The City Council of the City of Azusa met in regular session at the above date and time In the Azusa Auditorium. CEREMONIAL The City Council presented Certificates of Appreciation to contributors to the Summer Reading Program; they are as follows: Veterans of Foreign Wars, Alliance Environmental Group, Vulcan Materials Company, McDonald's, Carvel Ice Cream, Azusa Woman's Club, Friends of the Azusa Library, Golf n' Stuff, Rancho Cucamonga Quakes, Azusa Chapter Civitan International, Athens Services, Mr. and Mrs. Joseph Rocha, Home Town Buffet, and Acosta Growers Inc. Most of the contributors were not in attendance at the meeting. Ceremonial Cert Sumr Rdg Mayor Chagnon noted that there was a Certificate of Recognition for Fred Somes of Coral Mayor Shores Really, for opening his business abroad in Belize, and proclamations for outgoing Comments Commissioners Mr. Art Morales who served on the Cultural and Historical Preservation Re: Cert & Commission and Mr. Jake Bushey who served on the Personnel Board, but there were not Procs persons present at the meeting at this time. Not In attend The City Council presented a Certificate of Recognition to Alexandra Brianna Loera, of Center Certificate Middle School, who participated in the "Express Your Vision of Freedom" contest, sponsored A. Loera by Mont Blank, and placed Ist at State level. Mr. Paul Naccachian of the Human Relations Commission presented Ms. Loera a gift for her participation. The City Council presented a proclamation to members of the Los Angeles County Fire Proc L.A. Co. Department, declaring the month of October 2006, as Fire Prevention Month. This year's Fire theme "Watch What You Heat". Fire Station is giving out free smoke detectors. (Councilmember Hanks was not present during Ceremonial, but he did participate In Closed Hanks absent Session portion of the meeting). One Potential Case Counsel The City Council reconvened at 7:32 p.m. City Attorney Carvalho advised that there was no Reconvened reportable action taken in Closed Session; that Mayor Chagnon abstained from participation City Attorney In Real Property Negotiation on property located at 110-190 West Ninth Street, there were Comments two potential litigation items of which one involved a contractual matter subsection (c ) and there is a need to determine whether there are any legal Issues to pursue and the other subsection (b) there was no reportable action. Conference with Labor Negotiators and Potential Litigation (c ) will be continued to the end of the meeting. Mayor Chagnon called the meeting to order and led in the Salute to the Flag. CEREMONIAL (CONTINUED) Ceremonial The City Council presented of Certificate of Recognition to Mr. Fred W. Somes, Coral Shores Cert to F. ' Realty, for opening his business abroad in Belize. Somes PUBLIC PARTICIPATION Ms. Lorraine Somes introduced Golden Days Honored Citizen Ofelia Solis. She stated that the Grand Marshal's will be the Real Cowboys which is a group of men and women who are retired actors, stunt people and musicians of western movies and they will be in the parade to be held on Saturday, October 14th. She stated that Golden Days week will begin October 7' with Chalk Festival at the Azusa Senior Center. Mr. Art Ramirez announced that there will be a Spaghetti Western dinner at the VFW; tickets are available at City Hall, Park and Recreation office, VFW, Downtown Business Association, or call him at 334-6040, price is $12.50 per person. He stated that there will be a raffle at the dance and one item will be two. tickets at UCLA -Oregon game, which is one of the many prizes offered. Ms. Somes announced the rest of the events to be held during the week of Golden Days. Public Part L. Somes A. Ramirez Update on Golden Days Events Mr. Mike Lee expressed congratulations to Art Morales for the proclamation that was M. Lee prepared for him; he suggested additional advertisement for City Hall on the Move; he noted Comments that Uriel Macias held a kick off campaign at Slauson Park on Saturday September 30th, and encouraged everyone to register to vote. Mr. Paul Naccachian and Marti Villanueva of the Human Relations Commission announced P. Naccachlan that they will be having the Martin Luther Ring Jr. celebration, Hands Across Azusa, on Comments 'January 14, 2007 from 1:30 - 4:30 p.m, and that kids from local high schools are helping with the planning of the event. He stated that the Youth Conference originally planned for October 21 `t this year is being cancelled; there Is no new date and will be held in October of next year. Mr. John Melanson presented a petition with 120 signatures in favor of RV parking, which he J• Melanson stated is now a total of 591 he has submitted to date. Comments Mr. Jorge Rosales expressed concern regarding recent Planning Commission vote in favor of J• Rosales major deviations from the Specific Plan in the Rosedale Project, which deals with Promenade Comments District three neighborhood; Transit, Great Park, and Garden he stated that the transit area is one, not two areas, and that it is mixed use, not just residential. 