MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, MARCH 5, 2007 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the
Azusa Auditorium.

The City Council presented Certificates of Recognition to members of the Azusa Youth Cert to Azusa
Boxing Club in honor of their participation and success in Puerto Rico. Boxing
The City Council presented Certificates of Recognition to Azusa Raiders Cheer, Jr. Midgets Cert to
and Jr. Peewees, First and Third Place winners of the 2007 JAMZ Nationals cheerleading Azusa Raiders

The City Council presented certificates and proclamation to outgoing Councilmember David Proc to D.
O. Hardison, in appreciation of his 13 years of service to the City of Azusa. Hardison

Mr. Robert Duke, Teacher at Azusa Pacific University Service Learning Department, R. Duke
announced a rummage sale to be held at the Azusa Senior Center on Saturday, March 10, Comments

He also announced a Passover Dinner Theatre to be held on March 29, 2007.
Mr. Frank Chavez, Lieutenant of the Azusa Police Department and Police Officer Paul Dennis, F. Chavez &
both of Azusa Police Manager's Association, thanked the City's negotiation team, and City P. Dennis
Council for their leadership style, and hard work stating that reasonableness always prevails. Comments
Mr. Gene Lopez addressed Council expressing his concern regarding tagging stating that G. Lopez
there Is a need to declare a war on taggers and that it has to stop. Further that the City is Comments
paying a contractor to remove graffiti and they should get It. done.
Ms. Peggy Martinez invited all to the Miss Azusa and Miss Outstanding Teen Pageant to be P. Martinez
held at Citrus College on March 24, 2007 at 7 p.m. She wished all candidates of the March Comments
6fh election good luck. She addressed item regarding the Preliminary Plan for
Redevelopment areas on the agenda stating that the Downtown Business Association would
like to hold workshops with the City Council on this Issue.
Mr. Mike Lee thanks Council for the refreshments provided, he wished good luck to M. Lee
Councilmember Hardison, and good luck to all candidates running for office. He expressed Comments
his opinion regarding a Target coming to Azusa as well as bathrooms at Rosedale parks. He
expressed his opinion in favor of Joe Rocha.
' Ms. Stephanie Mills urged all to vote in tomorrow's election and expressed her opinion S. Mills
regarding candidates, and residents of Azusa. Comments
Ms. Yolanda Pena, Joe Rocha's Campaign Manager expressed her opinion in favor of Mr. Y. Pena
Rocha and provided a bio of him. Comments
Mr. Jorge Rosales expressed his opinion regarding candidates for the upcoming elections J. Rosales
and provided a handout with information regarding who was responsible for securing Comments
scholarships from APU, and the number of police officers hired in recent years.
Ms. Lana Grizzell urged all to vote in the upcoming election and expressed her opinion L. Grizzell
regarding who she thought were the best candidates. Comments
Mr. Art Morales wished all a good evening, thanked Dave Hardison for being a straight A. Morales
shooter. He reminded all to vote and thanked the soldiers in military for serving noting that Comments
are the reason for our freedom.
Ms. Marti Villanueva addressed Council and talked about the process it took to save the M. Villanueva
marquees at the Foothill Drive -In and the value of the Azusa Historical Landmarks and she Comments
encouraged all to vote.
Mr. Uriel Macias addressed Council urged all to go out and vote U. Macias

him to throw out the first ball for the Azusa National Little League Opening Day, he thanked Comments

Mr. Dennis Willut addressed Council reiterating the issue of a late business tax bill paid by D. Wlllut
his mother and asked that the issue be resolved; he also asked that Library hours be Comments
Increased, cable television fees for Seniors be reduced and suggested that a committee be
created to accomplish this. He was referred to staff.
Ms. Tina Doeve addressed Council expressing her opinion regarding the recent election T. Doeve
campaign and noted her dissatisfaction with many items. Comments

Ms. Barbara Dickerson representing Homework House announced the celebration of its 10 B. Dickerson
year Anniversary which will be held on Friday, March 9, 2007, at 7 p.m. at the APU West Comments
Campus and the cost Is $25.00.
Ms. Madelyn Payne addressed Council regarding agenda Item regarding the Redevelopment M. Payne
Preliminary Plan and questioned if any of the developers for this project have made Comments
campaign donations, and if they did should the candidate be excluded from voting on the
matter.
Mr. Art Vasquez addressed Council noting many of the organizations that he is a member of A. Vasquez
and expressed his opinion regarding the current election campaign. Comments
REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF

Moved by Mayor Pro -Tem Rocha, seconded by Councilmember Carrillo and unanimously Cert & Proc
carried to approve a certificate of recognition to Ms. Blanch Weir, recipient of the District Requested and
Attorney Courageous Citizen Award for bravery, a proclamation for Mr. Jesse Avila outgoing Approved
president of the Azusa American Little League, to be presented on March 10th Opening Pay
and a proclamation for Burke Hamilton for his dedicated service to the City.
Mayor Pro -Tem Rocha announced the Homework House Open on Saturday; Saint Frances of Rocha
Rome Church 100 year celebration on Saturday at 10 a.m. and Azusa American Little League Comments
Opening Day on Saturday at 10 a.m. He urged all to get out and vote for the candidate of
their choice. He asked that the meeting be adjourned In memory of Manny Perez.
Councilmember Hanks commented to Mr. Hardison that he enjoyed serving with him on the
City Council, he urged all to get out and vote, and stated that his appointment SCAG was re- Hanks
affirmed. He also announced that the Construction Authority certified the Gold Line EiR this Comments

Councilmember Carrillo announced that he and Councilmember Hanks attended in meeting
In downtown Los Angeles with Supervisor Gloria Molina and representatives of Duarte, Carrillo

Councilmember Hardison addressed the audience talking about negative campaigning and
urged all to vote with their head. City Manager Delach thanked Councilmember Hardison for Hardison

Ms. Rainbow Yeung, Senior Public Affairs Specialist of Public Affairs of the South Coast Air
Quality Management District provided a presentation on the Regional Blueprint to meet air R. Yeung
Quality Standards and Integrated Plan to Address Both PM2.5 and 8 -hours Ozone SCAQMD
Standards. She talked about recent CARB Health Impact Estimates, USC Children's Health Presentation
Study, what the Air Quality Management does, Air Quality Trend and Days Exceeding Ozone
Standards, 2005 South Coast Air Basin Air Quality compared to other California Air Basins,
Severe Air Quality Problem, 2005 Annual Average PM2.5 Concentration, etc.
