MINUTES OF THE CITY COUNCIL
REGULAR/SPECIAL MEETING
MONDAY, MARCH 16, 2009 - 6:07 P.M.
The City Council of the City of Azusa met in regular/special session at the above date and time in the
Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order. Call to Order
Members of the Amvets Post Number 113 led in the salute to the Flag. Flag Salute
INVOCATION was given by Pastor Eddie Valasquez of the Jesus Is Lord Church Invocation

Mayor Pro -Tem Carrillo offered a Resolution entitled:

City Manager Delach administered the Oath of Office to newly elected City Clerk Vera Mendoza. Mrs. Oath of Office
Mendoza thanked all the citizens of the City and her family in hopes.that the next four years are very V. Mendoza

'City Clerk Mendoza administered the Oath of Office to newly elected City Treasurer Marcene Hamilton. Oath of Office
Mrs. Hamilton thanked all for the support she received from the community as well as her family. M. Hamilton

Ms. Kathryn Gonzales administered Oath of Office to newly elected Council Member Robert Gonzales. Oath of Office
Mr. Gonzales thanked all in the community with special thanks and enduring love to his family. R. Gonzales
Mrs. Linda Rocha administered the Oath of Office to newly elected Mayor Joseph Romero Rocha. Mayor Oath of Office
Rocha introduced his family who shared in his success and he thanked the community for their support. J. Rocha

Mr. Mike Lee addressed Council regarding the low voter turnout and urged all to get out and vote in the M. Lee
next election in May; he talked about the fundraiser for Azusa High School Band; wished all Council Comments
Members, City Clerk and City Treasurer good luck in their next term, and thanked Chief of Police Garcia
for being a guest speaker at the Library during lunch.
'Mr. Jesse Avila congratulated all incumbents for winning the election; announced the 401° Anniversary of J. Avila
the Helping Hand on April 17th at the Woman's Club where they will be honoring founding leaders. He Comments
also announced the Helping Hand Day at the Races to be held on March 290" at 12:30 p.m. For more

Ms. Peggy Martinez congratulated the Council incumbents on being re-elected. She announced the P. Martinez
Downtown Business Association meeting on Thursday, March 19"at the Senior Center which the Comments
Redevelopment Agency and Lewis Homes will be guest speakers. 2008 Miss Azusa Wanda Perkins
thanked Council and bid farewell as she is the outgoing Miss Azusa; she announced that the pageant will be
March 21, 2009 at Citrus College Performing Arts Center at 6:00 p.m.; she thanked Mayor and City
Councilmember for their support and kindness throughout her rein. Contestants for Miss Azusa and Miss
Outstanding Teen introduced themselves to Council and audience.
Mr. Sal Martinez, President of Azusa American Little League congratulated all winners in the Council race S. Martinez
and also all who sought the positions. He thanked all for their attendance at Opening Day ceremonies and Comments
invited all to attend the Little League Dinner/Dance on April 4, 2009, at the Azusa Woman's Club from
6:00. p.m. — 11:00 p.m.; tickets are $13 presale and $15 at the door; for additional information call (626)

Ms. Susanne Avila of California Resource Connections thanked all that were sworn in. She invited all to a S. Avila
free Composting Workshop on Saturday, March 28° at 9:30 a.m., at the Azusa River Park. Sponsors Comments
include: Los Angeles County Public Works, Rivers and Mountains Conservancy, California Conservation
Corp, Rainbird, and the Neighborhood Wellness Center.
'Mr. Jeffrey Cornejo welcomed the new Council, City Clerk and City Treasurer into another term of office. J. Cornejo
He invited all to the 11'" Annual UMAYPA Annual Scholarship Dance on Saturday, March 21, 2009, from Comments

REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/cncl
Moved by Councilmember Gonzales, seconded by Councilmember Hanks and unanimously carried to Proc Arbor Day
approve request for proclamation to celebrate Arbor Day on April 16, 2009. April 16, 2009
Director of Public Works/Assistant City Manager Haes provided an update on Linda Demmers, Dir PW Haes
Professional Library Building Consultant, who will be performing an assessment of the Library needs Update on
which will consider population in Azusa for the next thirty to forty years, recommend the proper size of a L. Demmers
Library the community needs, etc. She will create a schematic outline of the size and make-up of the Professional
building, prior to obtaining an architect; the contract is under $10,000 and can be approved by the City Library Bldg
Manager. After discussion, staff was directed to move forward with the contract with Linda Demmers, Consultant
Professional Library Building Consultant and look into the feasibility of working with Downtown North
Developers to see if this is reimbursable or provide a share of the cost under their agreement.
UPDATE ON RANCH MARKET SHUTTLE. Director of Public Works/Assistant City Manager Haes

addressed the matter stating that the Ranch Market shuttle has been in operation for about a month, there

on cable television, City's website and advertised in the newsletter to residents.
Library Director Tovar introduced Mr. James Peek, newly -appointed Senior Librarian, Technology Library Dir
Services for the Library Department, and Mr. Peek addressed Council and audience with comments about intro J. Peek
his first few weeks of employment with the City.
Mayor Pro -Tem Carrillo congratulated all who won in the election and thanked the voters for re-electing all Carrillo
of the incumbents. Comments
Councilmember Macias congratulated all who were re-elected as well as all candidates who sought Macias
positions. He reiterated that March 20ih is the Helping Hand Day at the Races and on April 17" is the 40th Comments
Anniversary of Helping and invited all to participate.

Councilmember Gonzales expressed his appreciation to the community for placing him back in office for
another four years. He announced that on Sunday, March 22, 2009, there will be a Spaghetti Luncheon for
John Guardado who has recently had a serious trucking accident, the luncheon is from 12:00 noon — 5:00
p.m. at St. Francis of Rome Parish Hall at 5" and Dalton Street, the donation is $8.00 per person; for
additional information call George Garcia at (626) 392-6258. He requested that staff look into the
feasibility of loosening up on the restrictions of the banner ordinance, temporarily, in light of economic
times. City Attorney Carvalho responded that there is no need to amend the ordinance but perhaps seek
options i.e. no aggressive enforcement for a time period, etc.
Councilmember Hanks thanked all who have allowed him to continue in office for another four years; he
talked about the challenges and disappointments in running in an election but encouraged all to continue to
'seek office as public service is very important.
Mayor Rocha congratulated to all who ran in the election. City Attorney Carvalho presented information
on pending legislation, AB 1015, which would outlaw the ability of minors to purchase items with nitrite
oxide. Mayor Rocha advised that he has contacted many local stores regarding the problem with minors
huffing out of aerosol spray cans, and they have agreed not to sell aerosol cans to minors. He also advised
that a community workshop was held on March 111° on the issue, where 50 parents were in attendance, and
another would be held in April at Murray School. He thanked Steve Juarez and Sal Martinez of Azusa and
National Little Leagues for their great opening day ceremonies; he congratulated Library Director Albert
Tovar for the success of the Bookmobile Ribbon Cutting, with special thanks to Robert Donnelson for the
idea of satellite Libraries.

1, 2009 through June 30, 2013.

City Attorney Carvalho advised that since the MOU is not attached the motion could authorize the City City Attorney
Manager to execute the agreement. City Manager of Monrovia and Chair of the Los Angeles Storm Comments

Moved by Mayor Pro -Tem Macias, seconded by Councilmember Gonzales and unanimously carried to MOU LA Storm
approve entering into a Memorandum of Understanding for membership in the Los Angeles Storm Water Quality

Councilmember Gonzales addressed item regarding award of the contract for the City Yard Block Wall Gonzales
asking if staff is seeking companies based in Azusa to submit bids for projects; Director of Public Comments
Works/Assistant City Manager Haes responded that they did and the bid is being awarded to a local
company; further, in the future, he will note on staff report addresses of bidders.

amend the 2008/2009 Capital Improvement Plan to change the scope of project # 66107A — "I" Street Wall
Dump Site Block Wall' to reflect "City Yard Block Wall; and award a contract to C.R. Arbayo Approved
Construction in an amount of $18,600 for the construction of the block wall.
Mayor Pro -Tem Macias thanked City Manager Delach for the temporary continuation of benefits and Macias
salary for employees called to military duty; City Manager responded stating that the deployments are Comments
