The City Council of the City of Azusa met In regular session at the above date and time in the Azusa Auditorium. CLOSED SESSION The City Council recessed to Closed Session at 6:45 p.m. to discuss the following: PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Gov. Foothill The City Council reconvened at 7:30 p.m. City Attorney Carvalho advised that there was no Reconvened reportable action taken in Closed Session. City Attorney Mayor Chagnon called the meeting to order and led in the Salute to the Flag. Call to Order Invocation Roll Call Also Present Ceremonial The entire Council presented a Certificate of Appreciation to Frankie Maldonado, Brownie Cert of Apprec Girl Scout, in appreciation for her many accomplishments. F. Maldonado PUBLIC PARTICIPATION Public Part Mr. Mike Lee wished all a happy July 4" holiday, reminded all of front of City Hall, M. Lee recognized Veterans Art Morales and Bob Donnelson and soldiers fighting in the war: Comments congratulated new Chief of Police Garcia and special thanks to retiring Community Improvement Manager Dave Rudisel. 1 Mr. Art Morales congratulated new Chief of Police Garcia, thanked Mayor Pro -Tem Rocha for A. Morales organizing rally on the 4' of July. Noted location of Helping Hand Fireworks booth at comments Canyon City liquor parking lot. He voiced his opposition to the changes in the Fireworks ordinance this year and asked to allow lighting safe and same fireworks on the 1" 2"d and 3`d next year. Mr. Adrian Acosta introduced Paulo Sandoval -Flores, a student at Center Middle school who A. Acosta has been competing in various track and field competitions in the javelin throw throughout P. Sandoval - Southern California. On July 28th he is competing in the USATF Junior Olympic National Flores Championships in Baltimore Maryland and requested support from the City. It was consensus of Councilmembers that the City Manager be directed to work with him regarding a $100 donation. To donate money call: 626 327 1129. Mr. Jorge Rosales addressed Council regarding item B-2 request for proposals to conduct a J. Rosales management and operations review of the City's Library. He objected to spending more Comments money on a new library, stating that it is unnecessary. He stated that the City has already spent hundreds of thousands of dollars and hopes Council reconsiders spending the twenty- five thousand dollars that could be put into the construction. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Councilmember Hanks provided a presentation regarding Foothill Transit Proposed Service Changes. He advised that there were scheduled public meetings as follows: /u/y 12th San Dimas City Hall/Council Chambers at 6:30 p.m. 245 E. Bonita, Lines: 492, 189, and 284. He stated that they will be canceling lines, 481, 189, and 283, and restructuring the rest. He introduced the Silver Streak will be a new line providing frequent service between communities from Montclair to downtown Los Angeles. City Manager Delach addressed item regarding proposals to conduct a management and operations review of the City's Library stating that it is being conducted to.look at internal operations and how they are being conducted In conjunction with what will be needed for a new facility. Moved by Councilmember Hardison, seconded by Councilmember Hanks and unanimously carried to approve the Request for Proposals for the purpose of conducting a management and operations review of the City's Library. Discussion was held regarding the Highway 39 re -opening draft environmental Impact report; Councilmember Hardison requested that the City endorse it, push it and over emphasize how important it is to the City of Azusa. Director of Public Works/Assistant City Manager Makshanoff responded to questions by Councilmember Hanks stating that the State is mildly interested, it's not funded and It's not on their capital program. City Manager Delach advised that the Chamber of Commerce is taking a strong stand in favor of It for Azusa. Rpts/Updates Hanks Foothill Transit City Mgr RFP Review Of Library Approved Discussion Hwy 39 Re -opening Moved by Councilmember Hanks, seconded by Councilmember Hardison and unanimously Letter in carried to direct staff to prepare a letter in support of the reopening of State Highway 39 as Support soon as possible and also to request that the Azusa Chamber of Commerce also do a letter Re -open of support. Hwy 39 Councilmember Rocha invited all to attend the July 4`h Rally at 9 a.m. in front of City Hail Rocha noting that there were yellow ribbons donated, families of soldiers in Iraq will be there, Comments Stater Brothers donated watermelons and there will be families there In support of troops. He stated that Azusa High school will be celebrating its 50`h anniversary November 4`h and 5`h; on Friday, November 3rd he asked that the Mayor present a proclamation during half- time at the Football game. He asked all Council to attend as we as the City Attorney Sonia Carvalho who attended Azusa