The City Council of the City of Azusa met in regular session at the above dale and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order. Call to Order Mrs. Gissell Harris led in the salute to the Flag. Flag Salute INVOCATION was given by President Richard A. PUBLIC PARTICIPATION Pub Part Miss Azusa Christy Alcaraz addressed Council announcing the 2010 Children's Miracle Network C. Alcaraz Fundraiser to be held on April 21" at the Panda Express; 20% of proceeds will be donated to CMN. Children's Net Ms. Julienne Smith announced the 10 Year Celebration of Azusa Reads to be held on Tuesday, April 20"'. J. Smith Azusa Reads Ms. Elaine Dominguez announced a fundraising concert for the After School Mariachi Program to be held E. Dominguez on Friday, May 7"' at Gladstone High School. Ms. Xilonin Cruz -Gonzalez also endorsed the Afler School Mariachi Prgm Mariachi Program and presented flyers for the event. X. CmzGonzale: Mr. Alfonso "Al" Contreras addressed Council introducing himself as a candidate for Assembly for the 57"' A. Contreras district. Ile provided information on his background and qualifications. Candidate REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Updates/Rpts Mayor Rocha announced the Relay For Life event on Sahuday, April 24, 2010, at 9 a.m. at the Azusa Mayor ' Pacific University Track Field. Be thanked all the participants of the Think River event at El Encanto for Rocha the clean up of the Bike Trail. He reported on the Census count noting the City of Azusa is up to 60%. He Comments asked that all keep our servicemen and women in prayer. It was consensus of'Councilmembers to bring the Consent Calendar of the City of Azusa forward for Con Cal handling at this time as well as the items of the Redevelopment Agency. Brt Fwd The CONSENT CALENDAR consisting of Items D-1 through D-3 was approved by motion of Consent Calends Councilmember Hanks, seconded by Councilmember Macias and unanimously carried. D1 — D-3 1. The minutes of the regular meeting o1' April 5, 2010, were approved as written. Min appvd 2. Human Resources Action Items were approved as follows: Merit Increase and/or Regular Appointment: S. Gerszewski, S. Spahr I1, C. Wilkins, J. Momot, HR Action K. Pilmer, M. Silva, and R. Arevalo. Items 3. The following resolution was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Res. 10-C23 CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME Warrants ARE TO BE PAID. THE CITY COUNCIL RECESSED AND THE REDEVELOPMENT AGENCY CONVENED AT CRAconvened 6:53 P.M. THE CITY COUNCIL RECONVENED AT 6:54 P.M. Cncl reconvened SCHEDULED ITEMS PUBLIC HEARING - Sched Items Pub Hrg Application Azusa Rock Mo( Vulcan Material: Mayor Rocha introduced the Public Hearing offered continents and instruction to the audience reminding Rocha all of the Rules of Public Hearing. Comments City Manager Delach clarified two key and critical points as follows: there is no new mining, no expansion City Mgr of mining but an exchange; further, stating that Azusa does not have the right to deny Vulcan mining. He Comments provided a chronological history of the Vulcan mining since 1994 and detailed the options and challenges that Vulcan and the City have had over the last few years. Economic and Community Development Director Christiansen presented and detailed the Project K. Christiansen Components, Entitlements Requested, Proposed Project, Conditional Use Permit, Reclamation Plan, Comments Development Agreement, EIR & What it Considers, Environmental Impact Evaluation, Current Approval History, Planning Commission Hearings/Meetings, General Plan & Development Code, Public Testimony taken, Categories of Public Comments, Rumors and Misconceptions, Proximity to Duarte Residents, Current Reclamation Program, Proposed Reclamation Program, Mr. Fernando Avila of Best Best & Kreiger addressed the Hearing presenting Clarifications and Revisions, F, Avila Late Comments on Geology, Late Comments Regarding Air Quality, and Traffic at Reliance Plant. BB&K The Mayor declared the Hearing open. The Clerk read the affidavit of proof of publication of notice of said Hearing Open hearing published in the San Gabriel Valley Tribune on April 8, 2010. Mr. Todd Priest of Vulcan Materials addressed the Hearing detailing the history of mining operation, T. Priest current as well as the proposed project and reference items in the Environmental Impact Report. Priest & D. comments regarding the project and their commitment to the community. Donnellson Moved by Councilmember Hanks, seconded by Councilmember Gonzales and unanimously carried to Hrg Closed close the Public Hearing. After comments, it was consensus of the Councilmembers to adjourn deliberation on the Hearing to Adjourned Regular Meeting to be held on Monday, April 26, 2010, at 7:30 p.m. in the Azusa Auditorium TIMEEE OF A4JOU�RNMENT: 12:02 A.M.
