MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, FEBRUARY 6, 2012 — 6:38 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa
Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702.
CEREMONIAL MATTERS AND PRESENTATIONS Ceremonial
Certificates of Recognition were presented to the Azusa High School Band for becoming the Southern Cert AHS
California Division 3A Gold Medal Field Champions. Band

The City Council reconvened at 7:50 p.m. City Attorney Carvalho advised that there was no reportable Cncl rcvnd
action taken in Closed Session. *Councilmember Gonzales did not participate in any discussion regarding No Rpts
item 2 in Closed Session due to a possible Conflict of Interest.
Mayor Rocha called the meeting to order.
Pledge to the Flag was led by Richard and Desiree Pardo.
Invocation was given by Pastor Dale Winslow of Foothill Community Church.

Ms. Peggy Martinez addressed Council presenting the contestants of the Miss Azusa and Miss Outstanding P. Martinez
Teen Pageants, who introduced themselves to Council and audience. She invited all to attend the Pageant Comments
at Citrus College Performing Arts Center on February 18, 2012.
Ms. Laura Jimenez Field Representative of Senator Ed Hernandez addressed Council presenting a Report L. Jimenez
on the January 27, 2012 meeting regarding Highway 39 which included representatives of Cal Trans, Comments
Azusa Chamber of Commerce, and the City of Azusa.
Mr. Eric Knoles addressed Council and talked about corporate spending and asked Council not to let them E. Knoles
sway their vote. Comments
Mr. Jorge Rosales addressed Council requesting answers to questions he posed at the January 17th and J. Rosales
January 23, 2012 Council meetings regarding Redevelopment Agency Annual Financial Report and Comments
Enforceable Obligation Payment Schedule.
Mr. Lynn Eaton addressed Council asking who initiated and/or proposed the site for a parking structure at L. Eaton
Veteran's Park. He expressed his opinion regarding the issue. Comments
Mr. Ray Zavala addressed Council expressing his opinion regarding the proposed parking structure and R. Zavala
where it should be located, the Planning Commission, Band Shell, Graffiti, loss of tree in front of City Comments
Hall, his history in the City of Azusa, and the City Council.
City Manager Makshanoff advised that he will follow up and meet with Mr. Rosales, Mr. Eaton, and Mr. City Mgr
Zavala. Comment
REPORTS UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF

Moved by Mayor Pro -Tem Hanks, seconded by Councilmember Gonzales and unanimously carried to Proc for Girl
approve request for proclamation for the Girl Scouts in honor of its 100`h Birthday on March 12, 2012, Scouts 100'h
which will be presented at the City Council meeting of March 5, 2012. Birthday
Moved by Councilmember Gonzales, seconded by Councilmember Carrillo and unanimously carried to Proc for Rotary
approve request for proclamation for the Rotary Club of Azusa in honor of its $5'h Anniversary 85h
Celebration. Mayor Rocha invited his colleagues to attend the presentation at the Rotary Meeting on Anniversary
Thursday, February 9, 2012, at Kobe's at noon.
Moved by Councilmember Gonzales, seconded by Councilmember Carrillo and unanimously carried to Sponsorship
approve request for $100 sponsorship to Lzcalli Sanchez of Victor Hodge School to attend an overnight L. Sanchez
field trip on June 7'h and 81h. Victor Hodge
Lengthy discussion was held regarding Scholarship Fund and the feasibility of taking funds and giving a Discussion
donation to Cory's Kitchen. City Manager Makshanoff stated that there is a balance of $5,045 and in 2010 Cory's Kitchen
$5,799 was dispersed. He stated that the funds are to be used for public benefit. After discussion, it was Scholarship
moved by Councilmember Gonzales, seconded by Councilmember Carrillo and unanimously carried to Fund -$500
donate a one time amount of $500 to Cory's Kitchen to be taken from the Fireworks Scholarship Fund.
Councilmember Gonzales announced Casino Night to be held Friday, February 10, 2012 at the Azusa Gonzales
Woman's Club from 6:30 p.m. — 11:00 p.m. and all proceeds go to benefit Azusa's sports program. Comments
Councilmember Macias announced that the Helping Hand will be having a fundraiser Day At The Races Macias
on Saturday, February 25`h, tickets are $20. Comments
Mayor Rocha stated that the meeting will be adjourned in memory of Patsy N. Pardo, David Fierro, and Rocha
Madelyn Lopez Chavira, and announced Be A Walker on Saturday, February 11, 2012 at 9:30 a.m. at Comments
Canyon City Park; guest walker will be Zack Padilla.