High school. He stated that the festivities will begin on Friday, at 7 p.m. and continue on Saturday, November 5 with breakfast, barbeque, picnic and class reunions at Azusa High school; he display a t -shirt that a 1970 graduate will be selling. Councilmember Hanks presented a speech read by Abraham Lincoln at his second inaugural Hanks/Chagnon address. Mayor Chagnon read it to the audience. He responded to comments made earlier regarding his vote on the new Fireworks ordinance stating that his intentions were for safety reasons with minimal restrictions to compromise with people who want to do away with them all together. He addressed the Downtown North proposed development with regard to eminent domain reiterating that no single family homes will be affected and/or no residential units will be affected and talked about eminent domain process. Mayor Chagnon announced that Saturday, July 8'h is the Grand Opening of Cingular, Thursday 13" is the Groundbreaking Ceremony for Azusa Court, new condos on Newburgh, Saturday, July 15'" is Office Hours with Senate Majority Leader Gloria Romero at Starbucks In Azusa on Foothill and Azusa Avenue from 10 a.m. — 11:30 a.m., on Tuesday July 1 1'" from 8 p.m. — 11 p.m. is Movie Night at Memorial Park. She requested that the Care of Palm Trees at Rosedale Report be placed on the July 17'" Agenda, reminded all that the Swearing In Ceremony for Chief of Police will be on July 17" as well as for a new Captain, Lieutenant, and Sergeant at 7:30 p.m. She asked for Council for input regarding a proclamation for David Rudisel, retired Community Improvement Manager all agreed and it will be scheduled at Mr. Rudisels convenience. Assistant City Manager Person provided and update on the closure of Sierra Madre stating that approximately one mile section of the street will be closed on July 10, 2006, at 3 a.m. for 6 months, between Nob Hill Drive in Azusa and Yucca Ridge Road in Glendora. The closed section will remain open to fire, police, emergency service, utility, postal service as well as residents with homes on Sierra Madre within the project area. He spoke about the traffic diversion plan; road closure sign, etc. and stated for more information go to the following websites: www.rosedale.com www.ci.azusa.ca.us. Mayor Chagnon advised that the County Sanitation District will be conducting tours of their facilities as well as an ocean tour. She also stated that she sent Councilmembers handouts regarding Counsel of Governments regarding potential increase in dues and a summary of a workshop where all the cities got together listing regional issues; she stated that if there was anything Councilmembers wanted her to take back to the COG, she is the City's representative and Councilmember Carrillo is the Alternate, and she would be glad to accommodate. Person Update Closure of Sierra Madre Chagnon Comments 'The CONSENT CALENDAR consisting of Items C-1 through C-7 was approved by motion of Consent Cal Mayor Pro Tem Rocha, seconded by Councilmember Hardison and unanimously carried with Approved the exception of item C-7 which was considered under the Special Call portion of the Agenda. 1. The Minutes of the regular meeting of June 19, 2006, and the minutes of the Special Min appvd meeting of June 12, 2006, were approved as written. 2. Human Resources Action Items were approved as follows: Human Res. Promotions: J. Arnold, S. Hunt, and E. Street, effective July 1, 2006. Action Items 3. The City Treasurer's Report as of May 31, 2006, was received and filed. 4. The updated and revised class specification for Community Services Officer — Com Svs Off Administration and Community Services Officer — Field position were approved. Admin A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE CITY'S Res. 06-052 CLASSIFICATION PLAN AND ESTABLLISHING COMPENSATION FOR THE Salary CLASSIFICATION OF COMMUNITY SERVICES OFFICER — FIELD. Structure 5. Professional Services Agreement for legal services from Liebert Cassidy Whitmore for the Spec Lgl Cnsl defense of litigation in case no. CV06-3606 MRP (RCx) for the City of Azusa and Liebert Cassidy defendants was approved. Whitmore 6. SPECIAL CALL ITEM. 07/03/06 PAGE THREE Spec Call SPECIAL CALL ITEMS Spec Call Items Mayor Pro -Tem Rocha addressed resolution regarding the separation of David Rudisel Rocha thanking him for the twenty three years of dedicated service and noted just some of the very Comments important City programs he was responsible for creating such as the Rental Housing Re: D. Rudisel Inspection Program, the Housing Resale Ordinance, Civil Fines Program, negation of Fire Contract which brought the City 2.6 million dollars over a five year period, and the Mobile Home Park Rent Stabilization Ordinance. Mr. Rocha wished Dave a happy and safe retirement. Mayor Pro -Tem Rocha offered a Resolution entitled: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROVIDING A SEPARATION Res. 06-054 INCENTIVE PROGRAM FOR DAVID RUDISEL, COMMUNITY IMPROVEMENT MANAGER FOR Auth.
