The City Council of the City of Azusa met in special session at the above date and time at Azusa Light and Water Conference Room at 729 N. Azusa Avenue, Azusa. Mayor Rocha called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, HANKS, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT: City Attorney Matthews, City Manager Delach, Assistant City Manager Makshanoff, Director of Utilities Hsu, Chief of Police Garcia, Director of Resource Management Tang, Assistant to Utilities Director Kalscheuer, Director of Public Works/Assistant City Manager Haes, City Treasurer Hamilton, Administrative Services Director -Chief Financial Officer Kreimeier, Budget Analyst Paragas, Director of Information Technology Graf, Controller Michaels -Aguilar, Economic Community Development Director Christianson, Director Recreation and Family Services, Library Director Tovar, Assistant City Librarian Shahsavari, Pubic Information Officer Quiroz, City Clerk Mendoza, Deputy City Clerk Toscano. PUBLIC PARTICIPATION Call to Order Roll Call Also Present Pub Part Mr. Art Morales addressed Council with concerns regarding the Light and Water phone answering service, A. Morales 3:30 p.m. deadline for shut off and reconnect service, possibly moving bill drop box closer to curb, and Comments transportation workers compensation costs; what other cities are doing and other uses for the money. Director of Utilities Hsu responded that there is a need for a 3:30 p.m. deadline for reconnects requests due Hsu and Delach the need to schedule employees to perform the reconnection. He advised that he would look into the Response to feasibility and cost of moving the bill drop box closer to the curb. City Manager Delach responded to Questions question regarding Transportation Workers Compensation cost stating that it was at $650,000 to $700,000. Moved by Councilmember Hanks seconded by HR Action Item Councilmember Gonzales and unanimously carried to approve Human Resource Action Item: Promotion Approved Of J. Madaloni to Police Sergeant. FISCAL YEAR 2009/10 CITY, AZUSA PUBLIC FINANCING AUTHORITY, AND Budget Review REDEVELOPMENT AGENCY PRELIMINARY BUDGET REVIEW. 2009/10 City Manager Delach introduced the proposed budget stating that the budget is balanced, there was no City Mgr need to dip into reserves, and although the State may borrow $750,000, they will have to pay it back within Introduction of three years and there is a need to watch the budget. Budget Administrative Services Director -Chief Financial Officer Kreimeier presented the proposed budget Admin Svs Dir documents providing Budget Background, i.e. Maintaining Service Levels, 5% Reduction in Operating Chief Fin Off and Maintenance budgets, recession impact on revenues, inflationary pressures relieved, reduced interest Presentation of rates/costs, drought affecting Water Enterprise Revenues and State Budget Crisis -Take from Cities. He Budget discussed Capital Improvement Program, Funding for Fire Safety Contract still at prior year levels, and staffing changes to maintain services and better reflect duties. He noted things that weren't in the document, i.e. potential State Budget takeaways; transfer to equipment replacement fund for future replacements, potential costs related to current employee contract negotiations and new full-time staff positions. He talked about Future Issues, i.e. Rosedale Project, Gold Line Extension, proposed New Library, Review of Mining Permit Application from Vulcan, and Review of Application MRF by Waste Mgmt, and negotiations with City Employee Bargaining Units in Spring of 2010. He presented an overview of budget summary 09-10 General Fund balances, Expenditures, All funds, Major funds, and Redevelopment Agency. COnncilmembers went through the budget document and staff responded to questions posed providing Questions details on items questioned. Discussion was held regarding funding for the homeless voucher program and it was moved by Mayor Motion Pro -Tem Macias, seconded by Councilmember Carrillo and carried that the $8,000 budgeted last year was Homeless Voucher a one time allocation and it would not be ongoing. Mayor Rocha and Councilmember Gonzales dissenting. one-time allocation Discussion was held regarding possible funding for three events by the Veterans' Committee in the next Motion fiscal year i.e. 4th of July, Veteran's Day and Memorial Day, and it was moved by Mayor Pro -Tem Macias, Veterans Committee seconded by Councilmember Gonzales and unanimously carried that $600.00 be allocated to the fund 7050 Allocation to fund the events. Councilmembers expressed thanks to all departments for decreasing budgets by 5 %. Discussion was held Discussion regarding the need for additional recycling and additional programming from the Police Department on Programs Graffiti and Huffing Education to the local schools. Councilmembers continued to review each remaining department. Lengthy discussion was held regarding the request by the Azusa Chamber of Commerce to defer the 20% Discussion reduction due to the financial and economic conditions. Ms. Irene Villapania, Executive Director of the Azusa Chamber Chamber addressed Council responding to questions posed. It was consensus of Councilmembers to of Commerce continue discussion on this item to the meeting of June 22, 2009; Ms. Villapania will then present her proposed budget for review. .
