MINUTES OF THE CITY COUNCIL/REDEVELOPMENT AGENCY
SPECIAL MEETING
MONDAY, JULY 27, 2009 — 7:15 P.M.
The City Council/Board of Directors of the City/Redevelopment Agency of Azusa met in special session at
the above date and time at the Azusa Light and Water Conference Room, located at 729N. Azusa Avenue,
Azusa, California.
Mayor/Director Rocha called the meeting to order.

Mr. Mike Lee addressed Council expressing his condolences for the passing of former Councilmember M. Lee
Dick Stanford. Comments
Mr. Greg Ahern addressed Council stating that he participated on the cleanup held over the weekend, on G. Ahern
the 210 freeway off ramp on Azusa Avenue, and suggested that the freeway bridge be washed and to Comments
schedule future basic maintenance for it; expressed his concern the temporary closure of the sidewalk due
to the installation of the reader board; and suggested that the maintenance of the palm trees for the
Rosedale project be reconsidered in order to save the city money.
Ms. Peggy Martinez addressed council expressing her concern for the lack of proper maintenance at the P. Martinez
Rosedale site. Comments
Discussion was held between Council and staff, regarding the maintenance contract of the palm tress and Discussion
maintenance at the Rosedale site; City Manager Delach has been working with Los Angeles County, upkeep
regarding the weed abatement issue for this property due to fire hazard, and Mayor Rocha has been Rosedale
working with volunteers on regular clean ups.
REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL
Discussion was held between Council and staff regarding a request from the Boy Scouts of America, Trail
of the Valley District, to use front of lawn of the City Hall on August 8, 2009, for the Pinewood Derby
' Event; discussion included nature of event, number of participants, restroom facilities, liability insurance
and maintenance. It was then moved by Councilmember Carrillo, seconded by Councilmember Gonzales,
and unanimously carried* to approve the request and direct City Manager Delach to administer the
described issues addressed.

City Manager/Executive Director Delach addressed the item explaining that due to the private lending Discussion

enter into an agreement with the most qualified firm to represent the City in selling advertising on the
reader board, and to hire an additional crossing guard during school hours, while the sidewalk is closed for
this project.

Executive Director Delach explained drat Azusa Pacific University (APU) is requesting the use of city
swimming pool facilities during the off season for their school programs, water polo and swimming.
Discussion and question and answer session followed, which included the possibility of using it as city
source revenue during off season, if APU is successful with their program the city and/orjoinlly with APU
could have their own programs, guidelines on how other facilities have used it and use it as sample, hours
and days to be used, noise and traffic for surrounding homes, parking, the possibility of APU assisting with
future other city programs.

Moved by Director Carrillo, seconded by Director Gonzales, and unanimously carried* to approve the Appv Use/Lease
Use/Lease Agreement with Azusa Pacific University for Slau son Park Community Pool/Azusa Aquatics APU use of pool
Center from September 9, 2009 to April 22, 2010.
AGREEMENT WITH THE AZUSA CHAMBER OF COMMERCE FOR FY 2009/10
Executive Director Delach stated that due to the economic downturn and loss of revenue the Azusa Discussion
Chamber of Commerce requested to maintain the same subsidy payment as FY 2008/09; Lengthy Chamber
' discussion followed regarding options being recommended, tlie benefits that Chamber's eliminated to be Agreement
able to reduce their budget, city's subsidy reductions in future years, funds to be used from general budget
and Light & Water budget; suggestions were also made on how the Chamber could raise revenues and
what sources to use in order to become self sufficient in the future.
Moved by Director Gonzales, Seconded by Director Hanks, and unanimously carried* to provide the same Approve
subsidy amount of $88,200, as provided in FY 2008/09, and authorize staff to finalize and execute the Chamber
agreement regarding Chamber of Commerce Funding and support between the City of Azusa and the Agreement
Azusa Chamber of Commerce for Fiscal Year 2009/10.
