The City Council of the City of Azusa met in adjourned regular session at the above date and time in the Azusa Light and Water Conference Room, 729 N. Azusa Ave. Mayor Chagnon called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: HARDISON, CARRILLO, HANKS, ROCHA, CHAGNON ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: City Attorney Carvalho, City Manager Delach, Dr. Bill Mathis, Assistant City Manager Person, Chief of Police Garcia, Economic Development Director Coleman, Director of Public Works/Assistant City Manager Makshanoff, Director of Utilities Hsu, Public Information Officer Quiroz, Library Director Tovar, Director of Recreation and Family Services Jacobs, City Clerk Mendoza, Deputy City Clerk Toscano. PUBLIC PARTICIPATION None. Call to Order Roll Call Also Present Pub Part None. CLOSED SESSION - The City Council recessed to closed session at 8:07 a.m. to discuss the Closed Session following: PUBLIC EMPLOYEE PERFORMANCE EVALUATION (Gov. Sec. 54957) Title: City Manager Mayor Chagnon abstained from the following due to a conflict of interest: REAL PROPERTY NEGOTIATIONS (Gov. Code Sec. 54956.8 Address: 809 North Azusa Avenue, Azusa, CA 91702 Negotiating Parties: Conrad Diaz, Jr. Agency Negotiators: City Manager Delach and Assistant City Manager Person Under Negotiation: Price and Terms of Payment REAL PROPERTY NEGOTIATIONS (Gov. San Gabriel Avenue Reconvened No reports Pub Part Mr. Jorge Rosales addressed Council expressing two concerns: Affordable Housing and more J. Rosales Council meetings be televised. Comments Each department head summarized Its accomplishments and goals. Lengthy discussion was Workshop held regarding technology, economic development, projects i.e. Block 36, Rosedale, Lengthy Downtown North, Foothill Shopping center, and Block 37. Discussion was held regarding Discussion infrastructure and the possibility of Cooling Centers, Sewer Master Plan, Water Treatment Plant, and Pavement Management Plan, among other items. With regard to organizational goals, the following was discussed: staffing/budgeting, logistics, Group Wise versus Outlook, Bitech upgrade, Personnel recruitment and hiring system, update formal policies, ethics training, Code Enforcement, energy conservation, records management, legal requirements for safety, and cable television.