10/02/06 PAGE TWO 1 Ms. Pamela Vera addressed Council sharing a story about her opposition to not being able to P. Comments Ms. Peggy Martinez addressed Council and talked about her trip to Zacatecas, along with Councilmember Hanks and City Cleric Mendoza. She stated that Councilmember Hanks delivered a speech to a crowd of 300 people, in Spanish and did a wonderful job. She also stated that many people attended who have been with Sister City since It's inception. She announced Sister City's 40" Anniversary dinner/dance at $20 per person; contact Tony Contreras for further information at 969-1229. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rosedale Project Manager Bruckner provided an update on Rosedale Project for the 3rtl quarter which covered Grading Progress, Infrastructure Progress, Architectural Design, Planning Approvals, Upcoming Planning commission Review, Staff Level Design Review, Building Permit Issuance Schedule, Building Permit Schedule Comparison, Sales Gallery & Model Homes, Archeology -Historic Resources, Revised Construction Schedule, CFD and Other Updates. He presented a Power Point on the Issues which Is available at the Office of the City Cleric. Mayor Pro -Tem thanked his colleagues and City Staff for their participation of City Hall on the Move. He invited all to the celebration of the 50U'Anniversary of Azusa High School and Invited all to the game on Friday November 3r° and the dinner/dance at the VFW on Saturday, November 4'. He expressed concern regarding the condition of 1 1t' Street and noted that the Golden Days 5 and 10 K Run will be using part of the street; City Manager Delach responded that half of the street paving will be completed by that time; there will be a full asphalt over the street. Martinez comments Rpts/Updates Update on Rosedale Project Rocha Comments Councilmember Hanks thanked Sister City Committee and those who participated in the trip Hanks to Zacatecas; he endorsed people taking the time to go to Mexico and meet the Sister City Comments people and hoped that all take the opportunity to meet members that will be coming to Azusa during Golden Days and thank them for there hospitality when people from Azusa visited Zacatecas. Councilmember Hardison reminded staff that that he requested an update on commercial Hardison vehicles in certain areas of the City; he asked that an agenda item regarding addendum to Comments the code be drafted. City Attorney Carvalho responded stating that the City does have Code Sections to address City Attorney the problems regarding commercial vehicles, but that Council could give staff direction to Comments come back with an addendum to the code to address additional issues; staff was directed to come back with by the second meeting in November. Councilmember Carrillo expressed his excitement over the upcoming Golden Days week Carrillo celebration, stating that the parade Is the time to share community and It's a great event. Comments Mayor Chagnon announced that she has tickets for the Tamale Dinner which will be held on Chagnon Wednesday, at the Azusa Woman's Club; tickets are $10 for adults and children $8. She expressed congratulations to Sister City Committee on the celebration of its 40'" anniversary. She thanked all who attended the Foothill Shopping Center workshop and expressed disappointment at the cancellation of the HRC Youth Conference. City Manager Delach announced that there is community meeting for the Gold Line Design City Mgr Work for the City of Azusa Stations and it will be held on Wednesday, October 25, 2006, at Comment 6:30 p.m. at the Azusa Senior Center. City Attorney Carvalho reminded Council and Board and Commission members that they City Atty have a required State mandated AB 1234 Ethics Training Course that has to be completed by Comments December 31" of this year. The City will be having it on October 18'" and City Manager Delach advised that there is another date available of October 26h in Arcadia. The CONSENT CALENDAR consisting of Items C-1 through C- 8 was approved by motion of Consent Cal Mayor Pro -Tem Rocha, seconded by Councilmember Carrillo and unanimously carried with Approved the exception of item C-3; Mayor Pro -Tem Rocha abstained from resolutions, and Item C -3f, was deleted from the agenda as it was placed there in error. 10/02/06 PAGE THREE I .
