The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium, located at 213 East Foothill Boulevard, Azusa, CA, 91702. CEREMONIAL Ceremonial The City Council presented a Proclamation to Ms. Pledad Marquez Ramirez for the celebration Proc P. Rami of her 90th Birthday on May 19th. 90'h Birthday Certificates of Recognition were presented to those who contributed to the Azusa National Cert of Rec Little League field Improvements as follows: DMC Construction, AC Plumbing, New Wires Businesses Electric, Vulcan Materials, and Azusa Light 8. Water. Certificates of Recognition were presented to students and teachers who traveled to Cert of Rec Washington, D.C. from the Slauson Middle School. Slauson I(Ids CLOSED SESSION Closed Sess Mr. Mike Lee addressed Council expressing his appreciation of their support of the seniors at M. Lee Villa Azusa apartments. Mr. Hogop (Jack) i(ouyoumdjian of Economy Auto addressed inviting all to the Grand Opening I(ouyoumdjia of their new location on May 17`h between 10 and 4 p.m.; he added that they have been in Comments business for 25 years. Ms. Ilean Ochoa addressed Council with thanks from Azusa School Board for the joint meeting 1. Ochoa held on April 17th' she noted that It brought more awareness to what each entity does. She Comments announced the Save Our Schools, SOS meeting by the San Gabriel Valley Coalition for Education which will be held on Thursday, May 22, 2008, from 6-8 p.m. at Azusa Pacific University Munson Chapel; she listed the many school entities who will be In attendance as well as Assemblyman Ed Hernandez and other education officials. She thanked Councilmember Gonzales for meeting with Superintendent Cynthia Cervantes -McGuire and Gary Crill about the Safe House Program. Mr. Mike Lee announced the Food Drive by Letter Carriers to be held Saturday, May 10th and M. Lee Comments reminded all to place non -perishables by the mall box for collection by Letter Carriers he also reminded all that price of stamps are rising as of May 12`h. He talked about ribbon cutting at Jakes, Azusa Cleanup, Cinco De Mayo, and questioned an item on the Planning Commission Agenda regarding RV's. Mr, Jeremy Cortez addressed Council expressing his disappointment regarding treatment he J. Cortez has received from the City in dealing with negotiations to purchase his property. Comments Mr. John Slayton addressed Council with several questions regarding renewable energy. J. Slayton Comments Art Morales addressed Council and expressed his opinion regarding a free swim program in the A. Morales Comments City. He stated that his mother is ninety-three. Mr. Dennis Willut addressed Council requesting information regarding height in Dalton Property D. Willut Project; senior parking, Jack in the Box drive way on Alosta, a 10% reduction for utilities and Comments cable television for seniors. 05/05/08 PAGE TWO REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts/Updates City Manager Delach responded and commented on the following: process for proposed City Mgr ordinance regarding RV's; meetings with Mr. Cortez and apologies: goals and consistency with Comments legislative laws regarding renewable energy sources and solar paneling; finding suitable display for artifacts found at Rosedale; and Dalton Properties Project. Mayor Pro -Tem Carrillo requested information on how to amend a Use Permit allowing 24 hour Carrillo operation by T -Burgers; City Attorney responded. Moved by Mayor Pro -Tem Carrillo, seconded Comments by Councilmember Hanks and unanimously carried to give staff direction to call up the item to Call up/Appeal bring before Council as an appeal. Councilmember Gonzales announced the AYP Barbeque on Saturday, May 7" ; call ((626) 812- Gonzales 5280) for more information, and Kids Come First Golf Tournament on June 13"; call(626) 812- Comments 5195. Councilmember Macias announced the DNAC meetings will continue soon and asked about the Macias status of the graphics on Azusa monument; a new supplier Is being obtained. Comments Councilmember Hanks as well as all of the other Councilmembers wished all mothers a Happy Hanks Mother's Day. Comment Mayor Rocha stated the meeting will be adjourned In memory of Sally Quesada, Diane Irene Rocha Clark Cisneros and Ramona Flores. He stated that over the weekend he met a Princess of Comments Jordan and also Commanding Officers attending Armory Change of Command Ceremony who both praised the City of Azusa. He announced the following: tree planting at 655 S. Donna Beth; Flag Raising Ceremony at Wells Fargo Bank; and meeting at Murray School with Co. Reps. The CONSENT CALENDAR consisting of Items C-1 through C- 10 was approved by motion of Consent Cal Councllmember Hanks, seconded by Mayor Pro -Tem Carrillo and unanimously carried. Approved 1. The minutes of the regular meeting of April 21, 2008, were approved as written. Min appvd 2. Human Resources Action Items were approved as follows: HR Action 1 Merit increase and/or Regular Appointments: R. Chivas, C. Grant, J. Poulos, E. Lorusso, Items S. Paragas, C. Cusick, and M. Gomez-Villegas. New Appointments: G. Conrad, Water Distribution Worker I and R. Lopez, Water Distribution Worker I. Separation: R. Person, Assistant City Manager effective April 24, 2008 and B. Coleman, Director of Economic & Community Development, effective April 17, 2008. 3. Approval was given for the agreement between the City of Azusa and the Fowler Museum Agmt Fowler to curate archaeological resources found on the Rosedale Site. Museum 4. The bond reduction request by Taylor -Woodrow Communities for Tract 54057-02, Garnet Bond Reducti< Hill, was approved. Garnet Hill 5. Approval was given for the filing of the Notice of Completion for the Memorial Park Ball NOC Mem Pk Field Lighting Project as completed by Ace Electric in the amount of $217,901.58 and Bali Field authorization was given to staff to file said Notice of Completion with the Los Angeles Lighting County Clerk. 6. The City Treasurer's Report as of March 31, 2008 was received and filed. Treas Rpt 7. Formal bidding procedures were waived in accordance with Azusa Municipal Code Section BI -Tech 2-523 section B, Computers, and 2-523 section C, no competitive market and the Software ' issuance of a Purchase Order was awarded to Solution Centers in the amount not to Solution exceed $35,700 for hardware replacement; and approval was given to BI -Tech Software Centers In the amount not to exceed $15,000 for migration services. 8. Approval was given for the purchase of three (3) TicketPro Elite Electronic Parking Ticket TicketPro Writers from TurboData Systems in an amount not to exceed $14,535.75; approval was Elite Elect given for the purchase based on TurboData Systems being the lowest bidder for the Plcg Ticket equipment being purchased. Staff was directed to prepare the required resolutions and documentation in order to SGV Pension proceed with San Gabriel Valley Pension Obligation Bonds (POB) Group Pricing Pool Obligation developed and managed by Urban Futures Inc. Bonds Administrative Services Director - Chief Financial Officer Kreimeier presented the San Gabriel A. I(relmeier Valley Pension Obligation Bonds (POB) Group Pricing Pool stating that under PERS Retirement Detailed System there are various elements of the actuarial calculation and two main are normal and process unfunded actuarial liability, the amount of additional funds that would be necessary to afford to For Pension fully fund based on all the people retiring and actuarial condition. Public Safety have been put Obligation in a pool where there is period of ten years guarantee payment with guaranteed Interest rate of Bonds 7.75%, set amount for that period of time. The POB would be Issued for 5-6% fixed rate and by paying off the unfunded actuarial liability and paying the bond amount at a lower Interest rate, the spread can be captured which is about $60,000 per year or $600,000 In ten years. He responded to questions posed. Councilmember Macias expressed concern and asked that they be monitored closely. 10. The following resolution was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Res. 08-C37 CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF, WHICH THE SAME Warrants ARE TO BE PAID.
