal to work on H. Smith
them there or is it restricted. Comment
Mr. Ray Boyer — in opposition to the new rules of the development code.

Ms. Peggy Martinez —language not clear -regarding signs, grandfathering in is more practical P. Martinez
for some of the businesses, hates to see grand opening sign after a year, 300 days is too long Comment

Mr. Phil jars - street sweeping issues due to parking situation with his neighbors. P. Jara
Mr. John Melanson —citing situation where people built retaining wall and now with new code J. Melanson
have to tear down. He has spoke to many people who have the similar situations. Comment
Mr. Charles Holen — against restrictions on RV's, he circulated petition collected many C. Holen
signatures from people who didn't have RV's, keeps his clean and free from trash. Comment
Mr. Joe Lurera — wants a better quality of material in street paving.

Mr. Lorenzo Rios — received courtesy notice, has a small RV and wants to know what a setback L. Rios
is. Asked to reverse the ordinance. Comment
Mr. Jim Wall —noted the history of his property line and how it changed over the years; they J. Wall
used the County code, what happens if he sells his property. Comment
Mr. Russ Wrenschler —he advised that a recall can be started with the collection of 25% of the R. Wrenschler
registered voters. He detailed the process and advised on how to upset a candidates chances Comment
of winning an election.
Mr. Brian Moon —blight abatement regarding signs, sees many small vacant businesses; should B. Moon
make incorporation of small businesses number one priority instead of individual freedoms. Comment
Councilmembers provided brief comments regarding the issue stating that they are here to Council
work together to find solutions to the problems; it's not too late to adjust and amend , there Comments
is a need for code enforcement to address health and safety problems, there is a need to form
a committee in less than 300 days, they are working towards eliminating blight in the
downtown area, and they are on the right track, and the new development code has been in
the works for three years, one overriding problem is that code hasn't been enforced; additional
code enforcements personnel will be hired, and the problems and corrections with the new
development code were discussed.
It was consensus of Councilmembers to set Wednesday, June 14, 2006, at 6:30 p.m. in the 6/14/06 next
Senior Center, as the date, time and place for another workshop regarding code compliance Workshop
issues. Questions asked at this workshop will be answered and Council will talk about next Code
steps. Compliance
