The City Council of the City of Azusa met in special session at the above date and time at the Azusa Senior Center located at 740 N. Dalton, Azusa. Mayor Chagnon called the meeting to order. Call to Order ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: HARDISON, CARRILLO, ROCHA, HANKS, CHAGNON ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: Also Present City Manager Delach, Assistant City Manager Person, Interim Chief of Police Garcia, Public Information Officer Quiroz, Director of Public Works/Assistant City Manager Makshanoff, Economic and Community Development Director Coleman, Code Compliance Inspector McMinn, City Clerk Mendoza, Deputy City Clerk Toscano. WORKSHOP REGARDING CODE COMPLIANCE PUBLIC COMMENT Public Comment Ms. Blanch Weir addressed the issue in favor of RV parking restrictions stating that cars park al B. Weir over the street and sometimes in her driveway; she doesn't mind if they park in the path of Comments their own driveway. Mr. Chuck Knotts addressed the issue stating that if RV's were blocking driveways they she call C. Knotts the police. Comments Ms. Linda Amidan addressed the issue voicing her opinion against RV parking restrictions L. Amidan stating that the law is giving preferential treatment to property owners with long driveways and Comments access to an alley; she can't park an RV in her drive way because it's not long enough. She stated that it decreases the value of her home, further she cannot afford to store an RV. Mr. Jorge Rosales addressed the issue stating that he had submitted a letter to Council on May J. Rosales 301h regarding his concerns with the new development code and how they listed RV parking Comments and in his opinion when the new development code included the RV parking restriction, it was concealed under the heading of Setbacks and most people didn't know what a setback was; in the old AMC it was very clear under the heading of Parking. Mr. Dick Nolting addressed the issue relaying the process for storing and caring for his trailer; D. Nolting he asked to be allowed to leave parked on the street 6 or 7 days to prepare or clean up his Comments trailer for a trip. He stated that there is a need for a Code Enforcement person with common 'sense and also have an appeal process, rather than make just a blanket statement. Mr. Marcial Jorge addressed the issue suggesting that since it's a new development code it M. Jorge should be for new housing. He stated that young people use RV's and there is a risk of losing Comments young families. Mr. Edward Sanchez addressed the issue expressing opposition to the proposed ordinance E. Sanchez stating that he has a right to have an RV and the City does not have the right to tell him where Comments to park on his property. Ms. Christina Ferris addressed the issue stating that her motor home is her only form of C. Ferris transportation and asked what she should do. Comments Mr. David Hooper addressed the Issue, first relaying an Incident her had with the police D. Hooper department involving his vehicle. He then expressed his opinion that he is in favor of RV's Comments being given grandfather clause. Mr. Bob Laurera addressed the issue stating that he remodeled his driveway and spend quite a B. Laurera bit of money and now thinks he may have made a bad Investment. Comments Mr. Ray Boyer addressed the issue noting the expense of storing an RV, over a one year, five R. Boyer year and ten year period and that there Is only one storage facilities in Azusa. Comments 'Ms. Regina Carter addressed the issue relaying the use of her motor home, the cost, and that R. Carter twenty four hour parking is not enough; should be able to park on property. Comments Mr. John Rosedale addressed the issue referring to Exhibit A, stating that he is In favor of # 14, J. Rosedale where it stated that the y would allow RV's in the front yard setback areas as long as the Comments vehicle is kept 5 feet behind the sidewalk so that the site visibility is not affected; the city could issue a permit and specify maintenance standard, otherwise the permit could be revoked. Ms. Irma Martinez addressed the issue stating that she cannot afford to store a horse trailer 1. Martinez and noted problems when horses may get sick and the need to address them. Comments Mr. AI Lassitor addressed the issue noting the expense of storage, suggesting that the City A. Lassitor build a facility; he noted the dangers of robbery when RV's are in front of homes, committee Comments make up, code enforcement hours, what happened with sign issue, high cost of storage and media coverage. Ms. Frances Melanson addressed the issue detailing the process used in notifying people F. Melanson about the issue of RV's, detailing the portion of the development code that pertain to RV's, Comments and quoted financial issues with regard to paid taxes, recent newspaper articles description of RV's, stating that RV parking enhances the property values. She stated that Azusa should be RV friendly. Mr. Art Morales addressed the issue in opposition of RV parking restrictions stating that there A. Morales 'is too much taxing, and there are more important issues i.e. freeway on-off ramp Comments beautification and graffiti. Further stating that the City should use their property for RV parking. Mr. Chuck Knotts addressed the issued stating that he never received notice of the meetings C. Knotts regarding RV parking; he referred to the staff report quoting and responding to statements in Comments the report. He expressed his opposition to RV parking restrictions as well as other city restrictions. He suggested better noticing of meeting and questioned Council on who voted for these restrictions. Ms. Pamela Vera addressed the issue stating that she is impressed with all who has come out P. Vera to address the issue and that people are getting Involved. Comment Mr. Jesse Cobb addressed the issue stating there is a need for Councilmembers to clarify J. Cobb where they stand on the issue and that it is the responsibility of the City to see that the Comments citizens are treated properly. Mr. Jim Wall addressed the issue opposing the increasing cost when tickets are not responded J. Wall to in a timely manner and that there is a need for proper notification. Comments Mr. Jim Hoff addressed the issue expressing his opposition to the RV parking restrictions J. Hoff stating that he cannot afford storage; he was opposed to hiring two new Code Officers, and Comments 'stating that there are worse problems such as graffiti. Ms. Tracy addressed the issue opposing the cost for storage fees, cost for using many City Tracy facilities, i.e. parks, and canyon and that instead of bringing revenue the city is sending it Comments away. Mr. Mike Lee addressed the issue stating that he is happy to see so many people at the M. Lee meeting and invited all to attend City Council meetings. Comments Ms. Blanch Weir addressed comments made earlier stating that she cannot get to her house B. Weir when her driveway is blocked. Comments 06/14/06 PAGE TWO Lengthy discussion was held between Councilmember and staff with each member expressing Council its view regarding the issue. It was consensus of Councilmembers that an RV Committee be Comments formed with three members of RV owners, 3 who would take a stand on enforcement, three with a neutral opinion and a staff liaison, Robert Person. Applications should be submitted by June 29, 2006, to the City Manager via the City Clerk's Office in order that decision on committee members be made by the July 17, 2006 Council meeting. The application should contain name, address, phone number, reason for applying and any time constraints that they may have. It was also noted that the committee should take a tour of the City, that there should be a fixed time and location for the meetings, and updates back to Council from time to time. Additional comments were made by Lorenzo Rios, he was concerned about the make up of Additional the committee, stating they should all be RV owners Tony Dezack representing signs, Bryon Comments Brigham about the make up of the committee, the awnings and concern regarding a Flawed code and not rushing through, Chuck Knotts, make up of the committee and removing the RV parking from the code at this time, and Art Morales regarding committee make up, suggesting it be people in the audience and the City Manager not a special committee. After additional comments, it was moved by Councilmember Hardison, seconded by Adjourn Councilmember Carrillo and unanimously carried to adjourn.
